Not only are the genocidalplans
for people of color escalating,
the attacks by the U.S, Empire
are being launched against the
very ones who will Implement a
revolutionary intercommunal
Society which willwerk In the
dnrerest of all men -our children.
In dilapidared Lincoln Hospital
in the Bronx, the children’s wards
hold many levels of terror. One
of these is that a majority of the
children confined there are suf-
fering from lead poisoning, due
to the substandard conditions in
which they are forced to live.
The hospital ward had supposedly
been renovated by the city re-
cently to try and "improve" its
appearance. Although only a few
children have been tested for lead
poisoning, competent doctors
from the People’s Free Health
Center have taken their blood
Samples and found that the lead
content level washigher than when
the children were first admitted
into Lincoln Hospital,
Through close observation by
the medical personnel, it was dis-
covered that the children were
eating the freshly painted walls of
the wards and that the paint con-
tained lead,
This outright murder plan by
these corrupt city beasts is just
another way to try and stop the
progress of the ideas and new con-
cepts of the survival which willbe
fully implemented by our children.
The pigs of this fascist city
working under the pretense of im-
proving the conditions of the
hospital wards have gone sofaras
to place death in a place suppose-
dly instituted to heal and cure.

On Friday afternoon, Feb-
rary 12th, Preston Chims came
home to find his living room and
bathroom ceiling had fallen In.
Preston lives with his 59-year
old mother at 982 East178th
Street in the Bronx, N.Y. Mrs.
Chims is confined to bed with an
incurable disease, and Preston
works in « laboraty atHarlem
Hospital during the day, This
means that during the day Mrs.
Chims is home alone, existing
ia a veritable rat trap, Friday
dhernoon Preston called the ay-

Walton Ave, in the Bronx, and
told him the ceiling had fallen,
Pig Maslin told Preston he
would have to wait until after the
“holiday for repairs to be
made,
Since Pig Maslinfollowed the
usual line of the pigislumlords,
allowing already substandard
housing to become completely
dilapidated, Preston called Pig
Mayor Lindsay's Housing De-
partment, in hope of getting the
necessary repairs made, Two
have instituted a People’s Free
Health Center at 436 Claremont
Parkway in the Bronx, run by
people who work in the complete
interest of all the people. Not only
do we realize the importance of ex-
céllent health care, we also recog-
nize that the oppressive conditions

Housing Department came to
the brother's house, only to tell
him there was nothing they could
do, This isthe usual procedure
in the case of poor people. They
“‘suggested"’ that Preston not
attempt to sue the slumlord
Maslin for damages.
Aside from the dilapidation of
the physical structure of the
building in general and the
apartments in particular, there
is no heat or hot water. Brother
Preston is what is categorized
by the pigs as an
worker’’, forced to ‘earn’ a
means to survive for himself
and his mother. Because of
this oppressive state, be must
pay a pig slumlord $84.00 a
month for @ two-room apart-
ment that is nor fit for the
shelter of animals.
Oppressed people of com-
munities all over the world are
forced to live in indecent hous-
ing, ‘The people are fed up to
the gills with the oppression
forced upon them andthe people
are moving in arevolutionary
fashion toridtheir communities
of the oppressive forces by
seizing control of the sources of
power now held by the pigs.

PREVENTIVE HEALTH
PROGR
The Black Panther Party rea-
lizing the lack of proper medical
care of poor and oppressed com-
munities of Babylon, and out of
love for our people, having open-
ed the (Gpurgeon ‘*Jake” Win-
ters) Free Medical Care Center,
3850 W. 16th St. (Chicago), in
January, 1971, has moved a step
further, by implementing 4 pre-
ventive medicine program.
Teams of medical students and
trained community workers are
sent out into the community to the
homes of the people in Lawn-
dale (which happens to have one
of the highest Infant mortality
ratesin the city), The teams
go into homes and give simple
tests, such as throat cultures,
blood pressure and’ urinalysis.
The tests are simple and take
only about 15 min, per family;
however, they are very im-
portant, For instance, when a
home has peeling paint, the test
would be very Instrumental in
detecting lead poisoning insmall
children, In homes where there
is little, or no heat, we urge
the children to take throat cul-
tures to check for strep throat,
a disease which is fagal In in-

fants if untreated. In the older
children and adults the urin-
alysis could tell if there were
Sugar in the blood or other
elements that would need medical
attention, such as an abnormal
protein count, or in older people,
high blood pressure, The people
that need to see a doctor are
referred to the Free Medical
Center, We take the names and
addresses of those persons for
the purpose of contacting them,
if they do not come in to see
a doctor after a certain period.
We realize that poor and op-
pressed people are not taught
anything about methods of pre-
venting illness or proper health
precautions. In 4 couple of the
homes we saw cases where peo-
Ple who had seen doctors were
Still ill, For instance a small
boy that continued tohaverashes
on his throat and cars was sent
home with no diagnosis or med-
icine, A, sister saw a doctor
about a drastic welght loss and
also a hole in her naval. The
doctor said the weight loss was
probably due to the hole in the
naval, He saidnothing more about
the hole than that; and he told
the sister to let him operate.
After the sister refused and
didn’t return, the doctor showed
the usual lack of concern and
didn't try to contact the sister
to see whether she had gotten
well
These are just a few cases
which poor and oppressed people
which demonstrate how poor and
oppressed people are given In-
adequate medical care, This sys-
tem that we are forced to live
under js only concerned with
private property and profit.
Medical Care should be free to
everyone, and people should get
the proper attention when they
seek medical care, But the pigs
don’t want this to happen, because
it 1s not going to make a profit.
And this is another example of
why we will have to seize the
means of production’ so than we
will be able to determine our
own destinies,

Cairo, Illinois, February 2, 1971 ---- Mayor Pete Thomas,
Police Commissioner Carl Meisenheimer, William Morgan, Presi-
dent of Security Bank, States Attorney Peyton Berbling, Car dealer
Calvin Watson, Mr. James Avery (all from Cairo) and two un-
identified white men were implicated in a conspiracy to assas-
Sinate the Rey. Charles Koen, executive director of the United
Front of Cairo. The allegations were made in a press conference
held at St. Columba’s Church in Cairo today.
The charges were made by Mr. Leveland "Baby"’ Rush, 32,
born and raised in Cairo but now Living outside of this southern
linois city. Rush, who is Black sald that he was offered $75,000,
to be the ‘‘triggerman"’ in the atcemprt to murder the Black
leader. Mr. Rush said he was taken to a meeting with these men
by Mr. Avery and the offer was made at this gathering, by Mayor
Thomas. He also said that Mr. Watson offered him a cer to use
in committing the act which he could keep afterwards. He said
too that Mr. Berbling offered, ‘'Since your mind might be de-
pressed after Mr. Koen’s murder, we will guarantee you a month
or so vacation with pay,”’ At the time Rush was employed by the
Lilinois Highway Department. Rush asked for time to consider the
“‘deal’’ and then left the city and state. He remained there until
he made a decision to disclose the plans to the Rev. Koen and the
community,
Also disclosed at the conference was that at the same meeting
held ar the Knights of Columbus Hall in Cairo on Friday, evening,
january 1, 1971, was the fact that these men had agreed that Mr.
Morgan would make a ‘‘loan'’ of $25,000.00 to Mr. Avery who is
Black, if he could break the 22 month old economic Boycott by
Blacks against Cairo’s white merchants. Rush stated that Morgan
agreed with Avery that the money would be given as a loan, but
would not have to be paid back,
Commenting on the plot against his life, the Rev. Koen stated:
"They don’t realize yet that you might kill a man, but you cannot
kill his ideas or the spirit that spurred him on. We have tried to
say, if | am murdered, people all across the country will respond
and react to such a deed, If I die, we have made preparations for
the work to continue and moves tobe made on the person or persons
who would be responsible for my death.
“Mr. Rush was 4 brave person today. He put his life on the line
to disclose the planned assassination, He could notgo to the police
since they are so deeply Involved, Obviously since the state's
attorney participated in the meeting he could not go to him, All
the while the whites are charging us as criminals, this immoral,
sinful, and illegal conspiracy was being carried out by these
‘leaders’ of our community, This speaks something about our
future as a city and as a people under such leadership as this.
It shows something of how absurd the actions of a man so pos-
Sessed with racism and hatred. We have now turned all of this
over to our attorneys for whatever they might want to do with
dt, No matter what happens, with God's help our work will con-
tinue and the struggle for freedom will intensify and we will go on
to freedom and liberation,

