ular is so outrageously obvious that
even these shameless pigs should not
have the gall to try to pull it off,
But the fact that they are going full
speed ahead with their disgraceful con-
Spiracy should make it clear to the
American people, once and for all, that
a desperate hour is uponus and we have
no time to loose if we areto salvage the
situation, Because one thing must be
made absolutely clear to America: no
matter what the White people of
America are prepared to accept, Black
people do not accept this ultimate at-
tempt to bind and gag Bobby Seale with
death because of the fearless leadership
that he has given to our people.
Black people will never accept this
premeditated decision of the fascist
power structure to murder Chairman
Bobby Seale in the Electric Chair, So
that the question is nowposed, pure and
simple: Is America going to have a
Class War or a Race War? The fascists
have already declared war upon the peo-
ple, Will the people as a whole rise up
to meet this challenge with a righteous
People’s War against these fascist pigs,
or will Black people have togoitalone,
thus transforming a dream of inter-
racial solidarity into thenightmare ofa
Race War? “
Our brothers are being murdered in
their sleep by the shock troopers of the
power structure; our offices are being
subjected to all-out military attack; our
lawyers are being sentenced to prison
along with us; and the fascist Nixon
Administration has unleashed the polit-
ical police of the F.B,I, and thrown
away all pretenses of justice and e-
quality under the law, Lip-service to
the Constitution of the United States
of America has been replaced by out-
right fascist terror and naked repres-
sion, Hundreds of our Party members
have been jacked-up on highly political
charges, Scores of our Party members
languish in jails and prisons, subjected
to scandalously high bails that are
tantamount to RANSOM, Throughout the
length and breath of this depraved land,
the situation is the same, It is nothing
but an attempt to sabotage the 400
year struggle of our people for free-
dom and liberation,
Our Minister of Defense, Huey P,
Newton, teaches us that in order to
have security from the unceasing ag-
gressions of the enemy, we must always
be in a position to inflict a political con-
sequence upon the aggressor for each
act of aggression, This attempt to mur-
der Chairman Bobby Seale cold-
bloodedly in the Electric Chair is an
open provocation and the ultimate ag-
gression against Black people, It is a
calculated step taken by fascist pigs in
the unfolding of thetr vicious blueprint
of genocide against Black people, We,

alone, must be prepared to unleash the
ultimate political consequence upon this
racist nation, Theultimate political con
sequence which Black people have in
their power to unleash is RACE WAR,
Indeed, we have been and at this very
moment are the victims of asystematic

Party, as everybody knows, hastakena

this disasterous RACE WAR which the

the so-called freedom loving White peo-
ple of America do not stand up now,
while there are still a few moments of
time left, and put an end to the perse-
cution of Chairman Bobby Seale, then
Black people will have to go it alone
and step forward alone, This will mean
the end of our dreams for the Class
War which America needs and the be-
ginning of the Race War which America

As time goes by, I think it will
become very clear to people in gen-
eral that the coming of Huey Newton
and the founding of the Biack Panther
Party by him and Bobby Seale was
truly an historic event, Because you
almost have to starvi dealing with re-
ligious categories to talk about the
importance of what they did, It must
always be kept in mind that of Huey
and Bobby, Huey is/was the dynamo,
the source, the prime mover, And it
was he who set the standard by which
Biack men from that point on will be
measured by themselves, by Black men
and by Black women, In this sense,
it doesn’t really matter how White
beople judge Huey or wih:2ther or not
they understand why he is so important
to us. The important thing is the pro-
found effect that he has had in elevat-
ing the consciousness of Black people
inside the United States, It is very
clear also that Huey’s influence has
Spread beyond Black people, and that
there are many young White people
who relate charismatically to Huey
Newton, But Huey has charisma for the
average young Black cat and definitely
has charisma for young Black women,
Huzy was able to influence people who
have never been influenced in the his-
tory of the United States. Huey was
able to take the dispossessed and for-
gotten element--we call them the
“brothers aid sisters off the block"’,
those who live in the urban ghettos
and who are nol represented by any
organization, any political machinery.
Huey was able to take winos and dope
fiends, thieves, pimps and to politi-
cize them and give them the motiva-
tion and the disctpline to participate
in organized political activity, This
was a fantastic achievement. The
closest that anyone ever came to that
in the past was Elijah Mwiammed and
the Black Muslim Movement. Through
the voice of Malcolm X, the Black
Muslims were able to reach some of
the same people. The people wom Huey
Newton was able to reach are the
people who listened to Maicolm X,
The people who would listen to Malcolm
X but who wouldn’t join his organiza-
tion but who listened to him sympatheti-
cally. Huey was able to strike a fire
in their hearts and to infuse them with
an enthusiasm that was miraculous.
But you could understand that and how
that could be done when you see Huey
in action on the scene of oppression,
when you see a scene go down, the type
of scene that Black people have been
subjected to for centuries, I'm speak-

