7 PEOPLE
The imperialist United States has
done a lot of destructive work in the
past decade, The things that they
have been doing during this per-
fod of time spells our their true {-
dentity...pigs.
The imperialist is a very con-
niving animal, who covers up his
dirt by using different disguises:
such as poverty programs, vista,
the peace corps, and the U.N, This
aggression on the entire working
Population is in its’ last days; the
u.s. imperialists are making their
grand finale, Before we go into what
the imperialists ‘‘think'’ they have
planned for their grand exit, let's
talk about what they’ve been doing
to the people, especially black peo-
ple for the past ten years,
In the early sixties Black people
were beaten, hosed, cattle prodded
dog bitten, and murdered, just be-
cause we wantedto attend the insti-
tutions of mis-education, After this
came the period of wanting to sit on
the master’s lap andeat the scraps
from his table, in other words
*fequal job opportunities’’,
The domestic imperialists (capi-
talists)were grinning inthe faces of'
the poor people and gave us a
**enow’’ job, on these issues, The
black people of the country dug
where they (the capitalists) were
coming from, and forthe first time
in the history of this decadent a-
meriKKKa Black people rebelled
all over the country but we were
like children in the dark because we
didn’t really know who the true ene-
my was, Even though we burnt and
looted the stores of the capitalist in
our communities, we thought that
our enemy was anyone with white
skin, But we soon found out that
sometimes your worst enemy has
the same color skin as you.
After the riots the capitalists
could see that if they didn’t do
something to pacify (calm)us their
game of exploiting Black people
would be over. So what did they con-
jure up? The poverty programs!!
This is when we started to realize
that all of our enemies weren't of a
different color. These programs
were made to keep the slaves qui-
et and racism high. How did they
do this? First they got some uncle
tom nigger (who told the people he
wasn’t a tom)tobe the head of these
and tell them that the government is
vad"’ when they don’t give them
these petty jobs, and good when they
do, Inreality the government is just
throwing the people crumbs from
the table so they won't ask for the
cake. Second; the area most con-
centrated with these poverty pro-
grams is where? In the black com-
munity, Why? Because the pigs
keep the element of racism going by
ignoring the fact that poor white
people exist and justbring the pov-
erty programs Into the Black com-
munity, This makes poor white
people bitter toward poor Blacks
because since they too are ‘*under-
privileged’’ they feel that they
should get some kind of help from
these conniving pigs.
In short, the uprisings were sold
out by opportunistsand bootlickers
who were helping the pig power
structure in its attempts to keep all
poor people apart.
In October of 1966 there emerged
As the struggle for Black lib-
eration advanced from a fight for
an integrated cup of coffee to the
Struggle today for
determination and control for our
own destinies, the contradictions in
withis society became clearer andthe
lines of demarcation between our-
selves and the enemy--this capital-
istic, racist, fascist, andimperial-
ist power structure--has grown
sharper. It is now possible to dis-
tinguish real friends from realene-
mies, We recognize three levels
oppression; the avaricious
(greedy) businessmen, the dema-
gogic (lying) politicians, and the
racist pig cops.
The avaricious businessmen and
the demagogic politicians get to-
gether and make decisions that de-
termine our very lives. The racist
pig cops and the whole penal ap-
paratus are usedto oppress the peo-
ple and inforce the decisions of
the avaricious businessmen and
the demagogic politicians, When-
ever anyone steps off the red, white
and blue path laid down by the ava-
ricious businessmen and the dema-
gogic politicians, they turn the
racist pigs loose to brutalize, tor-
ture, murder and throw those who
stray from the path intojail, The
next step; The Courts!
The Courts! A close look at his-
tory shows the courts to be part
and parcel of the machinery used
by the racist ruling ‘class to op-
press Black people in particular
and all poor people in general,
In Vols. #1 & #2 of ‘*The Docu-
mentary History of the Negro in
American"’, by Herbert Aptheker,
one can find many instances where
the courts were used by the slave
of
owning class to maintain the Insti- *
tution or system of slavery,
rom the riots and poverty pro-
grams some brothers who saw the
situation for what itreally was: The
master’s plan for containing and
destroying Black people, These
brothers said that the only way to
deal with this upcoming genocide
was to arm yourself,
Huey P. Newton and Bobby Seale
organized the Black Panther Party
for Self Defense. They saw the need
for Black people to become aware
of what this system was doing do us
in our communities through their
gestapo pig forces. They also saw
that if the ten point program of the
Black Panther Party which deals
with our basic human rights, was
not acquired through legal means,
then we would have to fight for
what is rightfully ours.
From the time the Black Pan-
ther Party started to this day, this
imperialist citadel (stronghold) of
the u.s, has slandered, incarcera-
ted (jailed) and murdered Panther
members and people who follow the
Panther ideology.
Lil’ Bobby Hutton who was the
first member of the party was also
the first member murdered by
thesebuffoonfools. Bobby was mur~
dered in April of 198, and from
that time right up toDecember of
1969 there have been 28 Panthers
killed and over 100 incarcerated
(jailed), Why? Because the Black
Panther Party teaches the people
through their theory and practice
how to get their basic needs and
who their true enemy is--the u,s.
imperialists and all their running
dogs.
As 1 said earlier the imperi-
alists are on their way out but
before they are totally wiped out
they will become outrageous in
their attempts to survive, even

Taney, handed down the infamous
‘Dred Scott Decision’’, The fol-
lowing {s a quote from Taney's

Hoffman ordered Bobby Seale,

Hoffman sentenced Bobby to four

Therefore, today, as in 1857,
a Black man has no rights thar
this racist power structure is bound
to respect,

This past decade has been one
which no one will forget because
it brought something new to this
nation and its people; the theory
and practice of revolution, This
new decade which we are enter-
ing will be very decisive decade,
We are entering a new year
which will be the year of the peo-
ple because the people will show
thar they truly have the power.

Black Panthers were indicted for
“conspiracy’’ to bomb department
stores, rallway stations, the sub-
way and flower gardens. Their bail
was set at $100,000 each, They
have had 27 bail hearings, buttheir
bail has not been reduced, In Nov.
1968, four White people were ar-
rested and charged with several
bombings that had occured in New
York. The week of the Moratorium
in November, Their bail was set
at $500,000 each, With the same
lawyer, Gerald Lefcourt, as the
Panther 21, at their first bailhear-
ing their bail was reduced to $20,000
and $15,000, This clearly illus-*
trates the racist nature of the
courts,

Happening
AS more and more people are
beginning to realize, the Black Pan-
ther Party's true actions are sery-
ing the people and trying to meet
the basic needs of the people. One
of the ways we do this Is by ‘‘sec-
tion work’’, Many of you already
have had the experience of having
one or two Panthers knock on your
door and talk to you about what
the Party is doing here in New
Haven. We hope that many more
will have this experience,
During the course of the last
three weeks we have been doing
work in the Ashmun Street projects,
And we have come across some facts
of how the pig power structure
ts oppressing the people in the pro-,
jects. The two main culprits of this
latest move are Ed White, a house
nigger, and Pig Chief Ahern.
First we find that Ahern (who is
running hard for J Edgar Hoover's
position as FBI chief) has set up
a little pig department inside of
the projects, These pigs are Black,
they don’t wear uniforms as yet,
but they do carry guns, They haven't

