CENTRAL COMMITTEE members, CENTRAL STAFFS, and LOCAL STAFFS, Including all captains subordinate to either national, state and local leadership of the BLACK PANTHER PARTY will enforce these rules. Length of suspension or other disciplinary action ncessary for violation of these rules will depend upon decisions by national, state or state area, and local committees and staffs where said rules or rules of the BLACK PANTHER PARTY were violated. Every member of the party must know these verbatum by heart. And apply them daily. Each member must report any violation of these rules to their leadership or they are counter-revolutionary and are also subjected to suspension by the BLACK PANTHER PARTY. THE FOLLOWING RULES ARE: 1. He was picked up 3 » warrant for his arrest, The incident was caused when the pigs swooped down on the school and unjustly arrested over 15 students for crossing the street to get-some decent food from cafes surrounding the school. Some students were arrested for trying to find out what was happening. *The revolt was caused by the Oakland Gestapo Pig Department working over the school idministration, This was not the only cause but it was a build up of all the frustrations that were built up in the students for 4 long time. In fact, Just two weeks before this incident happened, 2 faggot pigs came walking through the building taking movie films of the students. 1 followed them out of the building and ques- it which tine one of them oinked “We were assigned here by our chief."" While | was: questioning one of them, two other cars pulled up and the other pig turned the camera on me, i guess they needed more pigs after they saw the students reaction to their tactic, When we broughr this tothe attention of the principal, his answer was, ‘‘I didn’t know they were on campus.” In fact, every question we asked this incomputant kouckle-head he ans- wers “| don’t know,” These things have happened all through the school year: but we had found out some time before this Incident happened thar it was school rule and law that pigs must check into the office before entering any other section of the building and it was obvious to us that they were illegal trespassers on our campus. Then it came co this incident in which these same vicious, gestapo, dog pigs, swooped down and hit three sides of the school at once, and arrested every student in sight. These situations ina school make it impossible for any student to participate in any school activities, This only Jeaves us to one conclusion, That thig was not a school but it was virtually a military concentration camp, The school was not being run by our principal, because he had told us that he didn’t know anything Inthe first place, but it was being run by Oakland's Pig Chief Gains. If you don't believe this look at the new set of rules thar they have. Your paper, the Black Panthers, has always been acclaimed in Nigeria as one of the most objective and promising news media of informa- tion to all Blacks in the world over — (along with ‘'Muhammed Speakers’’), it was really embarrassing to read about Nigerian crisis andthat giving the wrong picture of it to millions of people it was also a pity that you never. waited to hear the two sides in the Nigerian conflict before dashing into the press and feeding us wrongly over who aids Nigeria or the Rebels, It was also surprising to see that you would be allowed by the stupid, Hunkles, white radicals from Ber- keley and the Bay Area who pro- fess to be true Black Man's friend in disguise and enemies to brain- wash you in order to confuse you with the situation ina Black African country - Nigeria, We Nigerians realized the im- portance and plights of every Black man particularly in the United States on the progress, stability, unity of individual Blacks all over the world and that is why we are fully determinate to fight even to the Jast Black man in my coun- try over the rebels and their col- laborators some of whom are Por- tuguese, Rhodesians and South Af- ricans. Are their minds being sabotaged? Are they being railroaded through school in classes such as shops because their teachers and coun- selors tel] them that they are better working with their hands in- stead of their minds? We ask you, the student, ‘‘Are you here to get an education or are you here to get a mark or grade on a piece of paper like they want you to believe? What is a high school diploma? EDITOR: . ft am very much In harmony with the goals of the Black Pan- ther Party, its goals and aspira- tions, and particularly with the ten-point program, | have visited Panther headquarters and I have volunteered my services through the John Brown Society and Dr, Shaptro's medica] yolunteer group, and generally support the Pan- ther’s fight against white racism. In examining my motives, lbelieve thar the primary force behind my identification with the Black man's struggle is related to the fact that Iam a Jew. It is easy for me to see the relationship between Oak- land Police and Nazi Storm- troopers and between all the subtie and overt examples of oppression throughout the ages against Jews and what is happening to Black people all over the world, It is for this reason that | am extremely disturbed at what seems to me to be a clear campaign of anti-Israel sentiment expressed in practically every issue of the Black Panther News. Identifying Israel as a white racist society, identifying Arab hoodlums as free- ‘domfighters, both seem to me to be unrealistic, unfactual, and ex- amples of the same kind of racism that we both fight against. “Ty would like to know exactly what the Black Panther news items "persist in anti-Israel attacks, then naturally 1 will be in a position ppl and work _ against you. From our brief examination of Knowland it is clear that he is the open, declared enemy of not only black people and Mexican-Americans in the city of Oakland, but of colored people throughout the world, and working people, students and all other people striving to live like human beings in this country. Knowland is crude, overt, heavy-handed, obvious; but there is another, potentially more powerful, more dangerous enemy of the people who is quietly and insidiously gathering his forces in Oakland, preparing