Hehmony MINISTER OF INFORMATION OAKLAND, CALIF On the pleasant sunny Thursday afternoon of May 18, 1967, Mrs. Johnnie Loud was sitting in the up- stairs bedroom of her North Oakland home when she saw through her win- dow fifteen year old Robert Sipp, dashing madly from the sidewalk up the front stairs and into the din- ing room. Robert's sudden appear- ance at Mrs. Loud's home was not shocking or unusual inasmuch as he is a friend of her children. (She has five children in the home ages six through eighteen.) But what was shocking was the fact that an apparently enraged, blonde man, clutching a hammer in his right hand had jumped from a pick-up truck and was in pursuit of Robert. They have lobbied and campaigaed to have the North Rich- mond area annexed to the City of Richmond, but annexation has been re denied them repeatedly by the dog, racist power structure that con- trols the decision making process in the area. The Black Panther Party For Self Defense, in cooperation with other concerned residents of the area, have decided in the interest of black people to incorporate the area into an independent city that will not be at the cruel mercy of the racist swine, the bloodsucking parasites, who are content to allow black people to wither away while they themselves live in fine homes, wear the best of clothes, eat the Painting revolutionary things. This threat was prompted by the fact that due to the disgusting conditions under which black people are forced to live in the area the Black Panther Party has gained a phenomenal number of new members there. This is a perfect example of how the white racist power structure stoops to any low down dirty means to stop black people from moving in a direction and with a technique that is effective in dealing with the vast array of problems confronting them. The petty mercenaries who run the Welfare Department are not free from the pervasive racist ideology with «> which white people generally exercise when dealing with defenseless black people. In the first place, the crumbs which the Walfare Department hands out to poor people are nothing but an insult added to injury. A government that is willing to spend billions of dollars on bombs and bullets with which to massacre our Vietnamese bro- thers and sisters while tossing out pennies and nickles to destitute so- called citizens, has forfieted all rights to exist. Black people in particular should reevaluate their commitment and loyalty to a gangster other large businesses in the area, They will also gain control of the War on Poverty Funds that come into the area, instead of standing by passively watching the manipulators downtown diverting these funds to their own selfish ends. In moving for control over the local government which directly touches their lives and destinies, the black people of North Richmond will be following the practice that has historically been followed by people who were dissatisfied by the way the white racists have been conducting the affairs of the com- munity. Historically, when an area has become developed, in terms of a growing population, they have moved to gain local political control, particularly when the existing political structure is not capable of solving the needs of the people. In the past, when black communities have become mature, racist’ dogs have moved in, taken control, and subjected the black people to a continuation of the same type of racist oppression that the people have been struggl- ing to get away from. The strong people of North Richmond are de- termined that this will not happen to them. In this day and time, when oppressed people all over the world are moving to improve their lives, there is absolutely no good reason why the people of North Richmond can't» significantly im- prove their lot by taking steps to incorporate as an independent city. One thing, however, is certain: things are so bad in North Rich- mond right now that it absolutelycan't get any worse. A PEER IS A PERSON FROM A SIMILAR ECONOMIC, SOCIAL, RELIGIOUS, GEOGRAPHICAL, ENVIR- ONMENTAL, HISTORICAL AND RACIAL BACKGROUND. TO DO THIS THE COURT WILL BE FORCED TO SELECT A JURY FROM THE BLACK COMMUNI- Ty FROM WHICH THE BLACK DEFENDANT CAME. WE HAVE BEEN, AND ARE BEING TRIED BY ALL WHITE JURIES THAT HAVE NO UNDERSTANDING OF THE “AVERAGE REASONING MAN" OF THE BLACK COMMUNITY. 10. And they were right. — All of the people who were from Checker Mov- ing Company were white, the people who came from BART were white; all the policemen and the sherriff's deputy were white. But the people whose things were being taken away from them were black people who had worked hard all of their lives to buy a place to live and a business — a variety store, to earn them a decentj living; and some middle cla people decided to build a Rapid Transit system and deci to run it through.a black n hood. The difference between the capitalistic colonisation of un- derdeveloped countries of the 3 world, and the domestic colonisation of black people in the under- developed communities of this country, is not one of degree, but one of kind. In the underdeveloped countries - the settlers live out- side the town of the natives, but they are constantly using the re- sources of these people and their country. In the underdeveloped black communities of this country, or the core city, the white people live outside, but they are con- stantly using the resources of the people, and they control the political institutions of the people within the core city. This intolerable situation of white people controlling the political institutions of the core city has to be dealt with by black people of the core city. As Webster says: "politics is the theory of managing affairs of pub- lic policy or of political parties." The affairs of public policy would include such institutions as pub- lic education, public housing, health and welfare agencies, and poverty programs, which at best are carrying black people toward a state of welfare capitalism. These political institutions of public policy are controlled by white people who do not come from the black people of the core city. Black people have to start address- ing themselves to the politics of the core city. Black people have to move to the position where the people of the core city control the politics of the core city. » ALIF.

A few weeks ago a group of panel- ists met at a law and politics institute on the Cal campus. They met to propose a police review board. An Oakland attorney supporting a review board brought out the facts that black people in America are living in a racist society, police are brutal, and black peo- ple are resentful of present law enforcement. Among those opposed to the board was former Oakland Police Chief Ed Toothman. He and other whites believe there is no need for the board because of what they call a check and balance in cur- rent law. Brothers and Sisters, when some race hating cop blows your head off, will you be a check or a bal- ance in the police department? As the leaders of the B.P.P.S.D. have stated before, black people have to arm themselves and police the police in our black communities. In the City of Los Angeles, it appeared that federal funds would be granted to finance a group called the Community Alert Patrol. The mayor of that city was all shook up and angry. "I wonder why."