‘OPERATION NEVADA’ FOR WELFARE RIGHTS ©
The National Welfare Rights
Organization's ‘Operation Ne-
vada"’ came into being as a
direct result of the repressive
measures taken by the Nevada
State Welfare Department a-
gainst 515 of Nevedi"s welfare
reciplens, Springing from aran-
dom sampling audit conducted in
February, 1970, the state of Ne-
vada alleged that over 51% of
those welfare recipients sampled
were guilty of having given false
information on factors of need
and those variables which affect
continued eligibility for welfare,
In Septe.nber of the same year
the Nevada Welfare Department,
headed by George E. Miller,
began massive terminations and
reductions of welfare recipients
from its rolls as a result of the
February audit.
The flagrant disregard of poor
people can be further dramatized
by the fact that the 3000 people
terminated along with the 4500
people having their checks re-
duced were all acted against
without a prior fair hearing.
Out of an October 1, 1970
court ruling, 4 temporary re-
Straining order required Direc-
tor Miller to give all people pro-
posed to be cut off assistance
the right to a hearing prior to
such a termination, The ruling
set down three requirements:
1, Recepients must be give 7
days written notice.
2. The reasons why benefits
are to be cut off must be clearly
stated,
3. The way averson goes about
requesting a falr hearing must
be explained.
None of the three requirements
have been met by the Stare Wel-
fare Department. In some cases
recipients received their notice
of termination five days after
their regular check day, None
of the termination notices men-
tioned how recepients could re-

quest a fair hearing. In ackdi-
tion, reciplents were visited by
caseworkers who coerced some
into signing a form walving a
right to a fair hearing. Again,
a willful and outright disregard
for poor people's basic rights,
On January 20, 1971, Mra,
Ruby Duncan, chairman of the
Clark County Welfare Rights Or-
ganization, contacted Mrs. John-
nie Tillmon, chairman of the
National Welfare Rights Organ-
{zation who In turn declared
Nevada a state of emergency.
The National Coordinating Com-
mittee, the policy-making body
of NWRO, moved their quarter-
ly meeting, originally scheduled
for East Grunswick, New jersey
to Las Vegas, in order to help
Stop the repression against their
sisters in Nevada, Welfare re-
cipients from 40 states poured
into Las Vegas, answering the
call for help. Working hand in
hand to build a strong organi-
zational vehicle to combat the
welfare department machine, re-
cipients contacted as many peo-
ple as possible to inform them
of their basic right ro a fair
hearing and to set aside any
fear that the caseworkers had
implanted to dilute any intentior
the recipient might have to a
fair hearing.
In conjunction with the organ-
izing campaign In Las Vegas
and Reno, teams of lawyers and
law students from across the
country came to Nevada to help
with the legal aspects of the
terminations. As recipients who
were cut off or cut back were
found, through organized door-
knocking, a lawyer was immed-
iately dispatched to interview the
recipiert to determine whether
she ahd been illegally acted a-
gainst and whether or nex she was
entitled to 4 fair hearing, With
the majority of cases the law-
yers found serious irregularities
on the part of the welfare depart-
ment concerning the recipient's
termination, Most clients were
then helped to file a fair hear-
ing.
Other lawyers are at the pres-
ent time waging a two-pronged
legal battle against Director
Miller and the welfare depart-
ment, Completely disregarding
the October 1, 1970 court order,
Miller’s department continued to
terminate and reduce welfare
checks without explaining the
clients’s right to a fair hear-
ing. The guarantee to a fair
hearing is covered under the
due process clause of the l4th
Amendment of the U.S, Consti-
tution, A suit has benn filed to
stop the Nevada Welfare Depart-
ment from disregarding the
October Ist. order, A second,
related sult has been filed to
show cause why George E, Miller
should not be held in contempt
for allowing this utter and con-
tinuous disregard of poor peo-
ple's rights.
After two weeks of organized
door-knocking, more than 400
recipients turned out for a mass
meeting and demonstration to
present six demands tothe Clark
Co. welfare director, Vincent
Fallon. NRWO director, George
Wiley, along with several Exec-
utive Committee members and
local Welfare Rights leaders
spoke at the meeting. Busses
carrying the recipients went to
the welfare office to meet with
Fallon. As expected, Mr. Fallon
refused to meet any of the de-
mands and flatly denied that any
recipients had been forced tosign
forms waiving the rights to a
fair hearing. Fallon did agree,
finally, to give NWRO the Ne-
vada Welfare Manuel. The re-
cipients stated to Fallon thar
they would return in one week
to see if the demands had been
met,
During the week following the
first demonstration the welfare
office put signs in their wair-
ing rooms reading *'No tres-
passing’’ and ‘A Maximum of
19 people in the Waiting Room
at One Time”’ to further chal-
lenge poor people's rights.
On February 6, 1971 as pro-
mised, 300 welfare recipients,
led by George Wiley and Mrs,
Ruby Duncan reappeared at the
Clark County welfare office
wanting an answer to their de-
mands, Fallon stood in the wait-
ing room door flanked by two
burly pig-guards and tried to
jole with the welfare recipients, —
who had packed In the waiting —
room for his answer. After much —
undue rhetoric Fallon promised
service to all those local people
‘going through the proper chan-
nels’’, but refused *'to bow down
to persons from out of state,"
Once again the demands had not
been met. :
Expecting this to be his an-
swer, Mrs, Duncan, once out- _
side the welfare office issued
Statement calling for a march
on the Las Vegas Strip, March
Sth and 6th and again on March
13th and Mth, if the demands
have not been met. The nation-
wide call will focus attemtion on
the fact that Las Vegas and
Reno - America’s Playground -
are a welfare recipient's night-
mare, More than $600 million
passed through Las Vegas last
year, with not even a small per-
centage of thar amount directed
to welfare recipients.
The nationwide call for help
can olny be successful if it does
not fall on deaf ears, Mobiliza-
tion of the masses in the streets
at this point seems to be the only
answer. The legal groundwork
cannot win the victory alone.