to challenge Knowland's right to be ruler of the city and chief exploiter of its people. From on top of his 28 story monument~ building in the heart of Oakland, Edgar Kaiser has a clear view of the miles and miles of flatland ghettoes, where more than 100,000 poor people are crowded together and held down by a vicious occupying police force. It is on the 28th story of this building that the Kaiser clique plots its plans for pushing Knowland aside, and running new games on the people who live in those vast slums, Unlike Knowland, Kaiser is slick, smooth-talking--although he has ” been known to make monumental blunders, as he did when he once impatiently told Kwame Nkrumah former head of the African gov- ernment of Ghana, ‘‘hurry up and make up your mind-- you're free, white and 21." (Nkrumah, of course, is well over 21, black, and not yet free from the snares of imperialist intrigue--but we'll haye more to say about this 4 little later). : But despite occasional blunders of this kind, Kaiser Industries, Inc,, whose headquarters are in the 28 story building near Lake Merritt, is the 110ch largest of the more than half a million American corporations, Its assets (total yalue) amount to more than $750,000, 000,000, Kaiser Aluminum and Chemical ranks only a few notches below Kaiser Industries--with a value of over three quarters of 4 billion dollars and sales (1967) of almost one billion dollars, Much of the Kaiser fortune {s due to contracts from the U.S, government— paid for, of course, out of our taxes--which have helped since World War Il, to spread the Kaiser Empire outward from Oakland across the United States and into most of the world, especially the under- developed’ and superexploited countries of Asia, Africa and Latin America. Kaiser has acrew of full-time crooks, known as ‘‘lobbyists”’ --the businessmen’s term for their flunkies who bribe government officials--which keeps Kaiser in fight with the men in Washington who hand out the government's big give-aways to big business. Africa hasbeenone of the most fertile fields for Kaiser’s busi- ness gangsterism. In 1958, Kaiser swung adeal with Kwame Nkrumah, then iiead of stute of Ghana, a 30 year agreement, according to which SUBSCRIBE NOW! Kalser built a dam on the Volga River in Ghana, and received, in return, the rights to a aluminum smelting plant, made possible by the dam, So now, Kaiser ships bauxite from Trinidad in the West Indies--where he has ulso penetrated--to, Ghana, where he uses the smelter to convert the bauxite to aluminum at very low cost and a very high profit, This amounts to grand theft: Kaiser, Reynolds and the giant firm, ALCOA, use thelr monopoly power to smash Nkrumah, if he had tried to use the smelter plant for the benefit of the people of Ghana--cutting the big U,S. companies out of a big profit, Nkrumah could probably have outfoxed the U,S, companies, however, if he had been willing to pull out of the American-British sphere of influence and trade with France and Eastern European countries, This would have meant hardship for the people of Ghana, for a few years; and, even though it would have pald off in the long run, Nkrumah may have been afraid to risk it, since he had not built a mass base of support among the people and had not really involved them in the revolutionary rebuilding and restructuring of the Ghanafan economy, Still, the major crime of blackmail was committed by the giant U.S, aluminum firms. Kaiser industries also. operate in the openly fascist country of South Africa, where the majority of black Africans’ are denied all basic human right and are forced to work in wretched conditions for an average wage of less than $1.00per day, despite South Africa's relatively high level of industrial development, No doubt Kaiser would say that by building plants in South Africa he is helping to “Viberalize’’ the government of South Africa and make things a Utele better for the millions of brutally oppressed black Africans; but the truth Is that things are getting worse, not better, for black people in that miserable country and Kaiser is only leading support to the murderous regime of Premier Voerster. And Kaiser is repeating this same patter--investing In countries where the masses of people are bitterly oppressed, held in literal slavery or forced to work for slave-wages, throughout other parts of Africa, Latin America, the Middle East and the Far East, Kaiser Industries, aided by the U.S, government, works hand-in- hand with other giant American businesses and the puppet govern ments of most of the ‘third world’’ to make the hundreds of mil- lions of people their beast of burden to turn out billions of dollars of profits for AMERICAN BUSINESS, With his eye on his expanding empire throughout the world, it is not surprising that Edgar Kaiser has overlooked business ; at home in Oakland, until very recently, But lately, the growing re- sistance of black people, the organization of the Black Panther Party and the development of the black Liberation to a new Stage in this area, has shocked Kaiser into realizing that Knowland has made a mess of things; that the people through his game entirely; that they are not afraid to stand up to him and that they have started to get it together. So Kaiser has decided that he has to take things out of Knowland’s hands, right away. He has ordered his chief Meutenants, headed by Norman Nicholson, a Vice-Presi- dent at Kaiser, to run through the streets of Oakland, with s fistful of money, to find the Judasses who will sell the people out. More lke Knowland, Cyril Magnin’ of I Magnin’s and Quentin Reynolds of | SAFEWAY, the third largest retail firm in the U,S,, with assets of 4 . These | f: _ CO a Republican against Huey Newton tn the November Congressional election, These traitors cooperate with Kaiser and the other local financial kingpins in tricking the poor people of Oakland, subjecting them to new, more clever, forms of exploitation, _ Unlike Knowland, and his cronies, the ‘*benevolent dictators’’ who make up the ‘‘Oakland Urban Coalition"’ are far-sighted. So, for example, they helped get Proposition M on the ballot and sup- “ported it, even though it would have divided the city into districts with each