ing of confrontations that speak of
death. Scenes where some Black per-
son has just been brutalized by a cop
or as in Richmond, California, April,
1967, when the police killed, in the
most vicious manner, Denzil Dowell,
a young Black man; and whose mother
was upset and demanding an investiga-
tion,
Her son had been murdered in the
most blatant and vicious manner shot
down in an alley with a shotgun by
pigs. And this mother was very upset
as we can understand and all she wanted
was an investigation, She wanted some-
thing to be done about it and she went
to the authorities and asked the authori-
ties to have a Grand Jury investiga-
tion, The Coroner rushed through his
investigation and called it justifiable
homicide. And here was this mother
with a huge family, I think about four-
leen people in her family, a very poor
woman, a woman who was ill, a women
who had been more or less robbed
by life years ago and whose only per-
Spective was to see her children, all
finally grow up and do the best that they
could. And Denzil Dowell was kind
of the jewel of the family. I’m sot
sure whether or not he was the baby
of the family but his mother was very,
very fond of him because he was the
one in the family whom she could rely
on, to whom she could turn and ask
to do things, to run errands for her
when other people didn’t seem to be
available. Denzil Dowell was her right
hand and he had gone out of the house
to do something for her and he never
came back, Someone came toher house
and told her that the police had just
killed her son, She was in hysterics
almost. She was hysterical for justice,
She put out this call to all the Black
organizations to come and talk to her,
to have a meeting at her home so that
something could be done about the mur-
der of her soa. She asked for the
NAACP, the Urban League, and CORE,
and some of the religious organizations
just to come and discuss this with
her because she was not well enough
to go and visil all of them. And she
asked them to send a representative
and she didn’t even know about the
Black Panther Party. But at the mo-
ment, the time that was set aside for
this meeting, we showed up, the Black
Panther Party showed up, aad none of
the other organizations showed up,
And it wes around this incident,
trying to do something for Mis. Dowell,
that I really became convinced that I
had to join the Black Panther Party.’ ’
Thal’s the moment when_it.was clear
iscsi: to me ‘that I was a Black Panther,
“~ I had been associating with the Panthers
and I had been strongly attracted to the®
Panthers but out of this attempt to
get this investigation, there were Mery...,
_ times when I saw Huey step forward,
_s2 under the guns of the police, ina very,
fearless manner, Not for money; not,
: for any compensation of that type,
but out of the desire to do something.
<e for his people. To see Huey Newton
step forward confront murderous,

- him do this fearlessly and to hear him *
articulate the grievances of his ©
beople and to hear him hurl forth an
implacable demand for alleviation of:
these grievances, it was a thing that
has to be seen in a certain perspec- *
tive and in a certain context. If you
can uiderstand that then youcanunder-
Stand why and how Huey P. New‘on
was able to get other Black men and
women to pick up the gun and stand
with him in defense of our people.
When Huey was on the streets out
of jail, he was always in a hurry.
Huey walked fast, he talked fast, in
everything he did there was a sense
of urgency about it, because he knew
that time was very shori for him,
He fully expected to be shot down some
night, to be killed by pigs. During those
days it was like walking on egg shells,
egg shells that were filled with ex-
plosives. Tension, tension was ex-
tremely high within the group, and every
moment was like the last moment,
And no one would have been able to ey
hold his cool unless Huey held his.
1 always got the impression that when
there would be a group of Panthers
together, they were ready to split and _
that they would all have gotten awey
from that scene, and gotten away from
each other, but for Huey standing there
firmly holding them together.
At this particular time that I was ©
trying to talk about when we were in —
Richmond, we visited the scene where
Denzil Dowell was shot down in this
alley, And there were about thirteenor —
fourteen members of the Black
Panther Party there all of whom were
armed except myself, I didn’t have a
gun, And when the cops found out that
we were there with guns, well just
reacting as they have always reacted *
in the past, they dispatched their troops
to the scene, And there were maybe
fifteen or twanty people from the com-
munity, Black people who knew Denzil
Dowell and who were concerned about
Denzil Dowell, and Deazil Dowell’s mo-
ther was there. You have to picture
this elderly Black women, In describ-
ing Denzil Dowell’s mother you have
fo picture an elderly stout woman;
a woman recognized by other peodle
in the community as being @ mother,
a grandmother; an elderly woman who
hal the appearance of\\heing weary
and tired; the type of women you might