Recently, it

Richard Milhous Nixon’s cousins were
sure enough on welfare, The infor-
mation came to light when Mrs, Anna
Milhous lambasted (to denounce with
scold) Ronald Reagan when he vetoed
$1.8 million in funds
Assistance Program, Phillip Mil-
hous * (pig Nixon’s first cousin on his
mama’s side) and his wife Anna have
been on welfare for some time, Both
are disabled. Mr, Milhous, who is
semi-employed, has a heart condition
and can only work on a limited basis
as a handy man, while his wife suffers
from crippling arthritis, The Medi-
Cal Program(welfare medical program)
was one, among the many welfare pro-

there any wonder that Mrs, Milhous
Phillip and Anna Milhéus

would say that ‘‘wnat he (Reagan) did
‘‘atrocious’”’ and called him “a
menance to society’”’? When Mr, Mil-
hous was asked why he thought his
cousin in the White House would up-
hold Reagan’s ripping-off money from
the people, he said: ‘‘l feelthe Presi-
dent went along with Reagan and tried
to appease him’’, This is a glaring
example of the contradictions that ex-
ist between the fascist ruling circle
and the oppressed people, As Huey
P. Newton, Minister of Defense of the
Black Panther Party and Supreme Ser-
vant of the People has said: “It is —
as they (those on welfare) were en-
emies of the state’’. ,

“Huey Newton’s Plush Pad’’
A Gross Distortion
In last week's Examiner,
columnist Ed Montgomery expos-
ed what he called ‘‘Huey P, New-
ton's plush pad,"’ ‘The article
sald the Panther chieftain was
living In a $650 a month lav-
ishly furnished apartment over-
looking Lake Merritt in Oakland
ami that he was registered un-
der the name of Don Penn, The
response from many Black Pant-
hers and supporters was ‘'So
what?’
A few months ago the same
newspaper carried a front page
headline story saying that some
hundred thousand of dollars which
had been donated to the Black
Panther’s breakfast fund for
school children had been used
as part of the ball to get Huey
out of jall, The newspaper went
as far as to track down the
donor (a white man who was
then in Africa), When the ques-
tion was put to him: ‘Did you
know that the thousands of dol-
lars you donated to the Black
Panther's Breakfast fund for
school children was used as part
of Huey’s bail?’ his answer
was ‘No!’ ‘What are you going
to do about it?’, the interviewer
asked. The donor replied, ‘‘No-
thing. I trust the Black Panthers
and their judgment. If they saw
fit to use the money elsewhere,
then it's perfectly all right with
me,’*
For an establishment news-
paper to put news about a re-
volutionary Black on its front
page is reason for suspicion,
Revolutionaries are only spot-
Ughted for one of two reasons;
To show their apprehension, us-
ually on trumped up charges
supported by the newspaper, or
an attempt to degrade their sin-
cerity to the movement in the
eyes of the public.
Since these stories about Huey
were given front page coverage
(when his release from prison
a few months ago wasn't), it's
very easy to see what these
establishment newspapers are up
to.
It's an attempt to use the
old plantation trick @ressed up
in modern trappings with the
same perpetrators) where you
play one nigger against another
in the hope of bringing about
dissention and separation -- loss
of unity, The establishmentnews
media figured that distrust and
uptightness would erupt among
Panther supporters and members
over the plush Uving of their
leaders and as a result might
lead to disbandment of the Pant-
her Party. Such practice worked
during slaver y because
many Blacks didn't have their
heads together; but today, Mr.
Montgomery and the establish-
ment newspapers underestimate
the awareness of the people,
Most Black Panther members
and supporters know that thelr
tax money as well as the poor’s
also support the plush Living of
government officials such as Re-
agan, Agnew -- not to mention
Nixon, who is chauffeur-driven
everywhere he goes, bas three
plush white houses (Florida, Ca-
lifornia and Washington D,C.),
filles in a private jet, throws
lavish parties and has done noth-
ing to help the cause of this
nation’s poor except cut a per-
cent of the federal ald to wel-
fare they were recetving, tried
to stop the school desegregation
in the South (reventing the poor
from getting the quality educa-
thon they need), and expanded
the war in an effort to fill the
pockets of the rich.
On the other hand, Huey P,
Newton along with Bobby Seale
organized th e Black Panther
Party from scratch, stood up
and faced the pigs (from which
he was wounded and spent two
years in prison) in an effort
to stop them from slaughtering
Black people in the streets of
Oakland,
He, like other Panther lead-
ers, has put his Ufe on the line
in the fight to end this racist,
explotative system.
However, I was surprised to
find that the Panthers were only
paying $650 a month, and the
locale was Lake Merritt. Huey
and his generals of staff should
have the best, as they plan their
party's stragegy.
They should move at once to
one of the Falirmont’s top floor
V.LP. sultes and buy a heli-
copter so they can go to and
from the hotel without being
harassed by nosy, newspaper
columnists and racist pigs.
To try and use the old plan-
tation trick on people today is
an insult to their Intelligence,
for they know far too well who
thelr enemy Is and who Is ex-
Ploting them,

masses lies under the guise of
being objective, It is the duty
of all journalists to give the
people the truth so they can make
correct decisions. This, Mr,
Raspberry has not done, Rasp-
berry has constantly tried to
justify the action of the local
gestapo, as was the case when
he called the fascist plunder of
Mrs. Frances Alexander's home
(122 6th St. NW) a “‘low-key
sequel’’ to a previous raid held
elsewhere inthe fascist Babylon-
fan Capitol, He has attacked the
Black Panther Party staring that
the people's party was not revo-
lutionary enough, while changing
his political position consistent-
ly, depending upon the con-
troversy surrounding the topic
to be discussed, This was ob-
viously the case when he ex-
pressed that the people's very
effective Constitutional Conven-
on was not necessary or suc-
cessful,
So, the Black Panther Party
chooses to tell the truth and
educate ‘the masses to lackies
who would not work tn their best

Now after more than three months vy
ustempted jury selection, the so-called
rial of chairman Bobby Seale and
Gricka Huggins continues with more
han 1300 persons having been inter-
viewed as prospective jurors, On sev-
2val occassions so far, however, the
»roceedings have taken a step back-
wards, Inaddition to the denial of al-
nost all motions made by the defense
m Bobby and Ericka’s behalf, on two oc-
sassions persons already selectedas
‘urors have reneged from their posi-
tions, The circumstances surrounding
the decision of two women jurors (one
white, the other black,both in their 20’s
ind both seemingly ‘‘fair andimpar-
tial’’) to later request that they be with-
drawn from the jury, clearly indicates
the extent towhich persons are influ-
enced by outside sources, even after
they’re selected as jurors. Defense at-
torneys Charles R, Garry and Katherine
Roraback called this to the attention of
the court and moved for a mis-trial on
the grounds that the hundreds of pros-
pective jurors already examined (with-
out yet having selected ajuryofl2 fair
and impartial persons) make it obvious
that it’s impossible to get a fair trial.
They again requested that the jury be
sequestered (placed in isolation) be-
cause of the effect of outside influence
on them, Judge Mulvey denied both mo-
tions,
To this date, there have been Ul
persons seated on thejury, of whom six
are Black and five, White. The possi-
bility of seating three more fair and im-
partial persons (including two alter-
natés) may be even less likely nowthat
the defense has NO *PEREMPTORY
CHALLENGES REMAINING, while the
prosecution has 25 more chances to
prevent just such persons from being on
the jury. (*Chances to excuse prospec-
tive jurors, evenifacceptable to the op-
posing attorney and/or judge, without
showing_cause and without being chal-
lenged by either. It has been used by
the defense to prevent as much as pos-
sible racist and otherwise biased
persons from being seated on the jury.