The pigs have forced their yokes on
Black people In Babylon, and since
the Black Panther Party 1s ‘‘of the
people, by the people, and for the
people’, the pigs have resorted to

tice, where the preliminary hearing
for the LA 18 was held, All but 3
Panthers are still in jail, being held
without bail or else their bail Is be-
tween $50,000 and $100,000. Most of
the political prisoners have been sick
because of the unhealthy conditions of
their célls. They cannot see their own
doctors, even with acourtorder from
the judge, because the pigs in the
Sheriff Department don’t want the peo-
ple to know how the political prisoners
are being {ll-treated,
cing themselves, and shoot us if they
felt it necessary! The pigs are the
ones guilty of conspiracy to commit
murder against Panthers, but we still
face possible death or life imprison-
mont because this pig power structure
condones and applauds the brutish,
murderotis acts of its lackeys and
chumps--the pigs who ridearoundand
harass and brutalize the people,
As I sat in the courtroom, I ob-
served ‘‘constitutional fascism’’ in
action. The judge was clearly
prejudiced against us. Infact, inmany
instances he told the pigs onthe stand
that they didn’t have toanswer certain
questions, In addition, the judge denied
all motions the defense attorneys put
forth, Even when the defense had the
“solld'’ backing of the constitution
in making their motions, pig Judge
Brown chose to defy this country's
laws rather than to give us our basic
human rights as guaranteed in the
constitution, The pigs illegally seized
several articles not named in the
Search warrant and the judge, in so
many words said that the pigs had a
good reason to ILLEGALLY seize
these other items, The witnesses,
court recorder, judge, and DA's were
all working together to make sure that
we Panthers didn't receive a just and
fair hearing.
The pigs in the eyes of other pigs
were victorious because they suc-
ceeded in denying Black people In
general, and Black Panthers in par-
ticular, a fair trial. But the LA 18
were the victors on December 8, and
we're still the victors on January 23,
been sucessful at doing anything but
generally keeping the people look-
ing over. thelr shoulders and ter-
rorizing the 12 year-old junkies in
the projects. I should say right
here that if Ahern and his gang
really want to stop crime in New
Haven, they should leave the people
alone and go after the real criminal;
the Mafia who sells: dope to little
kids, Then they should move on the
real robbers.
The point is this: the people In
the Elm Haven projects are being
robbed and terrorized by the pigs
of the power structure, For Thanks-
giving, or an early Xmas present,
pig chief Ahern gave the people o/
the projects a special police force
which does not wear uniforms, car-
ries guns, can arrest people and
passes on information tothe regular
. pigs so they can bust people, making
I'm tired,,.sick and tired of seeing
my people being oppressed and ex-
ploited all over the world in general,
and here in Babylon in particular.

in a courtroom for2 1/2 weeks and
witnessed myself and my beautiful
revolutionary comrades being rail-
roaded down the ‘‘Hall of Injustice."
We chose to defend our lives and
homes instead of being murdered
cold-bloodedly by the fascist dogs who
claim they are here to ‘protect and
serve’’, Yet we are all facing life
imprisonment if convicted because
we stood up and were men, In this
racist, decadent country, there is no
justice for the poor oppressed people.
If you try to throw off the yoke of

‘The Black Panther Party is a po-
litical organization that serves asa
standard bearer for Black and all
oppressed people in this country,
On the theory and practice of self
defense, it should very well be most
Clear that Black People in this
country have been victims of a sys-
tematic form of genocide since the
time of slavery, Based on the trea-
cherous and rugged road on which
our history had to develop, there
should be no doubt on anybody's
mind about the necessity of defend-
ing their lives against vile and in-
human elements.
Back during the early ages when
men had to defendthemselves from
the natural enemies of their envir-
Onment, such as floods-storms-
earthquakes-huge animals-etc., it
was 4 common thing for men to
work together to prepare shelters
and the necessities for the salva-
tion of their family (see Education
and Revolution, Eldridge Cleaver),
As society began to develop and
mankind, through production, be-
came less inclined to the natural
materialistic needs of life and
more geared toward the idealistic
wants of the individual or family,
thence causing antagonism between
different cults. War was then intro-
duced and man was then forced to
defend himself from interlopers,
The earliest known writings of war
were written by Sun-Tzu, He wrote
the ‘Thirteen Chapters on War”
during the time when warring was
first introduced on a large scale
(warring years or warring states-
360-460 B.C.),
Sun-Tzu expounded on the im-
portance of defensive strategy and
perseverance. He stated that, "'In
order for one to defend himself,
properly, in war, he must learn
ways to offend his enemy.” So,
therefore, the shield (defense was
then accompanied by the sword (of-
fense), As society advanced, and
wars became more intense, the
concept of the shield andthe sword
was reiterated and innovated to the
knight in shining armor, onto what
we have today that fs commonly
known as the ‘'tank’’,
The whole concept of defense and
offense has nowescalatedtoa level
of major operations involving thou-
sands of personnel, both defensive
and offensive, Based on the theory
of the age-old aggressive inter-
loper, we see that those types of of-
fensive operations are all geared
toward imperialist aggression and
exploitation of harmless, innocent
peace-loving people, Sowecan safe-
ly say that these types of offenders
are Jingoists, or warmongers, i.e.
the U,S, involvement in Korea, Viet
Nam, Palestine, Africa, etc.
We must understand that the ru-
diments of survival-defense and
the combination of offense for the
purpose of defense - have been
manipulated by the United States,
And not only are they utilizing those
selfish tactics in every corner of
the earth, we have the very same
interference right here within the
confines of the Black communities.
Now, relating to the waysand means
that the war-like US, government
perpetracesonsiquehts onthe Black,
poor and oppressed people in this
country and peoples of the world,
we see that through a long pro-
cess of atrocious sufferings the
Black people in this country are
now faced with the most wicked
conglomeration of forces known to
mankind, We find that the entire
juggernaut is broken down into two
integral parts: The Ultra Structure
and the Infra Structure of the U.S.A,
The Ultra Structure is headed by
the Green Berets, CIA, Interpol,
and MAC (Military AdvisoryCorps.
Ik operated for the most part in
foreign countries, planting war-
seeds in the soil of revolutionary
peoples, Its home base is located
in the Pentagon in Washing ton, D,C,
and is coordinated by the C,I1,D,
(Central Intelligence Department);
the vanguard of the Infra Structure
is composed of three groups-1)The
John Birch Society, which acts as
the political arm of the constituent
~2) The Minutemen-and 3) The Ku
Klux Klan, which serves as the mi-

er parties such as the N.R.A, (Na-
tional Rifle Association), White
Knights, ameriKKKan Nazi Party,
Black Legion,etc. are detachments
and supply bases of the leading bo-
dies of the InfroStructure, which in
turn serve the same purpose for the
Ultra Structure, To cite one of the
astronomical operations implemen-
ted by these fascists: In June of
1966, the propagandist of the Jin-
goist machine dropped some five
million leaflets into Viet Nam, de-
picting the Black Gl's as the most
fierce and most effective fighters
the U.S, had employed there, and
that the Black man would be the de-
cisive factor in the winning of the
war, The result was an increase
of Black ameriKKKan deaths, from
20% to some 49% killed in Viet Nam
per year-Genocide,
On the same token, the CIA in
Viet Nam has established an Infra
Structure similar to their own here
in ameriKKKa. It is headed by the
Provincial Reconnaissance Units
(pronounced ‘*Prews"’) which ter-
rorize villages and assassinates
leaders of various hamlets, cities
or provinces which oppose the pre-
sent ‘‘puppet’’ regime. Trained by
the Green Berets and financed by
the C,1L.D,, they act in the same
fascist manner as their ameri-
KKKan advisors. Example opera-
tions of the C,LD. are : Egypt,
when Nasser was coming into pow-
er; the Congo, when Tsombe was
educating the people; Cuba; Korea;
etc.
So we realize the need for self
defense for our people is one of exi-
gency when we see basically the
same thing occuring in the colonies
of Black ameriKKKa: The “‘consti-
tutional fascism"' manifested inthe
racist ameriKKKan courts. tf.e.
Hoffman, Chavez, Brown etc.; and
of course, the “‘Lawful fascism"’
manifested in theracist pig depart
ments, organizations, unions,
groups, possess around the country
The Patrolmen'’s Benevolent As-
sociation of New York (PBA),
the Detroit Police Officers Asso-
ciation (DPOA), The Fraternal Or-
der of Police of Cleveland(FOP),
The National Policemen's Union
(NPU) are but a few main pro-fas-
cist pig political parties initiated
by the U.S, Infra Structure. These
type pig parties are mainly re-
sponsible for the birth of the main
“killer squadrons'’ commonly
known as the ''The Tact Squads’’,
“Metro Squads"’, ‘'Goon Squads”,
“SWAT Teams", etc. as they are
known in various cities, Andevery-
time these barbaric pigs enter
our communities, murdering our
people and attacking our very
homes and then being allowedto do
it another day, it serves as a politi-

