WELFARE CANDY
Sent Home-
Anyone who has ever had any deal-
ings with the Wellfare Department
knows it for what it is - a racist,
dehumanizing institution whose apa-
thetic attitude toward the welfare of
its recipients contradicts the very
reason for its existence, Mothers who
are recipients of welfare have been
harassed, insulted, intimidated and
have been forced to submit their child-
ren to similar experiences in order
to be granted barely enough money
to survive,
Mrs. Shirley Harris,. nine months
pregnant, lives in the Orchard Park
Housing Project in Boston (Mass-
achusetts) with her son Marvin, five
years old, Recently -she contacted the
Black Panther Party seeking aid. She
had no food to feed her hungry child
Where there is nothing to eat.
because she had not received her wel-
fare checks for the past month, Be-
fore that, she had only recieved a
check for $24, We were able to raise
money for Mrs, Harris and her fam-
ily so that they could survive,
She explained to us that she had
been to the Welfare Department, when
her regular check did not come, to ask
for some emergency assistance in the
form of food orders, She literally had
no food, During her last visit there,
her son Marvin began crying for some-
thing to eat. The racist case worker
had the audacity to offer this hungry
Black child a piece of ‘‘her’’ candy,
Mrs, Harris reminded this white wo-
man that candy was not what Marvin
needed, and that she had not come
there for that, She had come to get
help to give him the nutritious meals
he needed and deserved, Anyone who
knows anything of these “‘social ser-
vices’’ agencies knows that such hu-
man pleas are meaningless words
spoken to blank walls, This social
worker merely ignored Mrs, Harris,
sending her and her 5-year old son
home to their house, where there was
nothing to eat,
After assisting Mrs, Harris with
money for food, members of the Black
Panther Party accompanied her totalk
with a supervisor at the Welfare De-
partment, Since Mrs, Harris was not
alone, the supervisor attempted to put
on a show of concern, We immediate-
ly saw through this and demanded a
complete review of Mrs, Harris’ re-
cords to find out what had been hap-
pening with her money, What was dis-
covered was that the Welfare Depart-
ment had actually been robbing Mrs,
Harris and her son for the past year,
by making unnecessary deductions
from her checks and lying to her to
make it legal, (Such as, money having
been deducted for ‘‘unpaid rent’’,
when actually the rent had been paid
up for all of last year,)
Since then, Mrs, Harris has re-
ceived a part of the money that was
owed her and her family, The suf-
fering and hardship which Mrs, Harris
has endured cannot be erased; neither
can the constant harassment and ne-
glecct of the many welfare recipients
throughout this country be ignored
any longer,
We look forward to the day when
the basic necessities for survival,
such as food, clothing and shelter are
guaranteed to all people and we no
longer have to sit down and ‘‘prove”’
to some racist administrator that our
children are hungry before we are
given food to feed them,

FRED HUBBARD:
SCAPEGOAT IN
A BILLION DOLLAR GAME
For the past few weeks, the Federal
government and the City and State
governments of Chicago, Illinois have
used the reactionary news media to
_ publicize their frame-up charges
against Black Second Ward Alderman,
Fred Hubbard. They have accused Fred
Hubbard of Criminal Mismanagement
of government funds, allocated for use
in one of the Daley administration’s
federally-funded pacification pro-
grams, known as the Chicago Plan,
lt is difficult for us to understand
how this claim can be made, even
uttered, since this charge, embezzle-
ment, is usually the daily activity of
white, corporate businessmen, because
Blacks are varely allowed to get that
close to even that amount of money.
And the further insult to our intelli-
gence is that fact that while the U.S,
government wishes to create such a
major issue of what they say Fred
Hubbard did, they feel nothing about
the thousands of Black brothers and
sisters who ave spending life senten-
ces charged with ‘‘robbing’’ petty cash,
while the white embezzler of hundreds
of thousands of dollars is usually
Spanked on the hand with a couple of
years probation because he got caught.
(George Jacksonhas spent eleven years
in prison, having been sentenced to
from one year to life, for alleged
participation in a $7U, robbery of a
gas station.)
The Chicago Plan, created in Jan-
uary of 1970 by the devious mind of
the U.S. government, of which Alder-
man Hubbard was appointed Project
Director, was supposedly instituted
by the City of Chicago for the purpose
of bringing 4,000 minority group peo-

is that the educational system has not been concerned
about whether we understand ourselves, our sur-
roundings and our world, We have always said that
we want an education that shows us what our true
history is as Black People carted Into this country for
cheap labor, what our present situation is as poor and
oppressed people and what our future is as a people
free of the physical and mental chains of oppression.
The Pennsylvania State Chapter of the Black Panther
has a People’s Free Library at our Black

who had been earlier denied admitt-
ance to the membership of the union,
due to ractsm.
Needless to say, this ‘‘program’’
did not function in service to the Black
community. Racism has always kept
countless qualified Blacks out of the
Building Tvades Unions and this same
vacism has always been condoned and
encouraged by the Federal government,
Also, the high technological level this
country has achieved is constantly put-
ting people out of work, instead of
creating jobs,
The People’s Free “Library contains many truly ed-
ucational books that are relevant to the community and
our day-to-day struggle to gain freedom, Community
people as well as students will find the library to be
a great source of help. The youth can begin to learn
some of the things that the Philadelphia School Sys-
tem refuses to teach them, There are books for and by
Black writers, actors, athletes, poets, etc., however,
the books are not limited to subjects on the Black
community and its history alone, We have books about
the communities of the world as well.
The Ubrary is open daily from 1 to 6pm, Sundays
from 2 to 5 pm, It is located at 2315 Ridge Avenue,
Philadelphia, We are a growing library, so that dona-
tions of books and periodicals are welcome, Education
is a necessity for our survival,

