On the pleasant sunny Thursday
afternoon of May 18, 1967, Mrs.
Johnnie Loud was sitting in the up-
stairs bedroom of her North Oakland
home when she saw through her win-
dow fifteen year old Robert Sipp,
dashing madly from the sidewalk up
the front stairs and into the din-
ing room. Robert's sudden appear-
ance at Mrs. Loud's home was not
shocking or unusual inasmuch as he
is a friend of her children. (She
has five children in the home ages
six through eighteen.) But what
was shocking was the fact that an
apparently enraged, blonde man,
clutching a hammer in his right
hand had jumped from a pick-up
truck and was in pursuit of Robert.
Two other men (including the driv-
er) remained at the truck. Mrs.

no say-so over the decisions that control our
lives -- this is a portrait of the horrible
inhuman conditions that the white power
structure forces black people in the North
Richmond area to live under. By holding
the community in this abject, colonial status
the power structure taxes them while allowing
them no representation. They have no one td,
speak for them on the city council, nobody
takes their needs, desires, and dreams into
consideration,
Fed up with this state of
affairs, the people of the area
have long sought to break out of
this trap. . They have lobbied and
campaigaed to have the North Rich-
mond area annexed to the City of
Richmond, but annexation has been re
denied them repeatedly by the dog,
racist power structure that con-
trols the decision making process
in the area.
The Black Panther Party For
Self Defense, in cooperation with
other concerned residents of the
area, have decided in the interest
of black people to incorporate the
area into an independent city that
will not be at the cruel mercy of
the racist swine, the bloodsucking
parasites, who are content to allow
black people to wither away while
they themselves live in fine homes,
wear the best of clothes, eat the

Welfare receipiants in the North
Richmond area have been threatened by
agents of the Contra Costa County
Welfare Department, They were told
that if they join or associate with
members of the Black Panther Party
For Self Defense they will be kicked
off of Welfare immediately and their
checks will stop coming. This threat
was prompted by the fact that due to
the disgusting conditions under which
black people are forced to live in
the area the Black Panther Party has
gained a phenomenal number of new
members there.
This is a perfect example of how
the white racist power structure
stoops to any low down dirty means
to stop black people from moving in a
direction and with a technique that
is effective in dealing with the vast
array of problems confronting them.
The petty mercenaries who run the
Welfare Department are not free from
the pervasive racist ideology with «>
which white people generally exercise
when dealing with defenseless black
people.
In the first place, the crumbs
which the Walfare Department hands
out to poor people are nothing but an
insult added to injury. A government
that is willing to spend billions of
dollars on bombs and bullets with
which to massacre our Vietnamese bro-
thers and sisters while tossing out
pennies and nickles to destitute so-
called citizens, has forfieted all
rights to exist. Black people in
particular should reevaluate their
commitment and loyalty to a gangster
other large businesses in the area,
They will also gain control of the
War on Poverty Funds that come into
the area, instead of standing by
passively watching the manipulators
downtown diverting these funds to
their own selfish ends.
In moving for control over
the local government which directly
touches their lives and destinies,
the black people of North Richmond
will be following the practice
that has historically been followed
by people who were dissatisfied by
the way the white racists have been
conducting the affairs of the com-
munity. Historically, when an area
has become developed, in terms of
a growing population, they have
moved to gain local political
control, particularly when the
existing political structure is not
capable of solving the needs of the
people. In the past, when black
communities have become mature,
racist’ dogs have moved in, taken
control, and subjected the black
people to a continuation of the
same type of racist oppression
that the people have been struggl-
ing to get away from. The strong
people of North Richmond are de-
termined that this will not happen
to them. In this day and time,
when oppressed people all over the
world are moving to improve their
lives, there is absolutely no good
reason why the people of North
Richmond can't» significantly im-
prove their lot by taking steps to
incorporate as an independent city.
One thing, however, is certain:
things are so bad in North Rich-
mond right now that it absolutelycan't get any worse.