The most recent program to at-
tempt to ‘*quell’’ the intensifying

pose: 1) to impede or abolish the

The B,S.U, at Jeff came about
as a result of a boycott of classes
in September, 1968. The students
at Jeff disagreed with the ad-
ministration’s way of running the
students’ lives, They had absolutely
no voice in anything that happened
at Jeff, They were not allowed to
speak of the faults at Jeff, neither
were they allowed to dress as they
please or wear ‘“‘naturals"’, They
had no contro! over the pigs’ com-
ing on campus and harassing the
Students, But instead of negotiat-
ing with the students, the admin-
istration brought Black security
pigs on campus to make sure the
Students stayed in their place.
The B.S,U. couldn't deal with any
of these problems successfully be-
cause its members had personal
hang-ups and weren't united, Thus,
the organization eventually de-
Stroyed itself, For a year the stu-
dents at Jeff have watched the Pan-
thers work, and came to the con-
clusion that they dig on what the
Panthers are doing, what they want,
why they want it, and for whom
they want ir,
So, in 1969, the student body
president, along with other revolu-
tlonary students organized the
**People’s Party’’--a Party thar
puts the Panther ideology Into prac-
tice, The duty of this Party is to
serve the people, to find out what
the students at jeff want, and see
that the student council carries it
out, They only take orders from
the students, not the administra-
tion, which represents the pigs,
The People’s Party is also try-
ing to get political education class-
es for the students, And since most
the membership is made up of the
Same type of people that the Party
(Panther) consists of, they know
what kind of problems the students
have, and they feel the students
will be able to talk to them better,
and they will be able to relate

One problem of the students, for
example, is going to class, The
students don’t go to class, because

the teachers and can’t voice what

pended, And that’s where the Party
comes in, They negotiate with tea-

INTERVIEWER: Why did you de-
cide to run against Cohelan and
what have you been doing as Coun-
cilman that prompted you to run
against him?
DELLUMS: The role of City Coun-
cilman...is to relate to those peo-
ple, those organizations and groups
in the community who are moving
for significant change in the coun-
try: To represent them, to raise
issues and to heighten the contra-
dictions between the idealism that is
espoused by our government andthe
pragmatics of what really goes down
in this country. My functioning on
the city council has been to try and
be an educational instrument in the
community: To raise issues and put
forth programs before the council
articulating concerns of our peo-
ple, primarily, for the Black
community because I saw that as
my major responsibility in being
elected there,
INTERVIEWER: What is your posi-
tion oncommumnity control of police?
DELLUMS: I belleve thar the issue
of community control of police is
appropriate, the problem that I see
with respect to the police in our
society is that the argument against
control and against any kind of
mechanism is that it will put the
police into the political arena, |
argue just the reverse, I believe
tharat this moment, to police are
already in the political arena and
that the role they have been mani-
pulated into is to act out the con-
cerns of the establishment, of the
status quo and of the people in this
society who maintain the power,
In a very uncanny way, the role
of the police in the past several
years has been to control those
persons who have been attempting
to move for significant change:
That's either Black people who are
moving for freedom, equality and
justice or young Whites who are
moving against the war or Chicano
brothers who are moving for free-
dom, etc. We found that the police
have been used as the instrument
to bust up those efforts. I think
that the police will be effectively
taken out of the political arena if
there is community control of po-
lice so that they can not be mani-
pulated by a small self-interested
segment of the community to act
as prohibitors of change. This coun-
try will either bend in the winds
of change or be broken inthe storm
of revolution,

do you have as a concilman and
can one man be effective in elec-
torial politics?
DELLUMS: | question whether or
not this political system has the
ability and/or the desire to solve
basic problems. | don't see the role
of the--new breed Black politician
as being one of saying to the com-
munity that the problems will be

arena, | agreed with David Hilliard
when he said, on Face the Nation,
that we are ‘presently in the phase
of educating the community’. The
new breed politician has a role
to play in that educational process,
When you raise the issue of com-
munity control of police--of
independent mechanisms for re-
dress of grievances, and your other
politicalcolleaguesmove away from
those issues, it then gives the com-
munity a basis upon which to eval-
uate performance, What has hap-
pened in the past is that many
people and charlatans have been
pawned off in our communities as
friends, and we have often had one
of the natives to act as a guide
through the village. The respon-
sibility of the Black politician is to
point out the contradiction between
what people say when they come
into our communities as elected
officials and what they vote for. I,
in no way, have deluded myself
into thinking that one Black cat
is going to move the system by
himself, The role of the elected
official is to point out the contra-
dictions within the system, the
graft, the incompetence, the irre-
levance, the hypocrisy and to tell
what's really happening so that peo-
ple are constantly apprised of

make speeches and when you try
to gain support do you let them
know exactly what you're trying
to do?
DELLEUMS: I say to them exactly
what I've said to you, I tell them

ers have been intimidated and haras-

The Free Clothing Program was
started by the Black Panther Party
because of the need for clothing in

guidance of our Minister of Defense,

Program began on the West coast
and has since becn implemented by

spends billions of dollars a year on

interested in the welfare of the mass-

and most highly developed country In

vide its people with even the basic
necessities of life (food, shelter,
clothing etc.), Over the last four hun-
dred years Black people have always
been on the bottom of this society,

points out that the revolution in Eritrea
is not an Islamic revolt wor is it the result

Eritrea was an Italian colony from 1890

of Eritrea and that of the Ethiopian empire
were simultaneous historical phenomena
That is, when the Ethiopian empire was
evolving in 1899, Eritrea wae evolving
simultancously as a modern nation.
The other historical fact worth noting is
that until 1953 Eritres and the Ethiopian

empire were two separate unite. Thus,
when in 1953 Eritrea and the Ethiopian
empire entered into formal political ties,
they took the form of a federation granted
and guaranteed by the United Nations.
After that, the Ethiopian empire began
its partial annexation of Eritrea and in
1962 it considered itself strong enough to
formally take over Eritres. There can only
be secession when there has been unity. In
Eritrea’s ease there was no unity; thus there
can be no secession, Eritrea’s revolution
is a struggle for national independence
and liberation from Ethiopian colonialism,

The people of Eritrea fight against the
Ethiopian occupation forces in the same
way they fought against the British military
occupation from 1947 until 1952.
The people of Eritrea are not only
fighting for national independence; on the
contrary, they struggle for all the demo-
cratic rights provided by the Constitution
of Eritrea. Article 16 says “The Constitu-
tion of Eritrea is based on the principle
of democratic government.” Article 17 of
the Constitution guarantees all persons the
right to “human rights and fundamental
liberties.” Article 18 states that the “gov-
erning bodies are established by the peo-
ple and act in their interest.” Article 25
and 26 say that “there must be freedom of
movement, conscience, and religion.” Ar-
ticle 30 stipulates that “every resident of