The Federal and City governments
had no intentions of providing jobs for
minorities. The Chicago Plan was set
up to dupe the poor and oppressed
people of Chicago into believing that
the power structure was finally going
to do something about their sub-stand-
ard living conditions, and to provide
construction jobs for Black and other
poor people of color, The Chicago Plan
also had the desired effect of having
minority groups fight and quarrel
among themselves for construction
jobs that did not even exist; instead of
being united against the common
enemy, they would fight each other for
what is supposed to be theirs in the
Sirst place,
Fred Hubbard has been indicted at
the order of the Federal government
for allegedly stealing money from the
Chicago Plan Program, by forging
checks up to the amount of $98,000,
But, Hubbard is not in custody, as
he has been missing for over three
weeks, and no one knows if he is alive
or dead, Whether Alderman Hubbard
forged checks or not, isn’t the point,
The point is that the Federal, State
and City powers would have us believe
that a Black man, Fred Hubbard, is
responsible for the miserable failure
of the Chicago Plan Program; that this
one individual Black man is therefore
to be held responsible for the economic
plight of the Black community and the
jJailure of the racist, fascist American
government to even pretend that it
cares about Black People.
Do they wish to make us believe
that Fred Hubbard stole from the Black
community? This is only another ver-
sion of the divide and rule tactic that
has been used against us for so long.
This racist country has been stealing
everything, including our lives, from
Black People for so long, that it is the
utmost in racist, arrogant gall for them
to try and charge one Black man with
their centuries-old crime, Particular-
ly in the well-known Mafioso town of
Chicago. The Black Community cannot
be so easily fooled.
The Black Panther Party sees that
Fred Hubbard is only an unwilling
pawn, a scapegoat, used by the govern-
ment to hide their inability to function
in the true interests of Black and op-
‘pressed people, Fred Hubbard, wher-
ever he may be, is not responsible for
the collapse of the Chicago Plan, for
it was doomed to fail at the outset,
And the government knew this, That
was its function, The government
creates these doomed programs - like
the poverty programs that developed
after Watts 1965 - in order to build
hopes and then ‘‘prove*’ that there's
no hope for any change in our wretch-
ed condition,

WHO TEACH OUR YOUTH
They are the East Cleveland racist
police, in collusion with other local
white racists, Mose Wendell Mitchell,
a 29-year old Black Shaw High School
Industrial Arts Teacher, was brutally
beaten and then shot down and mur-
dered in cold blood by- five members
of the East Cleveland Police Depart-
ment on June 5, 1971, The reactionary
mass media, working hand-in-hand
with this racist police department,
has attempted to portray this Brother
as a criminal. However, all who knew
Mose (Sip) Mitchell said he got along
with everyone, did not hate anyone,
had pride in his People and worked
extremely well with the Youth,

MOSE WENDELL MITCHELL
Brother Mose was merely walking
down Euclid Avenue, when a white
woman drove out of a driveway, block-
ing the sidewalk, That is, that in front
of 14932 Euclid, a big, white board-
ing house for elderly roomers, 52-
year old Mary Garrett drove her
white Corvair out of the driveway,
blocking the sidewalk, Inorder to avoid
being hit by this arrogant white woman,
according to witnesses, Mitchell jump-
ed over the hood of the car, Mary
Garrett then followed Mitchell down
the street, cursing and uttering racial
slurs at him, because he had touched
her car, Mary Garrett then suddenly
started screaming, ‘‘Help! Call the
police,’’ A white taxi driver, Jack G,
Lavery, heard her and ran to a nearby
Patrolman, Keith Reider, Lavery told
Reider what his racist mind made him
believe, that a Black man had robbed
a white woman,
FELESIA LONG
Mose Mitchell was still walking down
the street, He met his fifteen-year
old cousin, Felesia Long, and started
to walk her home, when Reider told
him to stop, Mary Garrett was still
driving alongside of him and still shout-
ing. But now that Reider was there,
she shouted, ‘‘That’s him; that’s the
one.’’ Mitchell, not even knowing or
realizing what was going on, threw
up his hands, dropping the cane he
was carrying. He asked, ‘‘What, what
is the matter?’’ Then, in an absolutely
bizarre move, venting all of her rac-
ism, Mary Garrett struck this brother
with the cane, under the protective
eye of pig Reider,
Black people who witnessed the en-
tire scene told how four more police
then arrived, and how all five began
beating Mitchell mercilessly, while
he was handcuffed, The gun of one
pig was resting on Mitchell’s neck,
while that pig was kneeling on him,
Mitchell tried to push the gun away,
saying, ‘‘Don’t shoot me!’’ Instead of
listening to the Brother’s cries, the
trigger-happy racistfired several fatal’
shots into Mitchell’s neck, chest and
back, Over-anxious Pig Reider, so
excited over this opportunity to kill
another Black man, wounded himself
in the hand and wounded one of his
crime partners, Anthony D‘Agostino,
in the foot, The two wounded police-
men were rushed to the hospital, but
Mitchell was left lying on the street
for 20 minutes, while more police
harassed and threatened those who had
wimessed their crime,
The Black community is expected
to believe East Cleveland Police De-
partment’s claims that Brother Mose
Wendell Mitchell resisted arrest, and
that five, big, trained policemen could
not handle him: ‘‘We were able to get
one handcuff on him, but he reached
up and took Patrolman D‘Agostino’s
gun out of the holster, ‘and with both
hands, he fired four shots, wounding
two patrolmen, before he was shot
by another patrolman,’’ And the Cleye-
land Press asked the Black community
to believe its headline: ‘‘Purse-snatch-
er wounds two police; is killed in
shootout,’’ This all happened at 1;00
pm, in broad daylight, and in front
of many witnesses,

