In your publication you have accused El- dridge Cleaver of being a “Brother Tom” -- such is not the case. Rather than deal with generalities, I will attempt to do a critical analysis of your accusation, You say that Eldridge is providing the power structure with an excuse (“the Black help it needs”) to facilitate the creation of a total police state within the Black communities. What you evidently don’t understand is that the Black communities are already subjected to a police state that has been established to protect the interest of the economic ex- ploiters of the Black communities. You see, the power structure already has a reason for maintaining a police state, and therefore, needs no excuse. Eldridge is fighting to eliminate the existing police state by educating the peo- ple amd mobilizing a political force that can subject the power structure to a political con- sequence for its improper actions. You say that Eldridge is willing to form pre- mature alliances with groups that do not share our ultimate goals and aspirations and that we will be abandoned once the other groups have achieved their goals. Any alliance that accelerates the Black liberation movement to- wards its goal should be considered a wise alliance, and so far all of the alliances that Eldridge has made have accelerated the move- ment. We should not be concerned about be- ing abandoned if in the course of an alliance we make progress. I will use an analogy to el- ucidate my point. It would be foolish for a hitchhiker who was going from Los Angeles to New York to refuse a ride with a man who was going to Kansas City simply because the man was not going all the way to New York. Our Minister of Information, Eldridge Clea- ver, has said that it is time to intensify the Struggle. I am in complete agreement with him, Our struggle must be intensified and con- centrated to the point that we are so effective and efficient that Black Liberation becomes an inevitability instead of a goal. We must con- centrate our efforts on goals that are visible and tangible, so that the people can see and feel the effects of our victories, Two goals that I intend to give primary at- tention to are freedom for Huey P, Newton and amnesty for Eldridge Cleaver. These two brothers have given their freedom to us and we must employ that freedom to secure li- berty for them. When Huey is free and El- dridge is able to walk the streets without concern for the racist establishment, the peo- ple will know that the philosophy of the Panther is a proper and effective one and wil! join us in our endeavors to secure Black Liberation and world peace. When we have consolidated the will of the people no force on the face of the Earth can stop us because we are the van- guard of the people's will. We all know that Huey P, Newton is being held as a political prisoner. The decision to imprison him was a political compromise. The establishment could not afford to give the impression that it condones Black self- defense as was being taught by Huey, 80 they framed Huey and sent him to prison, They would have killed him if Black people had not given their support to ‘Free Huey.” Eldridge Cleaver is now in a state of self- imposed exile of sorts. This exile is the result of more political chicanery. The establishment realized that the incarceration of Huey P. New- ton did not stop the Black Liberation Movement, it only intensified it, With this in mind the es- tablishment sought another example. The plan was to imprison Eldridge and kill him. The es- tablishment incorrectly felt that this more dras- tic action would quench our thirst for freedom, but Eldridge has outfoxed them. We need no more political martyrs; we need political victories. The first of these must be freedom for Huey and amnesty for Eldridge. There is no price too great to pay to secure these victories because the welfare of the world is at stake. The Black Panther Party is going to use the power of referendum to put an end to the police brutality that has flourished in the East Bay cities. By signing the petitions the registered voters in the cities of Berkeley, Oakland and Richmond ean bring the matter of community control of the police before the people, the voters. The basis for community control of the police is derived from the political philosophy that es- pouses that to secure the rights of life, liberty and the pursuit of happiness, “governments are instituted among men, deriving their just po- — wers from the consent of the governed.” This philosophy can be applied by the people of the various communities of the East Bay to gain control of the enforcement branch of the city | government. Since governments derive their power from the consent of the governed, it | would be unjust for any oppressive force to be applied to a community to force that comm- unity to submit to an undesired form of govern- mental power. Each community must be given the autonomy it needs to pursue its happiness © and desired order, If the will of the majority | is used to suppress the rights of a minority, | the resulting order will be unjust. The present system of centralized police administration and control forces dn unjust order onto the minorities by forcing the min- orities to submit unwillingly to a type of enforcement that is repugnant to them. As _ long as an unjust order is imposed there will be many just men punished by that order. Huey P. Newton’s imprisonment is a case in point. The only means for protecting the dignity and humanity of the just is to sub- ject them only to a just system, A just system demands that each community has the power to control its destiny and maintain its tran- quility. The petitions for community control of police is a measure that will help to bal- ance the scales of justice. Basically, the proposed amendments will establish separate police departments for the | predominantly Black districts and the predom- | inantly white districts of each city. (A third | department will be established in Berkeley for the student communities.) The departments will be separate and autonomous, but they may by mutual acreement use common facilities. Each department will be administered by full time police commissions. The commissioners are to be selected by a Neighborhood Police Control Council composed of elected members from the local community. The councils shall have the power to discipline officers for breaches of Department policy or violations of law. The councils may also direct their commissioners to make changes in department-wide policy by majority vote. The amendment will also re- quire all police officers to live inthe department where they work. Police brutality will cease when police are made to answer to the community for their _prutal and oppressive tactics.