Eritrea will have the right to express his
opinion in any way (press, word of mouth,
etc.) and be informed of the opinions ex-
pressed by others.” Article 33 says “every-
one in Eritrea, regardless of nationality,
face, sea, of religion, will have the right
to work at tqual pay for equal work,
regular paid vacations, « guaranteed mini-
mum wage, sick pay and workman's com
pensation, and a decent and healthy atand-
ard of living.” Paragraph 2 of the same
article says that “every resident of Eritrea
will have the right to join trade unions
to protect his interests.” It is is clear, then.
that the people of Eritrea fight for national
independence in order to regain their
sacred democratic rights,
But the reality is that the people of
Ethiopia remain in the grip of an especially
primitive type of feudalixm, All the rights
guaranteed in the Constitution of Eritres
are a remote dream to the people of the
Ethiopian empire, Today the Ethiopian
peoples are awakening from their listless
passivity, A small but organized progres-
tive force has come to the fore, What is
Surprising, however, is that even the so-
called progressive force has entered into
an unholy alliance with Haile Selassie on
the question of Eritrea, As a result we ure
foreed to ask the following questions, Are
the so-called
Ethiopian progressive forces
struggling ogainst feudalism to win for the
Ethiopian people what the Constitution of
Eritrea provided for the people of Eritrea,
i. e. basic civil and human rights, and true
justice — economic, political, and social?
If that is the case, how can they deny to
the people of Eritrea what they want for
the people of Ethiopia? The objective of
4 progressive must be to condemn repres-
tion wherever he finds it, But when a
progressive adopts a double standard of
progress he can only be a chanvinist where
Asmara* js concerned, a shoan nationalist
or simply = person who is ignorant of the
facts,
Haile Selassie has deliberately and sys
tematically cast a veil over the contribo-
tion of the people of Eritrea to the great
anticolonialist movement of our time. The
anticolonialist movement of Eritrea which
has its roots in the period from 1890 until
1941, was only-able to gain strength from
197 on when the international situation
became favorable.
History shows that Eritrea and Libya
were the first African countries that
obtained their independence. Nor can we
overlook Eritrea’s contribution to Pan-
Africaniem. Not imaginary Pan-Africaniem

bot rather practical Pan-Africanism. The
federation with Ethiopia was a genuine
contribution to African unity. However,
Ethiopian colonialism, with its usual bro-
tality destroyed and abused the noble
feelings of the people of Eritrea.
The revolution in Eritrea is part of the
global anti-imperialist struggle.
The US that has made a political, eco
nomic, and military neocolony out of the
Ethiopian empire supports the annexation
of Eritrea. Thus it is clear that the people
of Eritrea who struggle against Ethiopian
colonialism are also indirectly fighting
against the power of the United States, An
article published in US News and World
Report serves to illustrate what we mean.
“The importance of Kagnew Station**,”
the article says, “goes a good way toward
explaining the heavy commitment of the
US toward maintaining the military
strength of Ethiopia.”
The article quotes a US official: “Our
aid, plainly and simply, pays the rent on
Kagnew Station.” The article goes on to
say: “Ethiopia receives more than half of
al! US military sid to nations on the con-
“nent of Africa, The cost of thie program
now hus climbed over the 100-million-dol-
lar mark, and the US Military Assistance
Advisory Group of some 110 officers and
men in Ethiopia is the biggest im Africa.
In addition, Ethiopia has received 150
million dollars in economic assistance.”
The revolution in Eritrea is neither an
Islamic uprising nor the product of the
maneuvering of a powerful nation seeking
to dominate the Middle East. As the Eri-
trean revolution achieves new and bigger
victories it will prove that it is advancing
the struggle in the Middle East as well a»
Africa's struggle against imperialism, But
perhaps the greatest impact of the Eritrean
revolution will be on the tottering Ethi-
opian empire, The nationalities under the
rule of the Ethiopian empire —following
the example of the Eritrean people— will
succeed in crushing feudalism and US im
perialism. The prerequisite for unity in
the African Horn is to crush the feudal.

The delegation of the Executive
Secretariat of the Organization of
Solidarity of the Peoples of Mrica,
Asia and Latin amerikKKa, brings
warm, fraternal and revolutionary
greetings to this Congress andex-
tends greetings 4s well to all the
workers of the world.
We wish to express our thanks
to the representatives of the Hun-
garian Committee of the WFTU
for thelr kindness In inviting us
to attend the 7th World Trade Union
Congress, and we wish you every
success in your work. We hope
that the agreements and resolu-
tions emanating from this Con-
gress will be of positive help to
the national liberation struggle in
which the workers and the peoples
of the world are now engaged.
From the First Tricontinental
Conference, held in the month of
January of 196 in Havana, our
Organization has supported the
principle of eliminating man's ex-

this, we have always had a keen
interest in the development and
the strengthening of the workers’
movement and its basic organi-
zation, the trade unions, and we are
solidly behind all the great strug-
giles for workers" liberation,
The General Resolution passed
by the Social-Cultural Commission
of the First Tricontinental Con-
ference concerning the struggle of
the working classes of Africa, Asia
and Latin ameriKKKa, suys in part:
“‘In order to combat the global
strategy andtactics of imperialism
and of the International Federation
of Free Trade Unions, it is neces-
Sary to inculcate in the workers
a spirit of internationalism and
the concept of struggle against
imperialism, colonialism and neo-
colonialism.
“The neocolonial and feudal
forces continue thelr reactionary
propaganda against the workers
through their many organizations,
and the discriminatory employ-
ment methods by which they foment
Prejudice and racial, comunal and
class differences in order to pro-
voke discord, The trade unions
must struggle constantly against
such tuctics and cement unity--
national and class unity based on
revolutionary ideology and strug-
gle.

We believe that the fundamental
objectives of our Organization are
closely allied with the goals of
the Workers’ Movement of the
World, which makes ir important
to tighten and strengthen contin-
uously the tles that bind us to-
gether in the struggle against im-
perialism, colonialism and neo-
colonialism,
The struggle of the working class
for emancipation from capitalist
exploitation mustbe irreconcilably
directed toward the seizure of po-
litical power, and must therefore

of South Vietnam on the Massacre by U.S. Troops of Civilians in Son My
Public opinion in the United States
and the rest of the world is highly
indignant at and sternly condemns
the U.S, barbarous massacre of
over 500 civilians in Son My village,
Quang Ngai province, on March 16,
1968.
It is necessary to remind that
the Central Trung Bo Committee
of the National Front for Libera-
tion in March 1968 denounced to
public opinion at home and abroad
this extremely savage and inhuman
crime of the U.S, in this massacre,
The Gl's, carrying out the ‘‘Burn
all, destroy all, andkillall”’ policy,
shot dead hundred of persons,
burned even babies still sucking
milk from their mothers, disem-—-
bowelled pregnant women and raped
to death many
teenagers and old women,
The massacre in Son My is only
one of the innumerable bloody
women, including
crimes perpetrated by the U.S, ag-
gressors and their Jackeys in
South Viet Nam, While waging their
brutal war of aggression in South
Viet Nam, the U.S, ruling circles
have turned many young amer-
iKKKans into inhuman killers. They
have been piling up crimes every-
where In South Viet Nam, The most
typical cases are the massacre in
Ba Lang An where over 1,500 people
were killed, that in Kong H'Ring
where nearly 1,500 people,were killed
or wounded, thar in the prisons of Pou-
lo Condor and Tay Ninh where near-
ly 1,000 people were killed or in-
jured.....alongside such criminal
acts, they are intensifying B-52
bombardments on populous areas
and the use of napalm and phos-
phorous bombs, toxic chemical
and gas to massacre the people and
devastate villages and crops.