The true story of the trial of Huey P Newton for murder.

“During the course of Huey’s trial, as Ed Keating describes, we found
that the transcript of a tape-recorded statement made by a key
prosecution witness had been incorrectly transcribed at a crucial point.
We found our efforts to correct this important error in time for the
jury to be told of it impeded and undermined by the prosecution.
We found that prosecution witnesses were changing their
testimony from that which they had given in earlier statements or in
testimony before the grand jury so that their stories would conform
to the police version of the incident. We also ‘tiscovered that one
witness must have been intimidated into supplying testimony favorable to
the prosecution’s case, and that another witness was kept hidden from
us completely so that we couldn’t interview him, or delve into his
, background before he went on the witness stand.”

The East Cleveland Black community,
however, made it obvious that Black
people were not going to allow another
Black man, an innocent man, to be
murdered and remsin silent, There
was a spontaneous, peaceful meeting
on Tuesday, June 8, of 900 Black peo-
ple at the Starlight Baptist Church,
which is located right near the spot
on which Mose Mitchell was murder-
ed, A crowd of 300 then marched to
City Hall to talk with Gladstone L,
Chandler, the Black City Manager of
Bast Cleveland, Seeing the unrelent-
ing -concern of the People, Chandler
returned to the Church with the people
and called an immediate meeting with
the city commissioners, He then an-
nounced the suspension without pay,
for the period of an investigation, of
the five police involved, They were:
Sgt. Ralph Winter; Patrolmen Anthony
D’ Agostino Keith Reider, John Donich
and Terrence Lucas,
THEY'RE EVEN SHOOTING THOSE
The issue is not the suspension or
firing of five policemen, The issue is
the survival of Black People in this
racist, genocidal society, For the mur-
der of an innocent Biack man, who
only wanted to teach our children,
stands as another painful reminder
that Black People do not control the
communities in which we live, 70%
of East Cleveland is Black; yet, East
Cleveland is run by white businessmen,
many of whom are admitted racists,

WHITE VIGILANTES ATTACK
BLACK FAMILY — NORTH OF
THE MASON-DIXON LINE
On Saturday, June 19h, the Bennett Family, a Black
family Living at 2924 Wharton Street in the South Phila-
delphia area, was brutally attacked by a gang of white
youths. As a result of this vicious attack, Patricia Bennett
was hospitalized with severe head injuries that required
forty-two stitches.
Charles and Patricia Bennett had been walking to the
store to purchase some items for thelr mother, This
gang of white youths deliberately pushed Charles as he
passed them. Charles turned and asked for an apology
They apologized, only to grab him from behind as he
turned to walk away, These junior nazis then spun him
around and hit him In the mouth, The entire gang (about
fifteen members) then Jumped on Charles and his sister
Patricia, Their mother, Mrs. Bennett, was standing on
her front porch ar the time and saw what was happening
to her children, She went to their aid, at the same time
instructing another of her sons to telephone the police for
help,
The police arrived shortly afterwards. Instead of break-
ing up the fight and protecting the lives of Charles and
Patricia, they moved to surround the Bennetts themselves,
the victims of the attack, allowing the white gang to escape
the circle. At this point, the police began to bear the
members of the Bennett Family with their night sticks.
One policeman pulled his gun on Charles, placing it a
his stomach, while others dragged his mother by her
thumbs to a waiting paddy wagon, While this was taking
place, the same white youths returned with more white

people, These were adults, relatives and friends of the gang
members, All of these white people joined together in
attacking the Bennett Family, right under the watchful
eyes of the police, They started hurling hortles and bricks
at the Bennetts and then at other Black people from the
community that were observiag the police and their aspir-
ing young vigilantes. Not only were these white youths
attacking the peopt:, they also turned their attack toward
the residents’ houses, which were empty because everyone
was outside, trying to explain the siruation to the police,
They broke most of the windows of the Black people's
homes, leaving very few intact,
Mrs. Bennett later explained that this was not an iso-
lated Incident, that it was just one of the more serious
attacks of this type against Black people, their cars and
domes by these gruups of young whites in that area, The
Pennsylvania Chapter of the Black Panther Party sees
clearly that these out-right attacks by racist gangs, sup-
Ported by one of that neighborhood's finest turn-outs, the
infamous Philadelphia Police Commissioner, Frank **Bozo"’
Rizzo, will not stop by themselves, for they've increased
to new levels, And there can be no easy solution. But siace
the Bennett Family, along with the residents in this area
and throughout the city are calling for a united front of
all the people to stop these police-supported attacks on
Black people, we know that in unity there can be a solution,