TO SERVE PEOPLE. RULES OF SOCIETY
ARE SET UP BY PEOPLE SO THAT THEY WILL
BE ABLE TO FUNCTION IN A HARMONIOUS
WAY. IN OTHER WORDS, IN ORDER TO PRO-
MOTE THE GENERAL WELFARE OF SOCIETY
RULES AND LAWS ARE ESTABLISHED BY MEN.
RULES SHOULD SERVE MEN AND NOT MEN
SERVE RULES. THE MAN IS GREATER THAN
THE RULES OR LAWS THAT HE CONSTRUCTS.
MUCH OF THE IE LAWS AND RULES
WHICH OFFICIALS ATTEMPT TO INFLICT
ON POOR PEOPLE ARE NON-FUNCTIONAL
IN RELATION TO THE STATUS OF THE

THESE OFFICIALS ARE BLIND TO THE FACT
THAT PEOPLE SHOULD NOT RESPECT RULES

OF THE BASIC HUMAN RIGHTS OF ALL MEN.
BEFORE 1,776, WHITE PEOPLE WERE COLON-
IZED BY THE ENGLISH. THE ENGLISH
GOVERNMENT HAD CERTAIN LAWS AND RULES
THAT THE COLONIZED AMERICANS VIEWED
AS NOT IN THEIR BEST INTEREST BUT AS
A COLONIZED PEOPLE. AT THAT TIME,
THE ENGLISH GOVERNMENT FELT THAT THE
COLONIZED AMERICANS HAD NO RIGHT TO
ESTABLISH LAWS TO PROMOTE THE GENERAL
WELFARE OF THE PEOPLE LIVING HERE IN
AMERICA. THE COLONIZED AMERICAN FELT
HE HAD NO CHOICE BUT TO RAISE THE GUN
IN DEFENSE OF THE WELFARE OF THE
COLONIZED PEOPLE. AT THIS TIME HE
MADE CERTAIN LAWS INSURING HIS PRO-
TECTION FROM EXTERNAL AND INTERNAL
AGGRESSIONS FROM GOVERNMENTS AND
WHAT WE WANT NOW!
TO THOSE POOR SOULS WHO DON'T KNOW BLACK HISTORY, THE BELIEFS
AND DESIRES OF THE BLACK PANTHER PARTY FOR SELF DEFENSE MAY
SEEM UNREASONABLE. TO BLACK PEOPLE, THE TEN POINTS COVERED ARE
ABSOLUTELY ESSENTIAL TO SURVIVAL. WE HAVE LISTENED TO THE RIOT
PRODUCING WORDS "THESE THINGS TAKE TIME" FOR 400 YEARS. THE -
BLACK PANTHER PARTY KNOWS WHAT BLACK PEOPLE WANT AND NEED.
BLACK UNITY AND SELF DEFENSE WILL MAKE THESE DEMANDS A REALITY.
WHAT WE WANT
1. WE WANT FREEDOM. WE WANT POWER TO DETERMINE THE DESTINY OF
OUR BLACK COMMUNITY. a

3.WE WANT AN END TO THE ROBBERY BY THE WHITE MAN OF OUR BLACK

5. WE WANT EDUCATION FOR OUR PEOPLE THAT EXPOSES THE TRUE
NATURE OF THIS DECADENT AMERICAN SOCIETY. WE WANT EDUCATION
THAT TEACHES US OUR TRUE HISTORY AND OUR ROLE IN THE PRESENT
DAY SOCIETY.
6. WE WANT ALL BLACK MEN TO BE EXEMPT FROM MILITARY SERVICE.
7. WE WANT AN IMMEDIATE END TO POLICE BRUTALITY AND MURDER OF
BLACK PEOPLE.
8. WE WANT FREEDOM FOR ALL BLACK MEN HELD IN FEDERAL, STATE,
COUNTY, AND CITY PRISONS AND JAILS.
9. WE WANT ALL BLACK PEOPLE WHEN BROUGHT TO TRIAL TO BE TRIED