Vietnam veteran Sgt. Lewis De-
lano of Fr, McClellan, Alabama,
was notifled November 25, 199
that -he would be given an unde-

for “‘unsuitability due to apathy,
defective attitudes and inability
to expend effort constructively’,
Delano chose to fight the charges
by facing a field board which would
determine his ‘‘suitability’’ to re-
main a soldier, because he be-
lieved the charges against him
were due to his opposition to the
war in Vietnam and as such in
violation of his First Amendment
rights, On January 7, 1970, he
was notified that proceedings a-
gainst him were discontinued and
that he would receive the honor-
able discharge he clearly de-

Delano is a leader of Ft. Mc-
Clellan’s Gis-WACs United A-
gainst the war in Vietnam, and
an editor of their newspaper Left
Face, Upon notification of the
Action against him last Novem-
ber, he contacted the GI Civil
Liberties Defense Committee of
New York. The Defense Commit-
tee requested legal help from ar-
torney Peter Rinaskopf of Atlanta,
associate legal director of the
Southern Legal Action Project
GLAP). Rindskop{, immediately
demanded that proceedings against
Delano be dissolved, and that the
ffeld board hearing (AR 636-212)
be cancelled.
Delano’s original hearing was
Scheduled for January 6, and was
Postponed until January 12, but
before the hearing could be held
Convening Authority Colonel Lad-
Bon conceded to Rindskopf's de-
mand and dissolved the proceed-
ings, Delano’s military attorney,
Capt. Ganobcik, was informed of
the decision January 7.
Delano, was served 12 months
in Vietnam, had excellent conduct
ratings until he became active in
the GI anti-war movement last
Spring, Twenty-two years old, he
has been awarded the National De-
fense Service Medal, the Vietnam
Service Medal, the Vietnam Cam-
paign Medal, Army Commendation
Medal and the Bronze Star for
“*meritorious service’, The GI Ci-
vil Liberties Defense Committee
considers Delano’s victory an im-
portant step forward for consti-
tutional rights in the Armed For-
ces and a blow against the Army's
attempt to punish Delano for his
anti-war views,
This is the fourth time the brass
has retreated faced by soldiers
who refuse to accept penalties and
harassments for their anti-war ac-
tivity. Pvt. Steve Dash of Fr.
jackson, 5,C,, member of Gis
United Against the War in Viet-
nam, was honorably discharged
last September after a summer
field board hearing was held to
determine his ‘‘fitness’’. A/l C
Larry Friedberg of Wright Pat-
terson Air Force Base, Ohio, was
threatened with a general dis-
charge for character and behavior
disorder (read anti-war views and
activity) but was granted an hon-
orable on December 17, 2 1/2
years early, after insisting upon
his rights, Pic, Thomas Hathcock,
like Delano a member of Ft, Mc-
Clellan’s Glis-WACs United A-
gainst the War in Vietnam, was
notified August 4, 1969, that he

pushed ahead the repression of peo-
ple of various strata, nationalities

in their own ranks that advocate

soon to claim a pattern, there is
no doubt that the Army has been
forced by pressure from the sol-
diers, the public, the attorneys

place in South Viet Nam if the U.S

As a matter of fact, with its
aggressive and bellicose policy,
the U.S, has flagrantly encroached
upon the freedom and right to self-

namese people. It is the over half
a million ameriKKKan and Satellite
troops that have daily sowed death
and destruction in South Viet Nam.
The White House and the Pentagon

committed the crime of aggression
and the crimes of war in South
Viet Nam, must bear full respon-

world’s people, including the amer-
iKKKan people, to strongly condemn
the U.S, aggressors and take ef-
fective measures to check the
latter's criminal hands, and, to-
gether with the Vietnamese people,
demand that the U.S, immediately
stop its war of aggression andtotal-
ly and unconditionally withdraw U.S,
and satellite troops from South
Viet Nam, letting the South Viet-
namese people settle their own in-
ternal affairs by themselves without
foreign intervention,
The more the US, and ite hench-

FIGHT
On January 2, 1970, Chief Judge
Algernon Butler of North Caro-
lina’s federa] district court de-
nied a motion for preliminary in-
juction which sought immediate on
post distribution rights for the GI
anti-war newspaper, Bragg Briefs.
The motion was argued before
Judge Butler last November 12,
by noted constitutional attorney,
Leonard B, Boudin of New York.
This federal court action was
taken by attorneys Leonard Bou-
din, Laughlin McDonald of Chapel
Hill, N,C,, and Howard Moore of
Atlanta, Ga,, in association with
the GI Civil Liberties Defense
Committee on behalf of members
of Gls United Against the War in
Vietnam at Ft. Bragg.
In his decision, Judge Butler
reviewed the facts of the case
without discussing the points of
law in favor of or against either
First Amendment rights for sol-
diers or, specifically, the pro-
blem of freedom of the press for
soldiers, He accepted Ft. Bragg
Commanding General Tolson's
contention that permission to dis-
tribute the publications would con-
stitute a clear danger to the
loyalty, discipline and morale of
the military men under Tolson's
command, In addition, Butler
stated that the plaintiffs did not
clearly establish the fact that they
are being denied a constirutional
right.