OF CHESTER,
PENNSYLVANIA
IS UNITING
An incident involving the police and the Black com-
munity, which occurred in March of this year, demon-
Strates how the people of the Bleck community of
Chester, Pennsylvania have refused to be intimidated
by the murderous police forces. The following is an
account of thar incident as told by the People’s Com-
mitree, formed just after the Incident took place by
the people of Chester to work in the interests of the
people of their community:
“On Saturday evening, March 27, 1971, between the
hours of 8:30 and 9:00 pm, the Chester Police were
summoned to 908 Upland Street to answer a domes-
tic complaint, Patrolman Ronald J, Tussie answered
the call, Upon his arrival, he saw James Blackwell,
age 25, standing in front of 908 Upland Street. With-
out asking any questions, Patrolman Tussie ordered
James away from the premises. James cuntinually
tried to explain that he was waiting for his wife, lona
Blackwell, who was Inside the house, but to no avail.
Finally, Jumes was grabbed by the police officer and
told that he was under arrest. James questioned the
officer as to why fe was under arresi and then a strug-
gle ensued,
“Duriag the struggle, the police officer and James
fell to the ground, with the officer attempting to use
his nightstick and James trying to prevent him from
doing so, Patrolman Tussie lifted James off the ground
by his bele and threw him up beside the patrol car, At
this time, James found an opportunity to flee. James
ran up the alley, which is next to 905 Upland Street,

“The preceding account is a result of an extensive
three week ‘Peoples’ investigation.
‘There was no newspaper account of the police
shooting until Thursday, April 15, 1971, which was three
weeks later. The ONLY reason it received any news
coverage then was because James had been released
from the hospital on Wednesday, April 14, 1971, and had
to be readmitted to Crozer-Chester Medical Center
about 1:30 A.M, the following day due to hemorrhaging.
(Note: James was in the intensive care unit before he
was released and after his readmitiance to CCMC),
“Contrary to the account given inthe Delaware
County Times, April 15, 1971, 1) the police shooting did
not occur on Monday, March 29, 197], burt rather on
Saturday, March 27, 1971. 2)Patrolman
Tussie did not manage to place James Into the pa-
tol car. 3) Patrolman Ronald |. Tussie did not or-
der James to halt. After Patrolman Tussie shot James,
he ran to James’ side, turned him over, and then, and
only then did Patrolman Tussie return to his car and
make his eloquent statement over the police radio,
‘I think I shor him," Patrolman Ronald J. Tussie, YOU
KNOW DAMN WELL YOU SHOT HIM}..,."’
One of the first moves the People’s Committee made
after this was to let thelr demands regarding this
tragic incident be known to the local government of-
ficials. Below is the text of a letter, dated June 2nd,
that the People’s Committee sent to the Mayor of
Chester, John Nacrelll:

munity. Police brutality by white and some black po-
licemen in Chester has now become a problem of crisis

tors of violence rather than as the protectors of the
peace, Accepting the realities of this fact, the blaok
community People's Committee has now decided to turn
to itselfand create a meaningful change in the opera-
ton of your (our) police department as they now exist.
‘'The slaughter of black community citizens by the
Chester police must be stopped.
“The recent case of the shooting of james Blackwell
is @ specific case that we are bringing to your atten
tion.
‘In as much as we know that you are aware of this
serious situation, we demand that ‘you inform the citi-
zens of Chester as to what action has been taken to al-
leviste the same,"
The people of the Black community of Chester are
setting a clearly fine example of how a united com-
munity can begin to mové to have control of its po-
lice and all other community institutions.

On Wednesday, June 23rd, the Black
Community of Berkeley (California)
turned out in mass at the Berkeley City
Council meeting to demand that the
Black Panther Party’s Bobby Seale
People’s Free Health Clinic receive
support for the Free Health programs
operating there. Because the newly-
elected City Council now consists of
three new council members - D’Army
Bailey, Ira Simmons and Iona Hancock -
who have shown a desire to truly serve
the best interests of the community,
and with newly-elected Black Mayor
Warren Widener, the People are in a
strategic position to apply pressure to
the institutions which represent them,
to demand their
To insure our survival, we need de-
cent housing, proper medical care, pro-
per clothing, jobs, etc. The effective
way in which this pressure can be
basic needs be met,
brought to bear is through a structured,
disciplined vehicle or organization in the
community, which represents the true
interests of the community, The Black
Panther Party intends to serve as that
community vehicle through which the
needs and desires of the People can be
met, by advocating and pointing out those
needs and desires, so that the community
itself can move step by step to be satis-
fied until the demand for full freedom
will be satisfied. The June 23rd Berkeley
City Council meeting was an excellent
example of how this can work:

presentation made to the Cily Council:
“As you probably know, because of in-
adequate medical attention, because of
from the particular environment from
which we came caused the naturally
sickled shape of some of our red
blood cells to take on negative charac-
teristics - eventually developing into
a fatal, anemic blood disease, Sickle
Cell Anemia, Now the only way to al-
leviate this problem, which kills one
in every hundred Black people, we must
develop the resources which will allow
us to conduct an intelligent investi-
gation.’’
It was also pointed out there that
in addition to the necessity of having
the equipment to detect Sickle Cell
Anemia, other vital medical equip-
ment is required to treat and main-