Final actions on the Federal Suit
filed by attorneys for Bobby Seale
and Ericka Huggins in October, 1970,
against the Connecticut State Commis-
sioner of Corrections and other State
prison administrators is still pending.
Hearings on the suit first taken up in
Federal District Court in Bridgeport,
Connecticut, on December 14, 1970, were

recessed in January, 1971 and resumed
Monday, February 8th in the District
Court of New Haven, The suit names
the Chief Administrator of Connectt-
cut Prisons for Men and Women a-
long with State F.B.I. agents and State
Attorney, Arnold Markle, with being
directly responsible for the unconsti-
tutional conditions and inhumane and
discriminatory restrictions under
which Chairman Bobby and Ericka have
been incarcerated,
Just prior to the January recess,
ex-Commissioner MacDougall, in a-
greement with Judge Zampano and
attorneys for both sides, made a num-
ber of concession agreements, dealing
with all but four of the major charges
made in this suit, MacDougall had pro-
mised to make recommendations to the
State Commission, which if adopted
would have been favorable not only
for the plaintiffs (Chairman Bobby and
Ericka), but for all Connecticut pri-
soners, eventually. Those com)laints,
not settled at that time, were to be
dealt with when the hearings resumed,
Since that time, however, MacDougall
has resigned (?) his post and has
gone South. He has been replaced by
Manson, the former Assistant <tate
Commissioner. Now, rather than deal
with only those issues pending from
January, discussion on all the major
issues have had to resume, Commis-
sioner Manson admitted, during cross-
examination, that in fact all of Mac-
Dougall’s recommendations have been
nullified, either by decision of the
Commission or by his (Manson’s) own
inclination, Charges made to him which
he could not justify, he excused by say-
ing that he did not know, because he
was new on the job.
From all indications, it looks as if
what started out as small concession
agreements in January (It was recom-
mended, for example, that beards, such
as the one worn by Chairman Bobby,
the wearing of which resulted in his |
being placed in solitary confinement,
could be worn by inmates.) have proven
to be nothing more than lies, and such
lies are merely additions to the al-
ready long train of abuses and usurpa-
tions suffered by the poor and oppressed
and compounded upon those imprisoned
behind the walls of fascist America’s
maximun security camps (prisons, jails —
and so-called ‘‘mental’’ institutions).
But this is nothing new, nor does it
come to us as a surprise. is

POLITICA
Randy Williams is a 28 year old
Panther, who joined the Black Pan-
ther Party in late 1967. He is the
father of six revolutionary youth, He
joined the Party because he saw it
as the only means to lift the oppres-
sion that all of us have felt for so
many years, and as the vehicle through
which to build the world that his
children, your children, all of our
children deserve.
Randy and his brother (Landon
Williams who is also a member of the
Party and who is a Political Prisoner,
in Denver, Colo.) were raised inthe Bay
Area by their mother. They lived as
most:black people do, just struggling
to survive, They lived in various places
throughout the Bay Area, Richmond,
Berkeley and Oakland.
Randy joined the Service right after
high school, He was stationed in the
South, eventually ending up where most
black servicemen do: VietNam, He
was a paratrooper inthe l0lst airborne,
He was constantly in trouble with the
brass, because he was uncompromising
with the racism he encountered there.
After three years he was discharged
and he returned to the Bay Area.
He went to school for awhile, then
held jobs to support his family. He
worked in the Naval shipyard, a can-
nery and the Post Office. Soon, he saw
that he had no vested interests in this
society (nor it in him), that he had
no means of providing safeguards for
the security of his family or his com-
munity. And then he heard about the
Black Panther Party, He found away of
dealing with the hunger, the indecent
housing, inadequate medical care, and
the constant brutality and murder of
the people by the pigs.
Since he has been inthe Party, Randy
has given the highest of love and
service to the People, But the fascist
pigs have attempted to villify him in
the eyes of the people, trying to create
an image of a vicious killer, because
of his revoutionary love and service
to the people. Last year, (on Aprill7th,
1970) when the pigs kidnapped Randy,

Pig Captain John Lothrop called Randy
**a gunsmith and arms procurer’’ for
ihe Party, A woman (Mrs, Glaze) and
ner daughter, Antoinette, were wounded
vy bullets which the Oakland pigs fired
into their car that same night. The
pigs have actually attempted to inti-
midate the Glaze family into saying that
the incident is linked to the alleged
“shootout”? for which Randy was kid-
napped and that they were fired upon
by Randy and not the pigs. This is in
order to put forth that image of ‘‘am-
busher’’, as they say he is, to the Peo-
le. ‘
g But the pigs have failed, The Glaze
family has refused to cooperate with
them, And the people see through the
pigs’ lies. For example, on April 20th,
the Monday after Randy was falsely
arrested and illegally kidnapped, a
young sister, who attends our break-
fast program in West Oakland, brought
in one of the newspaper clippings con-
taining the pig media interpretation of
the alleged incident. She held it out
asking, ‘‘what are they trying to do to
Randy now?” For all the people know
of Randy’s service to them, through
his membership in the Party, and all
are aware of the constant harassment
of Randy because of his former mili-
tary experience, They know that a for-
mer member of the army who is now
a freedom fighter for his people repre-
sents a great threat to the pigs of the

power structure,
Now that he is in jail and has been
Jor the last ten months, Randy’s service
has not ended, He is organizing and
educating the brothers in Alameda
County Jail; and because of his ex-
beriences with pig harassment, helping
them to get their cases before the peo-
ple, “ven though the pigs have vehded
to accept the bonds for his ridiculously
high ransom of *$75,000.00 (which
was raised and presented to them), they
have been unable to weaken Randy’ s ef-
fectiveness as an organizer, educator
and servant of the people.
($75,000.00 in bonds was paid to the
Alameda County Court clerk and a
receipt given, They accepted the bonds
but refused to release Randy, Later in
a hearing on this, the Judge, Staats,
declared that although these bonds were
acceptable under the law, he challenged
the law unconstitutional and would still
not release Randy.)

productive contributors to our com-

ON APRIL 6TH SHOOT-OUT
The jury of non-peers that D,A, Vakota gleefully selected
attempted murder, Hung jury both counts of assauit,
failed to deliver Saturday morning, February 20th, 1971, Ra-
ther than convict the brothers ( Wendell Wade, John L, Scott,
Terry Cotten, and Donnell Langford) of 2 counts each attempt-
ed murder, and 2 counts each of assault on a pig performing
his duty, sentences which carry a maximum total of 60 years
each, the jury compromised and rendered the following decis-
ion:

by Robert Freeman, a pig on the

33 years old and a 10-year veteran

A new era has arisen in the United
States, tnsurrection, revolution and
liberation has knocked at the dour of
America, the world's now most potent
bastion ofim>erialism, Historical con-
ditions have forced the conflicting as-
pects of American sociely to the point
of division, Now only the stragglers
are picking which side they wish to
fight on, the side of the forces of
oppression, racism and fascism or with
the forces of liberation - the people's
just cause of freedom, Because this
confrontation ts already raised to the
level of sporadic military encounters
revolutionaries shooting if out with the
pigs, revolutionaries being harassed
for selling papers, revolutionaries lib-
erating the goods that have been ex-
torted from the community - many
brothers are being locked up in the
numerous prisons and jails of Babylon,
The increase in revolutionary pris-
oners has proportionately increased
the lavel of political. awareness
throughout the penal system, San
Quentin, because of its large popula-
tion, is getting its share of political
prisoners, Reagan's government and
his puppet prison administrators are
well aware of this and also its effect,
That awareness creates a repressive
atmosphere throughoul the pens, Here
in San Quentin we are feeling that
repression full force, Although it has
been prevalent from the time our
comrades Jonathan Jackson, William
Christmas and James Mclain made
their supreme sacrifice for freedom,
it has intensified, culminating with a
week of story-book reign of terror.
The new excuse and pretext for lock-
ing brothers in the hole is ‘‘posses-
sion of inflammatory literature’’. This
literature is, of course, revolutionary,
and is in our possession because we
are trying to bring our incarcerated
brothers up to a higher level ofaware-
hess, They can then change their out-
moded ideas of individual material
gain through exploitation of the Black
commuatity,
The pigs see us and anyone who
associates closely with the cadre here
taking on a new complexion, a new
outlook on social conditions, We are
becoming more disciplined and are
Starting to unify around the ideology
of establishing revolutionary political
bower for Black people. The pigs know
that once we establish the necessary
political power they can no longer
exploit and oppress us. They will not
be able ta lockup our warriors in
prisons and jails ony longer, They
ilso realize that once themassesof
angry Blacks become politically aware,
we are going to bring the machinery
of oppression to a screeching halt,
through violent, bloody, but justified
warfare,
This harassment takes on a familiar
form. They watch a group of brothers
who are known revolutionaries, then ac-
cumulate this knowledge into special
folders, labeled ‘militants, vangurds ,
revolutionaries and Black Panthers,"’ a-
long with photographs. This information
is kept at the Forepost (a central com-
mand headquarters here in Quentin, si-
milar to the Pentagon or the F, BI, head-
quarters) , Whenever the pigs get the itch
or urge they dig oul this folder and pro-
ceed to systematically shake doun our
cells, ( The shake down is a procedure
wheraby they go into a person's cell and
search it thoroughly, digging up the beds,
tearing all of the pictures off the walls
and generally making a piggish mess,
They si! down and read every letter, do-
cument, personal writing and anything
else, hoping to find something speaking
agains! the present social order, Thatis
then labeled''inflammatory literature",
and the owner of the material is takento
the ‘‘hole’’ or the Adjustment Center to
wait a high tribunal of transplanted Ku
Klux Klansmen and dispossessed Nazi
Prison Camp tenders.
Since a man’s thoughts reflect his
attitude and his writings mirror both,
we as politically aware individuals will
have this so-called inflammatory Iit-
erature in our possession one Inndred
percent of the time, This week five
brothers were taken off the yard:
James Ellison, Kenny Favre, Charles
Augustine, J.P. Trotter and Eddie
Chillies. All were charged with having
revolutionary material in their posses-
sion, There was once a time when we
would run to our cells and destroy
all writings in hope that we could
keep the bust from coming down onus,
That time has passed, Now we realize
that this pig has no laws which we as
oppressed people are bound to respect,
He cannot stifle our thoughts in order
to slow up historical mevitable
Revolution - Liberation, We say damn
him and all of his reactionary, fascist
naming dogs, because we will con-
tinue to write and educate whenever
we are among the masses and re-
gardless of the repressice measures
and repercussion happening behind it,
It is time that we ds people stand up
and fight off this pig power structure,
We are right; history has proven be~
yond a shadow of a doubt that we are
morally, intellectually and spiritually
justified in taking our freedom by the
most drastic means available.
The lines have been drawn and to
the pigs we say come on, for history
and wiborn generations are watching
our action closely. [f we do not take
@ stand for liberation now, then we do
not deserve to breath the oxygen we
inhale, or the space we take up. This
is the year of theyouth, so we must
give the youth the proper. tools to
Sight and destroy this system of racism,
fascism and imperialism. The tools
needed are bravery, loyalty to the couse
of liberation and faith in the people, We
cannot give them anything to fight
with, if we allowourselves lo be backed
into a corner with out putting up any
Struggle. If we do not give the youth
anything bul a fleeting glance at a
revolutionary act, that is much better
than four hundred years of tomism and
step n° fetch it, footshuffling, spineless
cowardice,
Once, we as men, are recognized
as what we are, political prisoners,
a new situation develops, The corrupt
prison official, the governor, the State
Department and the world look at us
as political prisoners and treat us in
accord with the Geneva Convention's
mandate for the treatment of the politi-
cal prisoner and the prisoner of war.
As of now we cre not treated any
better than animals in a cage, Once
our peoble, the sensible people of the
country, realize the nature of a politi-
cal prisoner, they will demand cur
humane treatment, until they build up
the necessary forces to do just what
the French people did to the Bas-
title in the 18th century. They will
not sit arownd and wait for the courts
or the parole boards or any of the
other shams of judicial mockery to re-
lease us, The people will and must
do it themselves. You out there, moid
yourselves into a poltical and mili-
tary unite; and once all oppressed
people unite arowid the banner of
liberation, no force in the world can
stop the natural course of history.
The French could not stop the Viet-
namese or Algerian people; the Jap-
anese and the reactionary Chinese
could not stop the oppressed people
of China; Ian Smith and his apartheid
partners will not stop the People of
Rhodesia, South Africa or South West
Africa from gaining their freedom,
The pigs in this country, regardless
of the technical equipment, cannot stop
the people's struggle for Uibderation,
The pigs here in San Quentenvegard—
less of the intimidationand harassment
cannot stop the exchange of revolution-
ary knowledge. They are oly making
sure of their death by continuing to
indulge in the childish game of cops
and robbers.

On February 10, 1971, on or about
6:00 a.m,, the Police Department of
High Point, North Carolina, attacked
the Black Community Information Cen-
ter located at 612 Hulda Street, The
attack and invasion led by the police
within the Black community is com-
parable to the fashion utilized by the
armed forces of the United States Gov-
ernment in the invasion of communities
throughout the world. (Southeast Asia,
Africa etc.)
They came at a time when the ma-
jority of the people in the community
were asleep; therefore, observation by
the- community could not be made, The

reason that the attack was made in
this manner, simply stated, was that
the power structure of High Point does
not want anyone to assist in the elim-
ination of the wretched conditions of
theiy environment, The brothers and
sisters who worked out of the Community
Center had instituted a Free Breakfast
Program that served 30 children each
morning at the beginning of the program.
Since the launching of the project, the
number of children has increased to
fifty (50) per day. On Saturday, Febru-
ary 13, 1971, a Free Clothing Program
was to be sponsored by the brothers

PIGS ATTACK INMATES OF
On February 17, 1971, approximately
80 prisoners held on ‘‘L’’ section, one
of the maximum security lock-up sec-
tions of the Baltimore City Jail, con-
tinued their struggle to survive inside
the steel and concrete tombs in which
—~thevare enslaved, The prisoners re-
fused to be dehumanized any longer
without making the people of the world
aware of the oppressive conditions
under which they have been forced to
exist,
After petitioning. the courts, the
press andthe state prosecutors through
all supposed legal channels, the
brothers moved the contradiction of the

inmates of ‘‘L’’ section moved together
as one unit and this clearly shows
how the unity of the prisoners was
founded on more than the personality
of Marshall Eddie Conway, The unity
of the prisoners was brought about by
the struggle they were all forced to
fight, the struggle against overcrowd-
ed living conditions, unsanitary living
conditions, indecent food, lack of med-
ical attention, and the long wait before
coming to trial in the racist courts,
The prisoners controlled the prison
for approximately 6 hours, before re-
turning to their 6’ X 9’ cells, and then
only after being tear-gassed and
threatened with an army of Baltimore
City pigs.