Comrades!
A fierce struggle is going on
in the international arena today
between socialism and imperial-
ism, between the forces of revo-
lution and the forces of counter-
revolution. The socialist forces,
the national-liberation movement,
the working-class movement and
the democratic movement continue
to grow on a world-wide scale,
The flames of liberation struggle
are fierce particularly in Asia,
Africa and Latin America, Im-
perialism is meeting with a de-
termined resistance of the peoples
and dealt most severe blows in
these areas, The peoples whohave
risen in the struggle are winning
fresh victories in their revolution-
ary cause of smashing the old world
of imperialism and colonialism and
creating a new world.
The growth of the coo ieee
forces of the world headed by
socialism and the collapse of the
colonial system have markedly
weakened the forces of imperial-
ism. The internal contradictions of
imperialism have become more
acute and the discord among the
imperialist powers has been ag-
gravated, The imperialists are
suffering telling blows from within
and without and are getting still
deeper into hot water,
The revolutionary movement
cannot be free from vicissitudes
in the course of its development,
but the general situation is de-
veloping in favour of socialism
and the revolutionary forces and
to the disadvantage of imperialism
and the reactionary forces, Vic-
tory of socialism and downfall of
imperialism are the main trend
of our times that no force can
check.
But imperialism does not re-
cede from the arena of history
of itn own will. The aggressive
nature of imperialism ‘cannot
change and imperialism still re-
mains a dangerous force. The im-
perialists desperately try to find
a way out of their doom in ag-
gression and war,
The aggressive manoeuvrings
of the imperialists led by U.S.
imperialism have become more
undisguised in recent years. The
U.S. imperialists are perpetrating
acts of aggression against the soc-
falist countries and the indepen-
dent national statés, brutally sup-
pressing the national-liberation
movements of the Asian, African
and Latin-American peoples and
disturbing peace in all parts of
the world.
Today, the U.S imperialists di-
rect the spearhead of aggression to
Asia, The U.S. imperialists have
brought more and more armed
forces into South Viet Nam in
flagrant violation of the 1954 Gen-
eva Agreements, carried out the
scorched - earth operations of
“burn all, kill all and destroy
all’ and have already extended
their bombing of the Democratic
Republic of Viet Nam to the Hanoi
and Haiphong areas, This shows
that the US imperialist policy of
“escalation of war’ in Viet Nam
has entered a new, serious phase.
The U.S imperialists are now run-
ning amuck to spread the war
flames to vast areas of Asia.
The U.S, aggressors, occupying
the southern half of our country,
are mad on war preparations;
they also occupy Tiawan, a terrl-
tory of the People’s Republic of
China, and incessantly commit pro-
vocative acts against People's
China,
The U.S. imperialists have re-
vived Japanese militarism to use
it as a ‘‘shock brigade’ in their
Asian aggression, They have a-
ligned the forces of Japanese mill-
tarism with the South Korean
puppets and are scheming to rig
up a “Northeast Asia military
alliance’ with this alignment as
the backbone,
The basic strategy of the US
imperialists in their Asian ag-
gression is to blockade and at-
tack the Asian socialist countries,
stem the rapid growth of the revo-
lutionary forces and prop up their
colonial rule in Asia by concen-
trating more and more US mill-
tary force in this region and mob-
ilizing the forces of Japanese mili-
tarism and their satellite coun-
tries and puppets. This machi-
nation on the part of the US, ag-
gressors aggravates the situation
in all parts of Asia to the ex-
treme and gravely endangers unl-
versal peace.
The intensified aggressive man-
oeuvrings of the imperialists led
by U.S, imperialism are no signs
of their mightiness; they indicate,
on the contrary, that they have
been placed in a more difficult
situation. The desperate en-
deavours made by U.S. im-
perialism in Asia, Africa and
Latin America only testify that the
forces of socialism are growing,
the anti-imperialist revolutionary
movement Is unfolded intensively
and the imperialist. foothold its
shaken to its very foundations in
these @reas,
No amount of manoeuvres onthe
part of the imperialists cancheck
the mounting WUberation struggle
of the peoples or halt the tri-
umphant onward marchofsocial-
ism. The imperialists will surely
be kicked out of Asia, Africa and
Latin America and eventually be
defeated by the revolutionary
Struggle of the peoples. Ultimate
triumph of socialism and complete
downfall of imperialism are in-
evitable. This is an inexorable law
of historical development
All events taking place in the
international arena substantiate
still more clearly that U.S. im-
perialism is the main force of ag-
gression and war, the international
gendarme, the bulwark of modern
colonialism and the mostheinous
enemy of the peoples of the whole
world.
U.S. imperialism Is target No. 1
in the struggle of the world peoples.
It is the primary task of the social-
ist countries and the Communist
and Workers’ parties to enlist and
concentrate the broad anti-imper-
lalist forces in the struggle a-
gainst US imperialism. Only by
fighting resolutely against US
imperialism can world peace be
safeguarded and the revolutionary
struggle of the peoples be crowned
with victory,
At the present period the attitude
towards US imperialism is a major
yardstick to verify the position of
the Communist and Workers’ par-
ties. The Communists should al-
ways hold fast to the principled
position of opposing imperialism,
U.S. Imperialism above all. Par-
ticularly today when the U.S im-
perialists are expanding aggres-
sion In Viet Nam, all the social-
ist countries should take a still
more frigid and tougher attitude
towards U.S. imperialism. We
should never tolerate renunciation
of principle and compromise with
US imperialism in international
affairs.
The socialist countries, even if
they maintain diplomatic relations
with the Imperialist states, should
not dissolve their anti-imperialist
Struggle therein or weaken it for
that reason, The socialist coun-
tries should adhere to class prin-
ciple in diplomacy, too, and should
bring pressure to bear upon U.S,
imperialism and expose and con-
demn its policy of aggression and
war,
It {s also wrong only to shout
against US. imperialism without
taking concrete actions to stop U_S,
imperialist aggression. Partic-
ularly, one should not cause dif-
ficulties to the anti-imperialist
forces taking practical measures
in unity for dealing blows at the
US Imperialist aggressors, If
such an act is committed, US
imperialists’ aggression cannot be
prevented, On the contrary, it will
make the U.S. imperialists more
arrogant and outrageous, and even-
tually encourage their acts of ag-
gression,
It ts a principle of the foreign
policy of the socialist countries
to struggle against the imperialist
policy of aggression and war for
world peace and security. While
fighting to prevent war, however,
the Communists should never fear
it, but should thoroughly annihilate
the aggressors when the imperial-
ists make armed attack on us, Only
by holding fast to the principled
stand of opposing irperialism and
by waging a resolute anti-
imperialist struggle, is it pos-
sible to check imperialist aggres-
sion and defend peace.
Especially, the socialist coun-
tries should be duly vigilant over
the fact that today the U.S. imperi-
alists, while refraining as far as
possible from worsening their re-

lations with big countries, direct
the spearhead of their aggression
mainly to Viet Nam and try to
swallow up such divided or small
countries as Korea, Cuba and East
Germany one by one, Attention
should be directed atthe same time
to the possible manoeuvrings of
the U.S, Imperialists to ease the
Situation or maintain the status
quo in Europe to concentrate their
forces on aggression in Asia.
In this case, the easing of tension
on one front by no means contrib-
utes to improving the general in-
ternational climate, but, on the
contrary, provides conditions for
the imperialists to Intensify ag-
gression on the other front. It,
therefore, constitutes a greater
danger to world peace and secur-
ity.
In the present situation, the U.S.
imperialists should be dealt blows
and their forces be dispersed to
the maximum in all parts and on
every front in the world--in Asia
and Europe, Africa and Latin
America and in all countries, big
and small--and they should be
bound hand and foot so that they
may not act arbitrarily, Only in
this way can we succeed in foiling
the strategy of the U.S, imperial-
ists to destroy the international
revolutionary forces including the
socialist countries one by one
concentrating thelr forces in this
or that area or country.
Our Party and people will carry
on an unflinching struggle against
the imperialist forces of aggres-
sion led by US. Imperialism and
strive to unite with all forces op-
posing US. imperialism.
To defend world peace, itis nec-
essary to fight the allies of US
imperialism, while struggling a-
gainst US. imperialism, Struggles
should be intensified against Jap-
anese and West German militarism
in particular.
Japanese and West German mil-
ftarism have been revived rapidly
under the active patronage of U_S
imperialism, Japan and West
Germany are regenerating into
hotbeds of war In Asia and Europe.
Under these circumstances, the
struggle against Japanese and West
German militarism can never be
neglected,
It Is a good thing that the so-
clalist countries are fighting
against the militarism of West
Germany, Our Party and people
are opposed to the revival of West
German militarism and its revan-
chist ambition, and strongly de-
nounce the U.S imperialists for
their criminal act of actively en-
couraging it, We support the stug-
gle of the German people and the

position of the German Democratic
Republic against the rearmament
of the West German militarists.
We must be aware of the danger
of Japanese militarism in Asia
along with that of West Ger-
man militarism in Europe. As all
the socialist countries struggle
against West German militarism

imperialism
petallem are knit together In an
alliance subordinating the latter
to the former for their common
interests in Asian aggression and
are in league with each other po-
litically, economically and mill-
tarily. The contradictions between
the United States and Japan should
not be overestimated and the sub-
ordinate alliance between the two
should not be underestimated,
We should harbour no illusion
as to the Japanese ruling circles
and should not pin any hopes on
them, If we overlook the danger
of Japanese militarism and be-
come intimate with the Sato gov-
ernment, it fs, in fact, tantamount
to encouraging the foreign expan-
sion of the Japanese rulingcircles
and to consolidating the position
of US imperialism in Asia.
The socialist countries may de-
velop economic relations with Ja~
pan but should make no bargain-
ing with its ruling circles on po-
litical questions. The relationship
with the Sato government should
in all clrcumstances be formed
in the interests of the Japanese
people and of the anti-imperialist
struggle as a whole.
Today the Japanese people are
fighting against U.S imperialism
and Japanese monopoly capital in
defense of the security of Japan
and world peace. The struggle of
the Japanese people gives a heavy
blow to the Asian aggression of
U.S. impertalism and to Japanese
militarism and contributes to the
cause of world peace,
The Korean people emphatically
condemn the aggressive schemes
of the Japanese militarists, The
rearmament of Japanese mili-
tarism and its aggression against
South Korea should be stopped de-
cisively and the ‘‘South Korea-
Japan treaty’’ concluded under the
manipulation of the U.S. imperial-
ists be abrogated. Japan should
free herself from under U.S. im-
as well as US. imperialism in perialist domination and develop
Europe, sothey shouldfightagainst along the path of independence and
Japanese militarism as well as democracy, The Korean people
U.S, imperialism in Asia,
Japanese militarism has made
its appearance in Asia as a dan-
gerous force of aggression today.
Japanese militarist forces
harbour an illusion of realizing
their old dream of the ‘'Greater
East Asia Co-Prosperity Sphere’
with the backing of U.S, imperial-
ism. Japan’s Sato government, with
the active supportofU.S_ imperial-
ism, has not only mapped out plans
of war to invade Korea and other
Asian countries but already started
stretching out Its tentacles of ag-