DEMOCRACY FOR WHOM? ~
Under the United States Con-
Stitution, the highest law of the
land, every citizen is guaranteed
the cight to speak his mind, write
and publish his thoughts and as-
semble on the street to protest
against what he thinks Is wrong.
This is clearly written in the
Constitution. However, there are
always loopioles in the Consd-
tution which empower the State
with the authority to suppress
these basic rights if and when
fit so desires, As we have
witnessed many times, whenever
a large betty of men evoke their
rights to freedom of speech,
freedom of press and freedom
of assembly, the Stare, if annoyed
by tre words or demands of this
body of men, t besi-
ate to dispatch its armed troops
while at the same time declaring
~& State of martial law, Of course,
there is always an explanation,
or justification for this overt act
of repression; the “justification”
always Comes to us under the name
of “law and order’, the unwrit-
ten clause in the Constitution, This
comradictory system of justice-~-
the granting of certain civil li-
berties om the one hand and the
denying of these liberties oa the
other--is always the case of a
siate ruled by what is termed a
“bourgeois democracy"’. Under a
bourgeois Gemocracy, a govern-
ment by the wealthy, of the
weakhy aod for the wealthy; the
State exists only for the benefit
of the bourgeoisie, the owners of
the means of production. It could
be no other way. If the state were
ruked by, Say farmers, what we
would have then is a government
by, of and for the farmers, In other
words, the state is merely an in-
Strument employed by one class
to suppress sncther, The state Goes
Hot--cannot-~xist in the interest
of freedom tux rather to keep
down its adversaries, When class
antagonisms disappear and when
it is possible to speak of freedom,
the state, of course, then ceases
to exist,
We are taught at an carly age
that the term ‘democracy’ means
“rule of the people.”’ Bur what
we are not taught is that chere
are basically twu kinds of demo-
eracy---bourgeoisie democracy
and proletarian democracy. So now
we are left with the question, ‘‘A
democracy for whom? Let us take
a closer ook at this word
democracy and apply it to our
present-day society,
When the word democracy is
ased in our presence, many of us
immediately think of an imposirg
bullding which we have been taught
to call “‘the House of Congress, or
in some cases, “‘the House of
Parliament’ Inside this huge
building, we visualize two so-
called opposing groups of men,
ose group being the ‘‘majprity
power’ and the other group jocking
for position to become the majority
power at the next general clection,
Bur this, of course, is only the
machinery of a certain kind of
democracy, It does not relate to
che exsense of what a true demo-
cracy is. The essense of a true

Who are these representatives
of the people? Where do they come
from? Who are the people? What

people? These are fair questions
and, they deserve fair answers,
In a Society made up of classes,
class struggles and class contra-
dictions--that is, classes with an-
tagonistic interests, political
beliefs, etc. «~- the State, as is
always the case, invariably serves
the class that is in contro] of the
means of production. Owlng to this
“type of democracy”, the people
or the Demos. would be none other
than the economically dominate
class, since all the benefits of
democracy are not extended to
everyone, So what we have here
is a democracy for one class,
which is made up of a fractional
part of the entire population. The
represematives of the ‘‘people"’
the people in this case being the
weahhy class, the owners of the
means of prodaction -- are men
(who themselves are from
the wealthy class) who are elected
to office simply to serve *'the
ruling class.’’ Of course, the ex-
ternal characteristics of the state
~-coastkutions, general elections,
congress, party opposition, ete.,
=--may seem Gemocratic but the
State is nooetheless here to pro-
tect and serve the interests of
the ruling class. Even the pro-
Claimed democratic rights and
liberties are in the hands of the
ruling class. This is a bourgeols
democracy, Such is the type of
democracy that exists here in
America today, To quote Viadimir
Lenin; “"Bourgeols democracy, al-
though a great historical advance
in comparison with medicvalism,
always remains, and under capita-
ism is bound to remain, re-
stricted, truncated, false and
hypocritical, a paradise for the
rich and a snare and a deception
for the exploited, for the poor.”’
As long. as. claps antagonisms
exist, we can only speak of a
"democracy of classes.’ We can-
hot speak of a “'true’’ democracy
@ure democracy) as long as
classes exist, There can be no
equality between the exploiting
class and the class that is being
exploited, Ik is ignorant andmons-
trous to speak of equality between
the exploited and the exploiters.
Let us now examine another
kind of democracy: Proletarian
Democracy. In this type of demo-
cracy the state still exists to put
down Ks adversaries--the react-
jonary class, the former. owners
of the means of production. How-
ever, since the means of produce
tion are now in the hands of the
proletarjan, the working class, the
state now cxists in the interests
of the proletarian, whom, as |
mentioned earlier In tiis work
comprise the vast majority of the
eatire population, And the repre-
Sentatives of the people-- the
People, or the demos, now
the proletarian class-- are, of
course, clected to serve the pro-
letarian, being that they @he rep-
resentatives) are from the
jority class. “‘There is so longer
a need for the “‘two-Party”’ system
since there Is now a {