10. WE WANT LAND, BREAD, HOUSING, EDUCATION, CLOTHING, JUSTICE

WHAT WE BELIEVE
1. WE BELIEVE THAT BLACK PEOPLE WILL NOT BE FREE UNTIL WE ARE
ABLE TO DETERMINE OUR DESTINY.
2. WE BELIEVE THAT THE FEDERAI, GOVERNMENT IS RESPONSIBLE AND
OBLIGATED TO GIVE EVERY MAN EMPLOYMENT OR A GUARANTEED INCOME.
WE BELIEVE THAT IF THE WHITE AMERICAN BUSINESS MEN WILL NOT
GIVE FULL EMPLOYMENT, THEN TH® MEANS OF PRODUCTION SHOULD BE
TAKEN FROM 1 BUSINESS MEN AND PLACED IN THE COMMUNITY SO
THAT THE PEOPLE OF THE COMMUNITY CAN ORGANIZE AND EMPLOY ALL

3. WE BELIEVE THAT THIS RACIST GOVERNMENT HAS ROBBED US AND
NOW WE ARE DEMANDING THE OVERDUE DEBT OF FORTY ACRES AND TWO
MULES. FORTY ACRES AND TWO MULES ‘VAS PROMISED 100 YEARS AGO AS
RETRIBUTION FOR SLAVE LABOR AND MASS MURDER OF BLACK PEOPLE.
WE WILL ACCEPT THE PAYMENT IN CURRENCY WHICH WILL BE DISTRIBU-
TED TO OUR MANY COMMUNITIES. THE GERMANS ARE NOW AIDING THF.

IN THE MILITARY SERVICE TO DEFEND A RACIST GOVERNMENT THAT
DOES NOT PROTECT US. WE WILL NOT FIGHT AND KILL OTHER PEOPLE
OF COLOR IN THE WORLD WHO, LIKE BLACK PEOPLE, ARE BEING VIC-
TIMIZED BY THE WHITE RACIST GOVERNMENT OF AMERICA. WE WILL
PROTECT OURSELVES FROM THE FORCE.AND VIOLENCE OF THE RA
POLICE AND THE RACIST MILITARY, BY WHATEVER MEANS NECESSARY.
7. WE BELIEVE WE CAN END POLICE BRUTALITY IN OUR BLACK COMMU-
NITY BY ORGANIZING BLACK SELF DEFENSE GROUPS THAT ARE DEDI-
CATED TO DEFENDING OUR BLACK COMMUNITY FROM RACIST. POLICE
OPPRESSION AND BRUTALITY.. THE SECOND AMENDMENT OF. THE CONSTI-
TUTION OF THE UNITED STATES GIVESUS A RIGHT TO BEAR ARMS. WE |
THEREFORE BELIEVE THAT ALL BLACK PEOPLE SHOULD ARM “THEMSELVES.
FOR SELF DEFENSE.
8. WE BELIEVE THAT ALL BLACK PEOPLE SHOULD BE RELEASED FROM
THE MANY JAILS AND PRISONS BECAUSE THEY HAVE NOT RECEIVED A
FAIR AND IMPARTIAL TRIAL.
9. WE BELIEVE THAT THE COURTS SHOULD FOLLOW THE UNITED STATES
CONSTITUTION SO THAT BLACK PEOPLE WILL RECEIVE FAIR TRIALS.
THE 14TH AMENDMENT OF THE U.S. CONSTITUTION GIVES A MAN A
RIGHT TO BE TRIED BY HIS PEER GROUP. A PEER IS A PERSON FROM
A SIMILAR ECONOMIC, SOCIAL, RELIGIOUS, GEOGRAPHICAL, ENVIR-
ONMENTAL, HISTORICAL AND RACIAL BACKGROUND. TO DO THIS THE
COURT WILL BE FORCED TO SELECT A JURY FROM THE BLACK COMMUNI-
Ty FROM WHICH THE BLACK DEFENDANT CAME. WE HAVE BEEN, AND ARE
BEING TRIED BY ALL WHITE JURIES THAT HAVE NO UNDERSTANDING OF
THE “AVERAGE REASONING MAN" OF THE BLACK COMMUNITY.
10. WHEN IN THE COURSE OF HUMAN EVENTS, IT BECOMES NECESSARY
FOR ONE PEOPLE TO DISSOLVE THE POLITICAL BONDS WHICH HAVE
CONNECTED THEM WITH ANOTHER, AND TO ASSUME AMONG THE POWERS
OF THE EARTH, THE SEPARATE AND EQUAL STATION TO WHICH THE
LAWS OF NATURE AND NATURE"S GOD ENTITLE THEM, A DECENT RE-
SPECT TO THE OPINIONS OF MANKIND REQUIRES THAT THEY SHOULD
DECLARE THE CAUSES WHICH IMPEL THEM TO SEPARATION. _ %

old packing and trying to protect
their belongings. I walked in and
introduced myself and asked what I
could do. The women explained that -