virtually been formed among U.S
imperialism, the Sato government
of Japan and the South Korean pup-
pet clique through bilateral mili-
tary agreements, The Sato govern-
ment has become anactiveaccom-

supplies including various weapons

infiltration into a number of Asian,
African, and Latin - American
countries under the specious name
of ‘‘aid,’’ ‘*joint development’ and
*‘economic and technical co-oper-
ation."*
The struggle against Japanese
militarism is a struggle to defend
peace In Asia and the world and
is an important part of the strug-
gle against U.S. imperialism, All
the socialist countries should at-
tach importance to the struggle
against Japanese militarism and
frustrate its aggressive designs
by concerted action. Especially,
they should thoroughly lay bare
and baffle the attempts of Japan's
Sato government to disorganize the
anti-imperialist front under the
guise of a ‘friend’ of the Asian,
Anrieen and Latin-American peo-
True, there exist certain con-
tradictions between U.S. imperial-
ism and the Japanese ruling cir-
cles, and the socialist countries
may take advantage of the con-
tradictions in the Interests of the
anti-imperialist struggle when
they are aggravated in the future.
But we must view the U.S -Jap-
in
fully support and express militant
solidarity with the Japanese people
headed by the Communist Party
of Japan in their struggle for the
complete independence and demo-
cratic progress of Japan,
U.S, imperialist aggression in
Viet Nam and the struggle of the
Vietnamese people against it are
the focal point of the struggle be-
tween the forcesofrevolution and
counter-revolution at the present
moment,
The aggression of U.S. imper-
falism in Viet Nam is not only

The South Viet Nam National Front
for Liberation has aleady liberated
four-fifths of the territory andtwo-
thirds of its total population, while
the North Vietnamese people are
successfully repulsing the bar-
barous bombings of U.S, imperial-
ist air pirates. The heroic anti-
U.S ,national-salvation struggle of
the people of North and South Viet
Nam affords an example to the
peoples of the whole world fighting
against imperialism for peace,
democracy, national independence
and socialism, and inspires them

patriotic, nationalistic sectors,

imperialism, its allies and its pup-

perialism is suffering the greatest
. defeat in its history. In South Viet
Nam, the Yankees have used their
vast military power and have em-
ployed the most savage and in-
human weapons including bacterio-
logical warfare, for example, but
they have gained nothing against
the indomitable will of the Viet-
namese people,
The victorious peoples war in
South Viet Nam has obliged Yankee
imperialism to switch from its
aggressive counteroffensive stra-
tegy to a passive defensive stra-
tegy. Viet Nam will win and the
Yankee aggressors and their al-

Viet Nam, imperialism's war of
escalation has suffered its most
crushing defeat and the people,
“until yesterday led by the immor-
tal Ho Chi Minh, have defended
their sovereignty with eminent
success. OSPAAAL has maintained
an inalterable position of solidarity
with Viet Nam, with the ten potnts
presented in the Paris conference,
and with the Provisional Revolu-

In Laos, the war for liberation
has grown tremendously and the

strongly punished violations of its
territory by imperialist espionage

The geographic region which we

East deserves special mention;
there the people of Palestine, un-

ing Zionist expansion and the evil
aggressive policies of inter-
national imperialism headed by the
United States,
Latin America is one the
points selected for confrontation
between the people and the imper-
jalist forces, Since the triumph
of the Cuban Revolution, the peo-
ples of Latin America have
awakened from the political le-
thargy imposed by Yankee impe-
rialism andthe reactionary cliques
of the native oligarchies, Cuba
pointed the way for the people
of Latin America, The highest |
expression of revolutionary com-
mitment in Latin America was
that directed by Comandante Er-
nesto Che Guevara as leader of
the International Army, Venezuela,

will not collapse easily, that it

beast, will make use of every wea-

We believe that the workers’
movement should introduce into its
own plan of struggle the means
“necessary to motivate a more in-
tense anti-imperialist fight.
The workers’ trade union move-
ment in Latin America must
be alert to the different forms
imperialism is utilizing to con-
trol the people and the working
class, of the so-called ‘'demo-
cratic representation’ by which
demagogy, reform and oppor-
tunism are joined, and which is
one of imperialism's most useful
weapons for maintaining its con-
trol over people,
In many countries of the so-
called Third World and especially
in Latin America, the workers .
are dragged along in these elec-
toral battles In the belief that
through these elections or a sim-
ple change in a government group
they will win satisfaction of their
minimal political, economic and
social rights; but the hard and
cruel reality is the opposite, for
the cliques and political organi-
zations that have the possiblity
of really winning power are ac-
tually no more than marionettes
controlled by imperialist wires.
It is well known that different re-
ligious beliefs, political persua-
sions, economic and Social situa-
tions and many different {deolog-
ical shadings exist within the
trade union movement. Within this
amalgam of criteria which the
trade union movement represents,
the class enemy has easily in-
filtrated the trade union move-
ment of the under-developed coun-

tries as well as that of the highly
developed capitalist countries. Im-
perialism and its many branches,
the ruling class, has taken ad-
vantage of this opportunity to in-
troduce bourgeois agents and op-
portnists of all kinds, reformists
and innocent workers with no ideo-
logical understanding, who have
taken control of the most power-
ful workers associations, both na-
tional and international, and have
become its elite leadership, mem-
bers of a workers’ aristocracy.
The gangster clement in the
North ameriKKKan workers*
movement is no secret, nor is
the infiltration by agents of the
amerikKKan intelligence service
CIA in such international trade
union organizations as ORIT, Inter-
American Regional Workers
Organization and others.
We know the influence ORIT ex-
ercises in many national associa-
tions in the countries of Latin
America, the boycotts the ORIT in-
stigated through certain of its Latin
American workers centers 4-
gainst ships going to Cuba, which
was nothing more than an action
ordered by the CIA against the
Cuban Revolution and therefore a-
gainst the international workers’
movement. Recently certain things
have entered the picture in the
Peruvian situation which also con-
firm this,
Comrade delegates to the 7th
Congress of the World Trade
Union Movement, we hope that out
of this Conference will come im-
portant agreements which will ac-
tively aid the peoples" liberation
struggle, A militant salute to the
valiant struggle the working class
in France and Italy is waging a-
gainst the exploitative bourgeois
power in their countries; and a
Salute also to the continuing re-
sistance of Greek and Portuguese
workers to their fascist dictator-
ships.
It is necessary that this Con-
gress support concrete actions of
international solidarity with the
heoric people of Viet Nam. Nixon's
imperialist government is now try-
ing to mislead international public
opinion with its false proposal of
troop withdrawals and other lies,
It is up to us to start the ex-
posure of these Imperialist man-
euvers and to raise the princi-
palled banner of heroic Viet Nam.
Comrades of the workers move-
ment, our struggle is a struggle
to death against imperialism, ex-
erting our strongest efforts in be-
half of the working class and all
oppressed peoples who are bring-
ing into reality the immortal slo-
gan of the heroic guerrilla Coman-