the inability to secure adequate medical
facilities with services that the people
can afford, it was necessary for the Black
Panther Party toimplement Free Health
clinics to serve that need, Inadequate
medical attention is one of the many
forms of violence levelled at us by
the oppressor, We recognize that in
order to survive, we must create insti-
tutions in our communities which will
insure our survival, Our Free Health
Program is one such institution, In
order to transform our health insti-
tutions to a higher qualitative state of
existence, in order that the people be
provided with. the best modern tech-
nology has to offer, we must have
access to that technology - which has
been denied us...
‘*We are presently testing and con-
ducting research on a disease which
was caused by our captivity from the
African continent. Removing our race

Wisconsin State Assemblyman Lloye
Barbee further prove his dedication
to the righteous struggle of Black and
poor people in this country for total
Freedom, These particular statements
from his office, which we quote below,

the brothers and sisters who have
suffered all the miserable conditions
that are part of being incarcerated in
America’s prisons and jails, and who,
when released, suffer the indignity of
a government's lack of compassion and
concern for such a person:
This week the Assembly Judiciary
Committee made a favorable recom-
mendation on my proposal to make it
possible for a person convicted of a
felony to get a license to practice all
of the professions in the state, if he
has been successfully rehabilitated,
Present law indicates that anyone
convicted of a felony can lose his
license or if he has been convicted of
a felony he cannot get a license in the
first place,
For example, one of the requirements
that an individual must meet before
being allowed to enter many of Wis-
corsin’s restrictively licensed occu-~
pations is that that person be of ‘‘goud
moral character,’’
[ am sure that in the eyes of the
members of the state’s middle class
white orientated examining boards for
our licensed professions, a_ felony
conviction would not be in keeping
with what they consider ‘'good moral

ineligible for unemployment compen-

punging (erasing) the criminal record
of a person if he hasn’t been arrested
for or convicted of a crime for the
previous 3-year period, if he isn’t
arrests for the period expunged would _

“The whole point of the bill is to

F.B.I.
HANDS
In March of this year, files from the Media, Penn-
sylvania F,B.1, Office were taken by the Citizen’s Com-
mittee to Investigate the F.B.I. This was done in order
to let the people see and understand the nature of this
country’s madness, fear and lack of understanding of the
problems of Black and poor people, and how such mania
gives rise to the fascist, gestapo-like activities of J.
Edgar Hoover's Federal Bureau of Investigation.
Their fear is that the Black and oppressed people in
this country in union with the oppressed of the world
might topple the overwhelming power of the few ruling
elite of the US, and return that power to its rightful
Place - In the bands of the masses of people. In an effort
to prevent this day of complete liberation for Black People
and of all power belonging to the people from ever coming
into being, armed troops are sent out to protect, defend
and prevent any activity thar could crush the imperialist
fortress, from within or without. The F,B.L’s insane
involvement with their assigned task must be clearly seen
to even be belived,
The spying on Black student groups and newspapers
because they are considered subversive and violent, and on
the whole Black Community, and its organizations, because
it is subversive to the maintainence of our oppression,
is so intensive and thorough that only the depraved minds
of J, Edgar and company could even keep it up.
We, therefore, wish to pass the information on to more
people so thar everyone can be on guard, aware of the
FB.1’s desire to divide us and therefore conquer us, To
be aware of the very purposeful viciolsness and violence
thar is most of the time covert, undercover and out of
sight. 4
They seem to enjoy finding situations where a conflict
has arisen, so that they can gain an informant. For in-
stance, an argument between a man and his wife working
for the people would be a situation that would even be of
interest to them. But their lack of understanding of the
movement for freedom is one of the many reasons why
whey are often inaccurate tn thelr reports.
The liberated files pegin with information gathered on
the Black Economic Development Conference, This group
seems to upset them because of the money that flows
through the hands of Black people, even though it is re-
latively little, especially in comparison with what they
he pigs) protect. Even more upsetting to them is the fact
that checks were cashed which they claim were used for
‘personal’ reasons. On a page marked ‘‘Leads: The Bell
Telephone Company’’, we can see one concrete way in
which the telephone company is part of the whole spy
operation. They verified whether or not the two men In
question in connection with the use of the funds of the
B.E.D.C, were the same. They also note that they would
continue to monitor the bank account, all of which receipts
the F.B.L also had on file.

community for the purpose of keeping
us quiet, but they are all just vari-
ations on atheme, For instance, Robert
Hooks’ role in “N.Y.P.D.”’ (New York
Police Department); and Don Mitchell's
place on “Ironside ’”, One is a detec-
tive; the other is the right hand man
and best friend to a crippled, white
pig. It is not hard to see that with the
country in turmoil within and without,
the T.V. networks, as the main organ
of propaganda for the U.S, government,
fearing the rising up of the masses of
Black and poor and other people of
color, are used like every other wea-
pon, including guns, used against us to
stifle the natural rebellion and anger
in the People, especially the Black Peo-
ple of the U.S, They attempt to pacify

