My Dear Mayor Landrieu
We are appalled to hear Represen-
tative Sutherfield'’s remarks about re-
questing you to have the New Orleans
Police Department to evict the Black
Panthers from the apartment they are
occupying in the Desire Housing Pro-
ject, if HANO fails to evict them.
Whereas Mr, Sutherficld may feel that
he represents a ‘‘silent majority’’ of
the people in our area, we feel that
as the spokesmen for a not so silent
minority, any attempt by the police
to evict the Panthers from the apart-
ment they are occupying will cause
more unnecessary mass murders in our
area, Therefore, we ask that if any-
thing is to be done about the Panther
situation, perhaps food and money
should be allocated for their use in
the Free Breakfast Program that they
are interested in starting tn the De-
sire Housing Project arca,
Perhaps if the ‘law and order" ad-
vocates of this city and of this state
would spend more time affecting chan-
ges in the system that require NO
use of violent (police) tactics to put
down nonviolent, Free Breakfast Pro-
grams, such as the one the Panthers
have in mind, we could all sleep bet-
ter at night, knowing that the police
will not have reagon to fire upon @
Panther’ stronghold” to use this as
an excuse to call in re-inforcements
to have another bloody gun fight! We
further suggest that because the Pan-
thers meet the requirement of financial
need, which determines who will ul-
timately get an apartment in the slums
(e.g., the Desire Housing Project) of
this city, we feel that they should be
allowed the same rent free status that
is given to other organizations that
use these apartments for thelr ““pover-
ty programs” and training center ac-
tivities, We particularly sight as an
example the use of the apartment above
the one now being used by the Panthers
by an organization of the Tulane Uni-
versity School of Social Work, If this
predominantly White organization can
use the facilities of the Desire Hous-

ing Project without paying rent, then
we suggest that as Mayor of a city
that is almost 50% Black, you take
whatever steps that are necessary to
help the Black Panthers to feed the
poor, hungry, Black children of the
Desire Housing Project area, while
at the same time taking whatever ac-
tions that are necessary to prevent —
more unnecessary Police-Panther en-
counters,
As we see it, the Panthers are ask- ©
ing no more of HANO, or of the world
for all that matters, than are the
Whites who are working In our area--
other than an equal opportunity toserve
those in need, Continued use of a
double standard of treatment for Blacks
and Whites by city agencies can only —
lead to more bloody confrontations,

is a person from a similar economic, social. religious geographical, en-
vironmental, historical and racial background. To do this the court will be
forced to select a jury from the Mack community from which the black
defendant came We have been, and are being tried by albwhite juries
that have no wnderstanding of the “average reasoning rian™ of the black