FASCIST REPRESSION BREEDING IN THE SOUTH
As the revolutionary fervor of
oppressed >eople throughout the
communitied ofthe worldreaches
higher plateaus, the pigs, armed
tenacles of the state seek to
smash and crush this transfor-
mation, This transformation can
be defined as the once down-
trodden, wretched of the earth,
Slowly getting to theim-feer and
cee ORT off all yokes of oppres-
sion and dealing a final death
blow to their oppressor. The
last stage of the transformation
has not taken place but one can
see that it is near because the
reactionary forces of the North
American Empire are engaging
in some of the most hideous,
barbarous crimes against hu-
manity that have ever been known
or conceived by mankind as they
wage their last desperate stand,
It is a known fact that “re-
pression breeds resistance*’. So,
as the pigs move to suppress the
people, the people are in turn
moving to put an end to this
reactionary violence with revolu-
tionary violence. What occurs
then, is that you will have a
collison, a contradiction, ameet-
ing of two opposite forces. As
a result of this collison there fs
bound to be a resulting trans-
formation. This transformation
can be defined as moving from
reactionary intercommunalism
to revolutionary intercommuna-
lism, the latter of which will
be the creation of a society
where all men can be free and
productive in the most creative
fashion that human knowledge,
wisdom, and technology can af-
ford them.
Bur tn order for the transfor-
mation to take place, something
must occur in between; and in
between we find a struggle. This
struggle is waged furiously, be-
cause it is a matter of life and
death, of survival, If the masses
win the struggle, then they will
have life and the pigs death.
Since we believe that the people
» will be victorious in their strug-
gle for freedom, we have to
guarantee the people survival.
We of the National Committee
to Combat Fascism of Winston-
Salem understand, along with the
Black Panther Party, and be-
Meve that the way to insure that
the people survive is through the
implementation of survival pro-
grams. Survival programs for
the people insure that the people
get the things necessary to keep
them living: correct (revolu-
tionary) education, food, clothing,
medical attention, shelter, These
are the things necessary for any-
one to ve and it is these things
we aS people's servants give to
the oppressed people of the Black
Community with our Free Break-
fast Program, Free Clothing
Program, Free Medical Center,

survival it is only natural that
a contradiction would arise; it
is only natural that conflicts
would occur and heighten to the
point where conditions would be
ripe for total transformation.
In Winston-Salem, North Caro-
=~ lina and High Point, N.C,, these
conflicts have occurred with a
regularity, 45 the power struc-
ture and their pigs attempt to
and murder
them and the people. Ever since
~ the N.C.C.F. was started in
Winston-Salem, the brothers and
sisters have been under constant
harassment from the local pigs,
who are nothing more than the
KU KLUX KLAN (the Police Chief
of High Point is Laurie Prichett.
Prichett is the same pig who,
during the height of the Civil
Rights Struggle, as Pig Chief in
Albany Georgia used to sic dogs
and firemen with hoses upon in-
nocent civil rights demonstrators,
At that time he admitted to being
an official member of the KU
KLUX KLAN,), This harassment
took many forms: arrest for sel-
ling papers without a permit,
blocking the sidewalk, blowing
car horns, and a host of other
things. The pigs having seen that
this tactic would not work, in-
creased their repression and
moved to a higher level of fas-
sa

cism, railroading brothers off to
jail on trumped up charges for
15 to 20 years.
On Nov. 27, 1970, the pigs
along with the Winston-Salem
fire Pigs, firebombed our
N.C.C,F, headquarters on 4th
and Jackson Ave and completely
destroyed the building. They.
were under the impression that
without a building we could no
longer serve the People through
our survival programs. Along.
with the attempt to destroy our
headquarters, the pigs attempted
to murder N.C.C,F. members
and about 60 people from the
community on their way to the
Revolutionary People’s Constitu-
tional Convention. They loosened
the bolts on one of the wheels
of the truck, so that it would
fall off after the people had rid-
den for a while. After the
N.C.C,F, members and the people
were on their way and had gone
about 100 miles down the high-
way, the wheel came off the
front of the truck. Fortunatly
no one was hurt.
In the month of January, the
pigs vamped on two of our
N.C.C.F. headquarters, in con-
secutive weeks, The first vamp
was set up by the pigs with the
ald of a pig agent. The pig agent
drove a meat truck up to the
front of our headquarters, at
1127 23rd Street, and gave a cou-
ple of boxes of meat to abrother,
Grady Fuller, who was in the
office, for the Free Breakfast
Program, Immediately after gi-
ving the meat, the agent left the
truck and ran, Within seconds the
pigs (over 100) and the govern-
ment-controlied news media ar-
rived wanting to enter our office,
under the pretense of looking for
“‘stolen’’ meat, At the time of
the vamp there was only one
N.C.C.F, member in the office,
along with a young IS year old
brother from the community.
When the pigs were refused en-
trance to our offmee, they pegan
shooting in teargas and then bul-
jets from riot-pump shotguns and
automatic weapons. They had at-
tempted to murder the brothers,.
but they failed, Therefore they
charged the brother from the
N.C,.C,F, with larceny of the meat
truck and assault on the pigs.
Exactly one week later the
pigs arrived at another house that
we were using as a Day Care
Center, at 1616 E, 23rd Street.
We had our Free Breakfast Pro-
gram, Free Clothing Program,
and Community Education
Classes also in this house. The
pigs realized thar with these
programs being implemented
that they were being pushed deeper
and deeper into the pit of death.