Party; and, because these files came from a Pennsylvania
F.B.1. office, they contain information on the Philadelphia
Branch of the Party. Here the F.8.1, seems to be at its
best. A great deal of these reports are gotten through tape
recordings of telephone conversations, The compiled in-
formation ranges from who is in charge of the Breakfast
Program-Liberation School to when a sister's baby is due
to be born.
After the Philadelphia conversations were listed, con-
versations between Chicago and Philadelphia were mon-
itored, They concerned a truck used to transport food to
the Revolutionary People’s Constitutional Convention, and
how many reams of mimeograph paper were in stock. This
shows that even though there was no conversation that
us, to fool us with their images and
symbols of good and bad,
Black artists deserve the right to ex-
press their art in the way in which
they see fit, Qur people with such skills
should not be stifled in their expres-
sion, but should be free to play only
those roles which they desire, We know
the difficulty of getting such work and
trying to eat and have a place tosleep.
And we support the struggle that our
Black artists have been waging to gain
such freedom of expression,
But we never liked Stepin’ Fetchit,
and we don’t like him now, with his
well-educated voice and language and
his fancy clothes, He’s still a dis-
grace to Black People,

hesitate to tap the lines, and did not give up. They made —
themselves believe that information about trucks and paper
and babies and schools was a threat to their “‘internal
security"’.
Part three of the Media Files deals with racial Infor-
mants from the ‘ghetto’. This is the portion of the files
which shows the calculating scheming of the forces of law
and order to spy on and keep in check the entire Black
Community. They send in an agent, have the agent file
eligible informants names, have them both work together
to destroy unity in the community.
In a memo: dated: February 26, 1968 which that head- —
quarters of the F.B,1, sent out to all their agents in the |
area, agents were ordered rhat “‘It is essential that this —
office develop a large number of additional racial infor-
mants and exploit their potential during the months ahead.
(suggested are) individuals, white and black, who live and/
or work in ghetto type areas and are in a position to advise
of activities, rumors, tensions, etc, in those ghettos.”
Thar same memo went on to say that the best sources
for ghetto informants are F.6,1, employees’ friends, “ +.em=
ployees and owners of businesses in ghetto areas which
might include taverns, Uquor stores, drugstores, pawn —
shops, gun shops, barber shops, janitors of apartment
buildings, ete, The Bureau also suggests contacts with —
persons who frequently visit ghetto areas on a regular
basis such as taxi drivers, salesmen and distributorsof —
newspapers, tood and beverages. Installment collectors —
might also be considered in this regard.’’ All this infor-
mation was to be turned In to SA (we assume this means
Special Agent) Edward Cole.
Also mentioned here were the areas in the Black com-
munity in Philadelphia Listed for watching: “South
Philadelphia - South Street...; West Philadelphia - Lan-
caster Ave., 52nd St., 60th St., Mantua, Powelron Village..;
North Philadelphia - Columbia Ave., Susquehanna Ave.,
Germantown Ave, east of Broad, Germantown, Strawberry

Their plan Is vicious, yet what they fall to do is to
understand that all of their speculation about Black People
is just that,
The last thing they were told to find out about was what F
colleges or universities young Black people planned to at- |
tend In Pennsylvania, In a memo dated November 4, 1970,
the local director orders his agents to get information| x
on “',.. ‘Black Student Unions (GSU) and similar groups |.
which are targets for influence and contro] by viclence=

SURGING
There were no weapons in this house - There was a small Black child
Throughout the U,S., the police forces have been increas-
ingly mounting attacks against the Black and poor com-
munities, Ever since the days when Black and other poor
people of color came to this country. the forces of law
and order from slaveowner to slaveowner have tried to
control the People by physical force and mental harass-
ment, The list of those waiting to collect on damage done
to. their: humanity {* gerring louger aml longer:
P (OS ANGELES...On May 27, 1971, the Los Angeles Pol-
ice Department, with no regard for human lives or per-
sonal property, pulled a typical gestapo-type raid on the
home of Mr. and Mrs. John King, at 12812 Montford
Street, Pacoima {a suburb of Los Angeles), California,
Initially the fascists were reportedly looking for two Black
Brothers who neither lived there nor had been seen there.
Realizing their own stupid mistake, the pigs changed their
reason for the rald and claimed they were looking for wea-
pons - which were never found,
Mr. and Mrs, King were not at home at the time of the
incident. The pigs first blocked off the street and then pro-
ceeded to carry out their fascist mission of search and
GiSroy. The tactics used on the people inside the house
were done to terrorize, Guns were drawn; a shot-gun was
PR tothe head of Gennie King, the six-year old daughter
of Mr, and Mrs. King.
After ransacking the entire house, the pigs left only to
deal another blow to the King family, They went to the
nearby Wash house, around the corner, where Mr. and Mrs,
King’ Were washing the family clothes. Mr. King, who had