that shows whether one is reso-
lutely opposed to imperialism or
not and whether one actively sup-
ports the liberation struggle of
the peoples or not, The attitude
towards the Viet Nam question is
a touchstone that distinguishes be-
tween the revolutionary stand and
the opportunist stand, between pro-
letarian internationalism and na-
tional egoism,
All the socialist countries and
peace-loving peoples should op-
pose the aggression of U.S, im-
rialism in Viet Nam and render
every possible support to the peo-
ple of Viet Nam in their righteous
war of Mberation. As the Demo-
cratic Republic of Viet Nam Is
subjected to aggression by the U.S
imperialists, the socialist coun-
tries should fight more sharply a-
gainst them and make every ef-
fort to support the people of Viet
Nam. There should be neither
vacillation nor passivity whatever
on this point,
All the socialist countries should
pool their strength and come to the
aid of the fighting Vietnamese peo-
ple and should foil the aggression
of U.S imperialism against Viet
Nam by joint efforts. At present,
however, the countries of the so-
clalist camp are not keeping step
with each other in opposing U.S,
imperialist aggression and aiding
the Vietnamese people because of
the differences among them. This
afflicts the fighting people of Viet
The fraternal parties are notal-
lowed to engage only in polemics
over the Viet Nam question at the
gression, It is the Workers’ Party
of Viet Nam that is master of the
Viet Nam question, No one has the
last say on this question except
the Workers' Party of Viet Nam,
As far as the Viet Nam question is
concerned, the fraternal parties
should at all times follow the pol-
icy of the Workers Party of Viet
Nam and support Its stand. As re-
gards the aid given by the frater-
fal countries to the Democratic
Republic of Viet Nam, too, it is
none other than the Workers’ Party
of Viet Nam that can pass correct
judgment on it and the fraternal
parties should respect it.
Today's situation is different
from that of yesterday when the
Soviet Union was making revolu-
tion all alone, Since there was no
other socialist country inthe world
at that time, the Soviet Union had
to cope with all matters, supply of
arms included, for itself, But today
when there exists the powerful
socialist camp is there any reason
why the Vietnamese people should
not receive ald from the fraternal
socialist countries in the harsh
war against the common enemy?
The socialist countries are duty
bound to offer ald to the Demo-
cratic Republic of Viet Nam and
the Vietnamese people are entitled
to recelve it. If the ald of the so-
clalist countries to the Vietnamese
people is used effectively in the
battle against the U.S Imperialist
aggressors, then it ts all to good
a thing, by no means bad, Inorder
to defeat the U.S. imperialist ag-
eressors in Viet Nam, all the
brother countries should give more
aid to the Democratic Republic of
Viet Nam.
Such, we consider, is the revo-
lutionary stand of opposing US.
imperialist aggression in Viet Nam
indeed and {s the internationalist
stand of helping the Vietnamese
People in good earnest,
Now is not the time for the so-
clalist countries to stand by idly,
only extending political support to
the people of Viet Nam. , They
Should take more positive actions
to ald the Vietnamese people, In

NATIONAL HEADQUARTERS

Evers member of the BLACK PANTHER PARTY throughout this
country of racist America must abide by these rules as functional mem-
bers of this party. CENTRAL COMMITTER members, CENTRAL
STAFES, and LOCAL STAFES, including all captains subordinate to
cither national, state, and local leadership of the BLACK PANTHER
PARTY will enforce these rules, Length of suspension or other dis-
ciplinary action necessary for violation of these rules will depend on
national decisions by natiomal, state or state area, and local committees
and staffs where said rule or rules of the BLACK PANTHER PARTY
WERE VIOLATED.
Every member of the party must know these verbatum by heart.
And apply them daily. Each member must report any violation of these
rules to their leadership or they are counter-revolutionary and are abe

What We Want
What We Believe

1. We want freedom. We want power to determine the destiny of our
Black Community.
We believe that black people will not be free until we are able to deter-
mine our destiny
2. We want full employment for our people.
; We believe that the federal government ts responsible and obligated to
give every man employment or a guaranteed income. We beheve that if
the white American businessmen will not give full employment, then the
Means of production should be taken from the businessmen.and placed in
the community so that the people of the community can organize and em:
ploy all of its people and give a high standard of living

3. We want an end to the robbery by the CAPITALIST of our Black
Community
We believe that this racist government has robbed us and now we are
demanding the overdue debt of forty acres and two mules. Forty acres
and two mules was promised 100 vears ago as restitution for slave labor
and mass murder of black people, We will accept the payment in currency
Which will be distributed to our many communities. The Germans are now
aiding the Jews in Israel for the genocide of the Jewish people. The Ger-
mans murdered six million Jews. The American racist has taken part in
the slaughter of over filly million black people; therefore, we feel that this
is a modest demand that we make
1, We want decent housing, fit for shelter of human beings.
We believe that if the white landlords will not give decent housing to
our black community, then the housing and the land should be made into
cooperatives so that our community, with government aid. can build and
make decent housing for its people
5. We want education for our people that exposes the true nature of this
decadent American society. We want education that teaches us our true
history and our role in the present-day society.
We believe in an educational system that will give to our people a knowl-
edge of self. If a man does not have knowledge of himself and his position
in society and the world, then he has little chance to relate to anythinj

6. We want all black men to be exempt from military service.
We believe that Black people should not be forced to fight in the mili-
tary service to defend a racist government that does not protect us. We
will not fight and kill other people of color in the world who, like black
people, are being victimized by the white racist government of America.
We will protect ourselves from the force and violence of the racist police
and the racist military, by whatever means necessary.
7. We want an immediate end to POLICE BRUTALITY and MURDER
of black people.
We believe we can end police brutality in our black community by or-
ganizing black self-defense groups that are dedicated to defending our
black community from racist police oppression and brutality. The Second
Amendment to the Constitution of the United States gives a right to bear
arms. We therefore believe that all black people should arm themselves
for self-defense
8. We want freedom for all black men held in federal, state, county
and city prisons and jails.
We believe that ail black people should be released from the many
jails and prisons because they have not received a fair and impartial trial
9. We want all black people when brought to trial to be tried in court by
a jury of their peer group or people from their black communities, as
defined by the Constitution of the United States.
We believe that the courts should follow the United States Constitution
30 that black people will receive fair trials. The 14th Amendment of the
U.S. Constitution gives a man a right to be tried by his peer group. A peer
is a person from a similar economic, social, religious. geographical, en-
vironmental, historical and racial background. To do this the court will be
forced to select a jury from the black community from which the black
defendant came. We have been. and are being tried by all-white juries
that have no understanding of the “average reasoning man” of the black
community
10. We want land, bread, housing, education, clothing. justice and peace.
And as our major political objective, a United Nations-supervised plebis-
cite to be held throughout the black colony in which only! black colonial
subjects will be allowed to participate, for the purpose of determining the
will of black people as to their national destiny.
When, in the course of human events, it becomes necessary for one
people to dissolve the political bands which have connected them with
another, and to assume. among the powers of the earth, the separate and
equal station to which the laws of nature and naturg’s God entitle them. a
decent respect to the opinions of mankind requires that they should declare
the causes which impel them to the separation
We hold these truths to be selfevident. that all men are created equal:
that they are endowed by their Creator with certain unalienable rights;
that among these are life, liberty. and the ptrsuit of happiness. That. to
secure these rights, governments are instituted among men, deriving their
just powers from the consent of the governed: that, whenever any form of
Hovernment becomes destructive of these ends, itis the right of the people
to alter or to abolish it, and to institute a new government, laying its
foundation on such principles. and organizing its powers in such form, as
lo them shall seem most likely to effect their safety and bappiness. lru-