So the pigs moved to persuade
the racist slumlord to issue e-
viction papers on us, So that we
could not have a place for our
programs. When the pigs came
they were 150 to 200 in number,
armed with every thinkable wea-
pon of death and destruction,
They completely sealed off the
community, hid behind the peo-
ple's houses, and when they felt
the time right, moved on the
Center, throwing all the contents
out into the streets. Ar that time
they arrested Julius Cornell and
Larry Little on charges of ac-
cessory after the fact (relating
back a week to the meat truck
frame-up), Julius was arrested
at the Center on 23rd during the
eviction, and Larry, in the den
xf fascism, the courtroom, while
attending the preliminary hearing
of a member of the N.C.C.F.
On Feb. 5, 1971, therepression
continued with the arrest of Larry
Little once again on trumped-up
charges of carrying a concealed
weapon and the issuing of another
eviction notice to vacate our office
at 1376-78 Wilson St. This ts
the headquarters in which wenow
have our Free Breakfast Pro-
gram, Free Clothing Program,
Liberation School, and Political
Education Classes.
Julius Cornell, Grady Fuller,
and Larry Little have been re-
leased from captivity, because
the people were able to raise
the ransom they were being
held under. Jullus, Grady, and
Larry must return to the fascist
courts on March 1, 1971 to stand
trial on the trumped-up charges
on which they were arrested.
On Dec. 25, 1970, brothers
and sisters in High Point, N.C,
opened a Black Community In-
formation Center at 612 Hukia
Street, The brothers and sisters
had done a lot of work on the
house to get it ready for the
opening day,
The house had Seen freshly
painted ins{de and out, the floors
painted, and broken windows re-
paired. They did this with their
own money, because the racist
slumlord realtors. Mendenhall-
Moore, refused to do anything to
the house. All they were Inter-
ested in was being able to collect
the rent. On the opening day the
brothers and sisters explained
to a gathering of over 250 peo-
ple from the community that they
intended to work in the best in-
terest o1 we poor and oppressed
people of the Black Community
of High Point. Because the res-
ponse from the people in the
community was so great, the
pigs of the power structure be-
gan proceedings to have the bro-
thers and sisters evicted from the
Information Center. The eviction
notice came three days after the
opening day, Dec. 28th, telling
them to be out by Jan. 28, 1971.
The brothers and sisters rea-
lized what the pigs were doing
so they went ahead with the im-
plementing of a Free Breakfast
for Children Program, The Pro-
gram started out with the feeding
of 20 children and rose to 50
children every morning before
school. A Liberation School was
' started and a Free Clothing Pro-
gram about to begin.
After going before a mad-dog
magistrate and the eviction being
upheld, the brothers and sisters
had an attorney to file notice of
appeal. The appeal never got
to court, because the racist
minority ruling circle along with
the KU KLUX KLAN, had inti-
midated the bondsman to the point
where he would not stand the
appeal bond, This bondsman hap-
pens to be the only bondsman In
High Point. We must also make
note of the fact that his skin is
black, His name is Raymond
Parker, and through intimidation
from the pigs, this man wis
cowered to the point thar he
ceased to be a man. Forrest
“‘Maceo"’ White, another black-
skinned man, who had worked a
Urtle with the brothers and sis-
ters In High Point and hadrented
the house, was also intimidatedto
the point where he lost his man-
hood and dignity. It was Forrest
White who could sign the papers
for the appeal bond, but did not.
So he must also be indicted along
with everyone else.
With the eviction being upheld
and the notice of appeal unable
to be filed, the ten days ran out,
in which time the appeal bond
was supposed to have been put
up. On the tenth day, ar 5:00
a.m,, the pigs began to surround
the Information Center in High
Point because they knew every-
one would be asleep. After about
100 or more pigs, the KL KLUX
KLAN in disguise, surrounded
the Center, they began shooting
tear gas cannisters into the
house, Most of the cannisters
failed to go through the windows
of the office and fell back into
the streets, blinding und choking
the pigs. Being irritated by their
own tear gas, one of the pigs
gave an order for his fellow pigs
to start shooting. The gun fire
lasted for ten minutes, After
it was over, one brother had
been wounded in the stoulder,
and the pigs say one pig was
wounded.
George Dewitt, Randy Jen-
nings, Bradford Lilley and Larry
Medley, who was wounded, came
out of the office. They were taken
down to the pig pen, forced to strip
naked and beaten unmercifully by
the pigs. Larry was taken to the
hospital and no one was allowed to
see him. The butchers at the
hospital refused to give out any
information as to his condition.
Larry, George, Randy and Brad-
ford have been charged with con-
spiracy to commit murder and
interfering with the duties of a
"law officer’’, Their ransom has
been set at $60,000 each.
After me yamp on ue Center,
the pigs patrolledthe Black Com-
munity for the rest of the day
until 6:00 a.m, the next morning.
As a result, three other
community workers were ar-
rested on disorderly conduct as
the pigs continued their madness: -
Dianne Mock - whose bond is
$50.; Timothy Allen, bond $500;
and Larry Funderbird, bond $500,
As the pigs rode through the
community for the rest of the
night into the early morning, they
searched every black personthat
walked on the street, They
searched every car driven by &
ylack person. They looked under
car hoods, inside the cars, and
in trunks. They had their guns
sticking out the windows of their
vehicles, and were outfitted in
supposedly bullet proof vests and
other gear from head to toe.
It {s appropriate, at this time,
to charge those responsible for
this vicious atteck on the peo-
ple. The guilty ones are Men~-
denhall-Moore realtor, récist
slumlords; the Police De-
partment of High Point (KKK):
and fascist pig Judge Bryon Hay-
worth, to whom the house actually
belonged.
As the fascistrepression by the
racist KU KLUX KLAN and their
black bootlicking cohorts, dis-
guised as police officers, in-
creased in Winston-Salem and
High Point, the people's resis-
tance must also move to ahigher
level. We will intensify the strug-
gle. We will continue to imple-
ment our survival programs, be-
cause that is the only way that
we will survive through our ser-
vice to the people.

Patrice Emery Lumumba, authentic
figure of the African revolution was as-
sassinated in 1961 for having chosen the
road of those who defend the rights of
the fatherland, for rejecting the small-
est compromise that would imply colon-
ialism’s duration, for having awakened
with his simple but energetic and in-
transigent. messages the longing for
union and liberty which had been re-
pressed during centuries ofslavery, for
having cried out from all corners ofthe
Congolese territory: ‘‘A united Congo in
a united Africa,’’ and ‘‘national unity,
economic and political independence and
alliance with the whole African national-
tst movement,’’
On June 30, 1960, the Congolese peo-
ble, guided by Lumumba, obtained inde-
pendence, and, as historical testimony
to the 80 years of colonialism, appeared
before the world divided into 150 ethnic
groups, undernourished, ill and illiter-
ate, but ready to face all the sacrifices
necessary for the construction of anin-
dependent and sovereign state.
The “‘liberty’’ most convenient to the
neo-colonialists was not that which the
African leader was defending and es-
tablishing from the moment he was
elected by a wide majority-- as
President of the Council of Ministers.
Imperialism needed a Tshombe, who
betrayed his Black brothers and placed
himself at the service of Belgian inter-
ests in the Katanga separatists action;
a Kasavubu who did not hesitate to
Sacrifice sovereignty and transform the
Congo into a neo-colony; a Mobutu guer-
illa sell-out to the CIA and Yankee mono-
polies, who served as an instrument by
which the new masters could seize the

ganization when it became the Trojan
Horse of imperialist intervention in the
Congo and the assassination of the
national leader of that country,
Joseph Mobutu, the present head ofthe
Congo regime, violates Lumumba’s
memory when he demagogically invokes
his name in calling for a ‘‘national unity’’
Only the cowards and weak in spirit
keed this hypocritical and false call,
The true sons of the Congo, heirs to the
ideals of Lumumba, continue fighting un-
der the leadership of the National Coun-
cil of Liberation until they attain true
and definitive liberty.
On this 13th of February, anniversary
of the dav on which the world received
the news ofthe assassination of Lumum-
ba and his closest followers, Okito and
Mpolo, the Executive Secretariat of