bélten and handcuffed. The pigs kicked Mrs. King to the

They were clearly told that they were not welcome in
that house, and that they could not come in without a
warrant, But only after Gladys Muirhead struggled with
them a while, repeating her requests for them to leave,
did these pigs finally leave, At no time would they nor did
they state te nature of their visit. And although they re-
fused to produce a search or arrest warrant, they did
state that they did not need one, Faye and Gleason sald
that they only wanted to talk to Robert Wagrer. Sut upon
leaving, they threatened to return with some kind of war-
rant for the arrest of all residents of 723 South Homer
Street.
Repeated attempts to file 4 complaint through regular
channels have been unsuccessful.
OAKLAND,,,On June 9,1971, Rudolph Ray and 4 few of
his friends were standing and talking to one another on
the corner of 53rd and Gaskill Streets
talking, a police car pulled up in front of the Brothers
and two pigs jumped out, snatched Rudolph co the side
and began searching him. After searching him and find-
ing no weapon or other “criminal material’’, they offered
the feeble excuse that there had been some shooting going
on in that area, and that they were checking him as 4 pos-
sible suspect, They never mentioned when or where the
shooting occurred or who was Supposed to have been shot.
Rudolpli was then put into a paddy wagon and taken to the

printed. He was never booked or charged with any specific
violation of the law. After more Interrogation, he was
pushed against a cell and the cell door was slammed on
his thumb; tn fact, they broke his thumb: He was then forc-
ed into a small cell, receiving no medical attention.
The next morning, he was taken to court for a ‘‘traffic
ticket’’. An old traffic violation had been dug up by the pigs
as their excuse for Rudolph’s arrest. He was released
from traffic court on his own recognizance and told by the
judge that he would have to appear in another court for
the incident that had happened the night before. However,
when the pigs took him out of traffic court, they instead
stripped him of his clothes and put him into a solitary

confinement cell, At about 2:30 am, they came back and
gave him his clothes and property, releasing him com-
pletely. without any further explanation.
These three examples of unnecessary physical and men-
tal harassment show the need of the oppressor to display
his strength through force, The only way we can curtail
these Invasions upon our human rights is fo curtail the
forces of law and order; the only way we can curtai) the
forces of law and order {s to control our communities,

VIOLATE THEIR LAWS
TO CONVICT RANDY
The American judicial system has al-
ways been a ready and willing tool
in this fascist Empire’s genocidal plot
against Black People. Because of this
racist, bureaucratic system, legal lyn-
ching, political frame-ups, trials by
racist juries of non-peers, fascist rail-
roads have become the order of the day
for Black People, who are forced to
stand trial for our very existence and
survival within this society, The at-
tempted legal lynching of Ruchell Ma-
gee by the Marin County courts through
their repeated appointment of court-
hired lawyers rather than allowing him
his legal right to the attorney of his
choice is merely one such example,
(Magee was railroaded to San Quentin
in 1965, when such a court-appointed
attorney pled him guilty over his pro-
tests and his own plea of Not Guilty.)
And, the recent trial of David Hilliard,
Chief of Staff of the Black Panther
Party, in which a jury of non-peers -
not one Black person on the jury -
convicted him on two counts of assault
with a deadly weapon, even though there
was no evidence that he even had a
weapon, This is another example of the
type of ‘‘justice’’ Black people face daily
in the American courts,
Randy Williams, a twenty-eight year
old father of seven, Viet Nam veteran
and dedicated member of the Black
Panther Party, is awaiting trial on
charges of attempted murder and as-
sault with a deadly weapon upon Oak-
land (California) pigs who viciously
attacked and kidnapped him on the night
af April 17, 1970.
Since his incarceration in April of
1970, Randy has encountered a long
train of abuses and judicial treachery,
all designed to railroad him to prison
forever. The first tactic employed was
the attempt to slander and defame
Randy’s character through the press,
which portrayed him as a vicious killer
and a threat to the community, State-
ments from various officials in the
Oakland Police Department and so-
called reliable sources called attention
to Randy’s Service Record to this fas-
cist country in the 101st Airborne Di-
vision of the U.S, Army as proof of his
expertise with weapons, justifying their
statement that he was the ‘‘weapons
procurex and gun smith’’ of the Black
Panther Party, Because he left their
mercernary armed forces of the U.S.,
because he refused to be Black cannon
fodder in their unjust wars, they say
that Randy is a vicious killer, And fur-
ther, some of these same *tyeliable
sources’’ have even placed Randy at
the scenes of all the unsolved attacks
on pigs and pig stations in the California
Bay Area, including an incident that oc-
curred as recently as March, 1971, Randy
has been in their jail since April of 1970.
When attempts were made to bail
Randy out of jail in October of 1970,
his rights were blatantly violated, That
is, Randy’s original exhorbitant bail of
$150,000, had been generously yeduced
to $75,000, at a bail reduction hearing
in August of 1970. In spite of this tactic,
the People managed to raise the money.
On October 20th of that year, Randy’s
wife, Mary, and an attorney attempted
to post his bail. They had bonds valued
at $81,725., which is $6,725, over the
required ransom, They obtained acourt
order from Judge Raymond Staats of
Alameda County, directing that the
Court Clerk accept the bonds at full
value as payment for Randy’s bail.
The order was presented to the Court
Clerk, and Mary and the attorney were
given a Cashier’s Receipt, indicating
that bail had been paid and posted,
The attorney and Mrs, Williams pre-
sented this Cashier’s Receipt to the
Alameda County Sheriffs Department,
which was holding Randy.
The Sheriffs Department refused to
accept the receipt, saying that they
wanted to see a certified copy of the
judge’s court order before they would
accept their own receipt. While Randy’s
wife and attorney went to get another
certified copy of the court order, the
Sheriffs Department quickly called the
District Attorney, who quickly called
Judge Staats to remind him of who Randy
was - a member of the Black Panther
Party. And to find out whether he
yeally meant to release Randy.
So naturally the judge refused to
release Randy. The whole question they
said was that bail was being paid in the
form of California State government
bonds. The face value of these bonds was,
as we stated above, over the amount
required, However, they had not ma-
tured. No where in the California legal
codes does it stipulate that bonds must
be at full maturity before they can be
acceptable for bail payments. Their law
does state, however, that bonds may be
used for bail, to be given credit for the
amount shown on the face of the bond,
RANDY WILLIAMS
Racist Judge Staats had nerve enough ta
say that although the law was clear, tha
is, that he should accept the bonds,
that he would not accept them because
challenged the constitutionality of t
law, He said that he would use Randy's
case to question this law,
It was a violation of Randy's £tz
Amendment Rights to have such a hig
and unreasonable bail set in the firs
place. Secondly, the requirement of ¢
court order to accept the bail amount
was illegal, because there is no law 0
legal procedure that says in order fo
bail to be posted, one must obtain
court order. But the pig’s refusal t
accept bail at all, once it had bee