district having one representative on the city council, almost guaranteeing that the black community could elect two or three councilman, Their reason for supporting Proposition Ml. . . well, as one Kaiser executive admitted, in less than fifteen years, the majority of people in Oakland will be black and Mexican=- American, and then they will be able to control the whole City Council, instead of Just two or three seats. So by dividing the city into council! districts now, the white-controlied majority on the Council can be maintained, even when white people become a minority {n Oakland, (This of course assumes that all white people in Oakland can be tricked into identifying with the Kalsers, Rey- nolds and the rest of the exploiters, who cheat most white people, while they rob and brutalize blacks and chicanos.) : Kaiser and the rest of his big-time exploiter clique will, of course, insist that the purpose of the ‘‘Oakland Urban Coalition" and Kaiser’s general interest in the black community is to help the people improve their miserable conditons--just like he insists that by going into South Africa, he is helping the black slaves there, But Kaiser’s record in Africa, Asia, Latin America and everywhere else he has extended his tentacles of exploitation, makes his real intention very clear: to make as much money as he can and do just enough to keep the ‘natives’ from getting too restless, Kaiser is very proud of allowing black people to work in his industries and of his ‘’affirmative action’’ program to get a few Negroes into higher paying jobs, Kaiser executives brag about how they are helping black people, especially young kids, to become capable of ‘‘competing"’’ for the better jobs. But will Kaiser indorse the Panther Program, demanding FULL employment for all black people (as well as whites)? Of course not: Kaiser only wants black to engage in cut-throat COMPETITION with other working people for jobs, But why should black people, or anyone else, fight like dogs for crumbs, when the wealth and technology of this country could give everyone in the WORLD a decent life] Kaiser will give a few more crumbs and a lot more sweet talk to oppressed people. Bur he draws the line at giving them everything they are due and everything they need and could have to live lke full human beings. We are always the first to be crrested and the racist police forces ore constantly trying to pre- tend that rights are extended equally to all people. Cut this out, brothers and sisters, and carry it with you. Until we arm ourselves to righteously take care of our own, the pocket lawyer is what's happening. 1. If you are stopped and/or arrested by the police, you may re- main silent; you do not have to answer any questions about al- leged crimes, you should provide your name and address only if requested (although it is not absolutely clear that you must do so.) But then do so, and at all time remember the fifth amendment. 2. If a police officer is not in uniform, ask him to show his iden- tification. He has no authority over you unless he properly identi- fies himself. Beware of persons posing as police officers. Always get his badge number and his name, 3. Police have no right to search your car or your home unless they have a search warrant, probable cause or your consent, They may conduct no exploratory search, that is, one for evidence of crime generally or for evidence of a crime unconnected with the one you are being questioned about. (Thus, a stop for an auto violation does not give the right to search the auto.) You are not required to consent to a search; therefore, you should not consent and should state clearly and unequivocally that you do no? consent, in front of witnesses if possible. If you do not consent, the police will have the burden in court of showing probably cause. Arrest may be corrected later. 4. You may not resist arrest forcibly or by going limp, even if you are innocent. To do so is a separate crime of which you can be con- victed even if you are acquitted of the original charge. Do not re- sist arrest under any circumstances. 5. If you are stopped and/or arrested, the police may search you by patting you on the outside of your clothing. You can be stripped of your personal possessions. Do not carry anything that includes the name of your employer or friends. 7, Do not engage in “friendly” conversation with officers on the way to or at the station. Once you are arrested, there is little like- lihood that anything you say will get you released. 8. As soon as you have been booked, you have the right to com- plete at least two phone calls—one to a relative, friend or attorney, the other to a bail bondsman. If you can, call the Black Panther Party, 654-2003, and the Party will post bail if possible. 9. You must be allowed to hire and see an attorney immediately. 10. You do not have to give any statement to the police, nor do you have to sign any statement you might give them, and therefore you should not sign anything. Take the Fifth and Fourteenth Amendments, because you cannot be forced to testify against yourself. 11. You must be allowed to post bail in most cases, but you must be able to pay the bail bondsmen’s fee. If you cannot pay the fee, you may ask the judge to release you from custody without bail or to lower your bail, but he does not have to do so. 12. The police must bring you into court or release you within 48 hours after your arrest (unless the time e?ds on a week-end or a holiday, and they must bring you before a judge the first day court is in session.) 13. If you do no’ have the money to hire an attorney, immedi- ately ask the police to get you an attorney without charge. © 14. If you have the money to hire a private attorney, but'do not know of one, call the National Lawyers’ Guild or the Alameda County Bar Association (or the Bar Association of your county) and furnish you with the name of an attorney who practices criminal law. Or, is it in force at this time? What means of judging the necessary ethnic balance will be employed? Will militant negores, or whites, be sought to provide our underprivileged children the educational experiences this school board and its administration appear to feel are so desperately needed?