(BART) was evicting them from their

sad, because everything that they

and furniture were being taken by the
Sherriff's Department and put in

tears in her eyes because the white

vantage of her.
While I was helping the ladies
package some of their personal goods
a white man walks up to me and told
me that I would have to get out of
the house. I asked him why, and he
replied that I was not needed and
that he didn't want me around. I
told him to leave me alone because
these ladies wanted me to help them

the people who were from Checker Mov-
ing Company were white, the people
who came from BART were white; all
the policemen and the sherriff's
deputy were white. But the people
whose things were being taken away
from them were black people who had
worked hard all of their lives to
buy a place to live and a business —
a variety store, to earn them a decentj

Fanon was talking about a colonial
situation. What we have in this
country with the white people in
the outlying areas, and the black
people in the core of the city is
domestic colonialism.
The difference between the
capitalistic colonisation of un-
derdeveloped countries of the 3
world, and the domestic colonisation
of black people in the under-
developed communities of this
country, is not one of degree, but
one of kind. In the underdeveloped
countries - the settlers live out-
side the town of the natives, but
they are constantly using the re-
sources of these people and their
country. In the underdeveloped
black communities of this country,
or the core city, the white people
live outside, but they are con-
stantly using the resources of the
people, and they control the
political institutions of the
people within the core city.
This intolerable situation of
white people controlling the
political institutions of the core
city has to be dealt with by black
people of the core city. As
Webster says: "politics is the
theory of managing affairs of pub-
lic policy or of political parties."
The affairs of public policy would
include such institutions as pub-
lic education, public housing,
health and welfare agencies, and
poverty programs, which at best are
carrying black people toward a
state of welfare capitalism.
These political institutions
of public policy are controlled by
white people who do not come from
the black people of the core city.
Black people have to start address-
ing themselves to the politics of
the core city. Black people have
to move to the position where the
people of the core city control the
politics of the core city.

The white power structure is
determined not to have anyone in
a position to question its police.
A few weeks ago a group of panel-
ists met at a law and politics
institute on the Cal campus. They
met to propose a police review
board.
An Oakland attorney supporting
a review board brought out the
facts that black people in America
are living in a racist society,
police are brutal, and black peo-
ple are resentful of present law
enforcement.
Among those opposed to the
board was former Oakland Police
Chief Ed Toothman. He and other
whites believe there is no need
for the board because of what they
call a check and balance in cur-
rent law.
Brothers and Sisters, when some
race hating cop blows your head
off, will you be a check or a bal-
ance in the police department?
As the leaders of the B.P.P.S.D.
have stated before, black people
have to arm themselves and police
the police in our black communities.
In the City of Los Angeles, it
appeared that federal funds would
be granted to finance a group
called the Community Alert Patrol.

Loud recognized the man chasing
Robert as a clerk from Mayfair
Super Market, located at 57 &
Telegraph, whom she only knew as
Dennis. She had seen Dennis many
times before because she often shops
at Mayfair, and had observed his
obnoxious behavior with Afro-Ameri-
can youngsters.
Angry and in fear for life and
limb of young Robert, Mrs. Loud
rushed from her bedroom toward a
nearby room where her eighteen year
old daughter was and she yelled to
her daughter, "through me the gun!"
Without slackening her race for the
dining room, she caught the 12
gauge magnum shot gun in both hands
as her daughter tossed it to her.
When Mrs. Loud reached the dining
room the clerk had caught up with
Robert and had the mean, blunt
hammer raised in striking position.
Mrs. Loud leveled her shot gun into
firing position. The clerk, seeing
the little lady (Mrs. Loud is barely
five feet tall) with Black Power