VISITING NO PRIVILEGE
On June 2nd, the brother of Brad
Lilley of the High Point Four (North
Carolina), Gary Lilley, a member of
the Winston-Salem Branch of the Black
Panther Party, went to visit Brad in
jail, Gary received the usual harass-
ment that members of political prison-
ers’ families receive when visiting,
During the visit, Brad began to tell
his brother of some of the treatment/
soap and toilet paper, They have been
served food that was uneatable. And
their mail has been constantly delayed
or ‘‘lost’’, And up until recently, even
their mothers were denied the right
to visit them, And they had no ability
to give the word to the outside, So
that finally, when visiting privileges
wereestablished, the brothers had
much to tell their families and friends,

they know what happens when the peo~
ple hear the’ truth, the officials of
the jail, demonstrating their real lack
of concern for the rights of any Black
or oppressed person (for itis the Black
and poor who fill the jails and prisons

giving to the High Point Four and the
other inmates at High Point City Jail.
Br&d Lilley, and the rest of the High
Point Four, had been arrested on Feb-
ruary 10, 1971, when the High Point
Police Department staged a vicious
attack on the Black Community Infor-
mation Center there, As a result of
this vicious attack, one comrade was
wounded and four comrades were ar-
rested and charged with Conspiracy to
Commit Murder (on attacking police of-
. ficers), Bond was set for them at
$60,000, each, This trumped-up charge
was eventually changed and the bond
lowered to $15,000, for the false charge
of Assault with the Intent to Kill,
These comrades, Larry Medley, 16;
Randy Jennings, 17; George Dewitt, 17;
and Brad Lilley, 19 haye been incar-
cerated since that time, awaiting trial,
These comrades have been the vic-
tims of a display of fascism that can
only be found in the maximum pri-
sons and jails of America, They have
been put into solitary confinement,
where they sleep on damp cement
.. floors; they have been put into iso-
lation, where roaches cover them at
night; they have begn put into the tank
(the hole), where the pigs allow the
water in the so-called toilet facility
to flow up through the hole within the
cells, When these brothers refused to
accept a court-appointed lawyer, the
pigs again put them into solitary con-
finement. They have been denied can-
teen services and such necessities as
This is why Gary Lilley had to see his
brother so that someone could get help
to them,
Because they knew that the exchange
that took place between these two bro-
thers might expose their vicious ac-
tivities, the pigs attempted to cut short
the visiting hours, ordering Brad to
return to his cell, and, Gary to leave
the building, Both refused to adhere to
this ‘‘order’’; their visit had only been
five minutes at that point, They knew
that they were well within their rights
to continue visiting, since the allotted
visiting time is much more than five
minutes, At this point, both of the bro-
thers demanded these rights, protest-
ing this violation and reminding these
pigs of the overall inhuman conditions
and treatment under which all the in-
mates suffer there at High Point City
Jail.
Because they merely spoke out
against such conditions, both Brad,
supposedly the inmate, and Gary, sup-
posedly the visitor, were immediately
attacked by guards, They both naturally
defended themselves, All this was going
onin full view of several other
people waiting for visits with their
lovedones imprisoned there,
Brad was immediately taken back to
solitary confinement, But, before Gary
was forced to leave that day, he let
everyone there who hadn’t seen the
brutal incident for themselves know
what had happened and generally what
was happening to the inmates of the
privileges for that entire day, And
Gary was finally forcefully removed
from the jail premises,
That there is a struggle in the streets
as well as within the prisons is ob- —
vious, The pigs no longer attempt to
hide the barbarous treatment or the
inhuman living conditions of prisoners, ~
They no longer bother to hold up a
cordial facade to prisoners’ families —
when they visit their relatives, They
will issue just as much of their bru-
tality to the families and friends of
political prisoners, particularly, a5 to ©
the prisoners themselvés, For they
recognize the ever-strengthening bond
between those inthe maximum security —
prisons and the social prisons of the
community, And they see anyone from
within or without ‘who is capable and
willing to expose them as a threat
to their security. But, they cannot and
will not break the bond between nor ~
crush the spirit of the political pri-
soners and the community, We will
simply work that much harder to Free -

and trucks filled with trash and to
do something with the old, run-
down abandoned houses on many of
the Black community streets. Af-

calling City Hall about alleviation of