leader and exhorts the member organi-

conducted a war of aggression
against the Lao people, hence
the Lao people must wage a
Struggle for self-defense. To
fight for self-defense is an in-
violable sacred right of the Lao
people and any orher people in
the world. The Lao people have
resisted the acts of aggression
and sabotage by the U,S, and
henchmen to defend the funda-
mental national rights recog-
nized by the 1962 Geneva Agree-
ment and to defend thar agree-
ment itself,
The struggle for self-defense
of the Lao people is an integral
part of the struggle against the
U.S, imperialists for national
Salvation of the peoples of the
Indochinese countries, Facing the
Same enemy - the U.S, imperia-
list aggressors - the fraternal
‘Luo, Vietnamese and Cambodian
peoples have always united in
Struggle and supported one an-
other, The struggle against
U.S, imperialists for national
salvation of the Lao people is
also an inseparable part of the
struggle for national indepen-
dence, peace and democracy of
the Asian, African and Latin A-
merican peoples and has made
worthy contributions to that
glorious struggle.
In their struggle shining with
Justice, the Lao patriotic forces
and people have recorded great
victories, Over the past eight
years they have successfully de-
fended the liberated area, wiped
our tens of thousands of enemy
troops, shot down or destroyed on
the ground 1500 U.S. aircraft,
“*Pyfotled many plans and acts of
aggression and betrayal of the
U.S, imperialists and their hen-
chmen, and liberated more areas
including provincial towns and
townships from the enemy's grip.
The Lao patriotic forces have in-
flicted on the Nixon doctrine
Stunning blows from the outset
of its application in Laos, dri-
ving the U.S, imperialists and
their henchmen deeper and deep-
er into a position of passive re-
action while unceasingly develo-
ping their initiative of action and
reinforcing their victorious pos-
ition, The Lao Patriotic Front and
Patriotic Neutralist Forces,
always closely united, are playing
an indisposable role in the set-
tlement of any important problem
of Laos and are continually de-
veloping their influence™on the
world arena,
—.__ The just struggle full of glori-
ous victories of the-Lao people
has enjoyed strong en age-
ment and support from the peo-
ples and governments of the so-
cialist countries, the peoples and
governments of the nationalist
countries in Asia, Africaand La-
tin America, and from all the
peace and justice-loving people
in the world including the A-
-~— merican people.
The people and even politi-
cal circles in the United States
have strongly condemned the
unjust, illégal and immoral war
in Laos waged by the ruling
circles in Washington, That war
as pointed out by Senator M.
Kennedy, has increased the suf-
fering of the Lao people through
intensified U.S, military actions
in that country, The people and
many prominent personalities a-
mong the American political cir-
cles have also raised their vol-
ces to demand that the Nixon
administration stop all its mill-
tary activities in Laos.
The American people and many
prominent personalities in the
U.S, political circles have firmly
demanded that the Nixon adminis-
ration stop all military activities
in Laos, its personnel, military
or civilian, now taking part inthe
air strikes and other combat acti-
vities in Laos, The American
people’s firm opposition to the
criminal war conducted by the

organized within the country or
abroad, These talks have so far
failed to reach any success due
to the sabotage by the U.S, and
its agents, The Lac Patriotic
Front has persistently main-
tained its Representation in
Vientiane, despite the fact that
the U.S. and its henchmen have
organized frequent encircle-
ments and provocations against
it, The 12-Point Political
Program of the Lao Patriotic
Front has clearly reflected the
goodwill for peace of the Lao
patriotic forces and people.

gression held in Cairo in May
1970 was one of the vivid ex-
pressions of that movement:

for the Lao Parties concerned

In face of the proposal full of

Patriotic Front, the U.S, con-

Up to now, the peaceful settle-
ment of the Lao problem on the
basis of the Lao Patriotic Front’s
5-point proposal has made no
Progress, No conditions have
been created for the Lao par-
ues concerned to meet at the
Same table, the immediatie ob-
stacle being the continuation of
the U.S. bombing of Laos’ ter-
ritory,

This was a new effort full of
goodwill made by the L.P.F, In
the settlement of the Lao pro-
blem. To reciprocate this new
effort of the L.P.F, Prince Sou-
vanna Phouma must adopt a se-
rious attitude and stop eluding
the question of ending the U.S.
bombings on Laos, If Prince Sou-
vanna Phouma refuses toridhim-
self of the pressure by the U.S,
and the ultra reactionaries in
Vientiane and keeps pleading for
the escalation of the U.S, war of
aggression and the intensified
bombing against Laos" terri-
tory, he will have to bear full
responsibility for the consequen-
ces of his actions,
Since the U.S, has committed
intervention and aggression in
Laos and sabotaged the 1962
Geneva Agreements, it must stop
its intervention and aggression,
end its sabotage of the Geneva
Agreements, and thoroughly re-
Spect these agreements, It
absolutely has no right to bomb
the territory of Laos, an inde-
pendent and sovereign country.
Since the U.S, has conducted the
bombings of Laos territory, it
must put an end to the bombings
without posing any conditions;
The cessation of U.S. bombings
will create fayourable conditions
for the Laos parties concerned

Should the Nixon administra-_

aiding the Jews in Israel for the genocide of the Jewish people. The Ger-
mans murdered six million Jews. The American racist has taken part in
the slaughter of over fifty million black people; therefore, we feel that this
is a modest demand that we make
5. We want education for our people that exposes the true nature of this
decadent American society. We want education that teaches us our true
history and our role in the present-day society:
We believe in an educational system that will give to our people a knowl-
edge of self. If a man does not have knowledge of himself and his position
in society and the world, then he has little chance_to relate to anything
else
“6, We want all black men to be exempt from military service.
We believe that Black people. should not be forced to fight in the mifi-
tary service to defend a racist government that does not protect us. We
will not fight and kill other people of color in the world who, like black
people, are being victimized by the white racist government of America.
We will protect ourselves from the force and violence of the racist police
and the racist military, by whatever means necessary
7. We want an immediate end to POLICE BRUTALITY and MURDER
of black people.
We believe we can end police brutality in our black community by or-
ganizing black self-defense groups that are dedicated to defending our
black community from racist police oppression and brutality. The Second
Amendment to the Constitution of the United States gives a right to bear
arms. We thetefore believe that all black people should arm themselves
for self-defense ;
8. We want freedom for all black men held in federal, state, county
and city prisons and jails
We believe that all. black people should be released from the many
jails and prisonS because th*y have not received a fair and impartial trial
9. We want all black people when brought to trial to be tried in court by
a jury of their peer group or people from their black communities, as
defined by the Constitution of the United States.
We believe that the courts should follow the United States Constitution
30 that black people will receive fair trials. The 14th Amendment of the
U.S. Constitution gives a man a right to be tried by his peer group. A peer
is a person from a similar economic, social, religious, geographical, en-
vironmental, historical and racial background, To do this the court will be
forced to select a jury from the black community from which the black
defendant came. We have been, and are being tried by all-white juries
that have no understanding of the “average reasoning man” of the black
community
10. We want land, bread, housing, education, clothing, justice and peace.
And as our major political objective, a United Nations-supervised plebis-
cite to be held throughout the black colony in which only black colonial
subjects will be allowed to participate, for the purpose of determining the
will of black people as to their national destiny.
When, in the course of human events, it becomes necessary for one
people to’ dissolve the political bands which have connected them with
another, and to assume, among the powers of the earth, the separate and
equal station to which the laws of nature and nature's God entitle them,a
decent respect to the opinions of mankind requires that they should declare
the causes which impel them to the separation.
We hold these truths to be self-evident, that all men are created equal;
that they are endowed by their Creator with certain unalienable rights;
that among these are life. liberty, and the pursuit of happiness. That, to
secure these rights, governments are instituted among men, deriving their
just powers from the consent of the governed; that, whenever any form of
government becomes destructive of these ends, it is the right of the people
to alter or (o abolish it, and to institute a new government, laying its
foundation on such principles, and organizing its powers in such form, as
to them shall scem most likely to effect their safety and happiness. Pru-
dence. indeed, will dictate that governments long established should not
he changed for light and transient causes; and, accordingly, all experience
hath shown.thal mankind are more disposed to suffer, while evils are
sufferable, than to right themselves by abolishing the forms to which they
are accustomed. But, when a long train of abuses and usurpations, pur-
suing invariably the same object, evinces a design to reduce them under ab-
solute despotinm, it is their right, it is their duty, to throw off such govern-
ment, and to provide new guards for their future security.