interests and political beliefs, The
state now becomes a system of
government by" of and for the
majority of the people--in other
words, a socialistic society, a
society where the people share
equally inthe things they commonly

will exist only so long

Proletarian Gemocracy.

term “free enterprise” is very
misleading, he existing state
would have us believe that capi-
talism is an ecooomic system tn
which the means of production aad
distribution are privately owned,
which in turns leads us to believe
that the owners of capita) are
separated from the stare. This,
however, Is not the case since
the owners of capital are the state
~-in this case, the state being the
bourgeoisie, In the development of
capitalism, the vast majority of
capktal is accumulated by a small
group of men who inevitably turn
their capitalistic monopoly intothe
governing body of the state in
question, When the working class
seizes the means of production,
all capital is then turned over to
all the people.
The existing state, through its
political educators--tigh school
government teachers, College po-
litical science professors and
the “‘popular’’ mass medila--in-
forms us that the right to dis-
sent is an essential ingredient of
a democracy. To take away the
right of dissente- freedom of
speech, press ani assembly --is
to infringe upon one’s basic free-
doms as guaranteed by the
Constitution, But, then, this is
good only on paper. Por we know
that the basic rights of millions
of Americans are being violated
each and everyday, as exempli-
fied by the ‘*Bobby Seale Trial.”
American jurisprudence once again
wiped its big ugly behind oa the
U.S. Constitution. Bobby's lidic-
rous imitation of a trial was just
another classic exampke of A-
merican toilet room justice,”’ In
hog-tying Bobby to the chair and
stuffing rags ia his mouth and
Genying him the right to private
counsel of his own choice, and of
speech, the American judicial
System merely revealed itself as
the most decadent form of juris-
prudence in existence. And to top
it off, Bobby was sentenced to
prison withcet the benefit of a
jury wlal. (The court sentenced
Bobby to four years in federal
prison on sixteen consecutive
counts of contempe of court.)

constitutional rights, but to do
this it would be a reiteration of
what has already been sald, What
I am trying to point out, is that
the existing state is an
apparatus for making laws that
are used as weapons against those
who are subordinate to the

That the American people have
been suffering a long train
of abuses and usurpations for many
years is needless to say, No matter
how hard we try, we cannot ne-
gate this harsh reality; we cannot,
with clear coasciense, divorce
ourselves from reality. The con-
tradictions are all there for all
of us to see. And indeed they are
glaring, Our eyes amd ears are
mot deceiving us, Yes, we shudder
in horror as we witness with our

STATEMENT
OF REPRESSION
February, 1970
Mon's International League for Bill of Rights was shown by the
Peace and Freedom, mieeting in
Philadelphia on February 14-15,
1970, deplores the growing climate
of repression in the United States.
The pressing problems which face
our society--racism and urban de-
cay, polarization between persons
of different political persuasions,
crowing disenchantment by youth--
will not be solved attempting to
repress their manifestations,
Spokesmen for the Administra-
tion are cultivating polarization by
categorizing political dissenters
as ‘ideological criminals’’ and in-
veiging against the media for re-
cent wave of attacks against the
Black Panther Party perpetrated
by federal, state and loca! authori-
tes evidences a lack of respect
for the Constitutional rights of ALL
mombers of society, More than
26 members of the Black Panther
Party bave been killed and much
of their property destroyed by law
enforcement agents,
Contributing to this atmosphere
of repression, the Senate has
passed, with little opposition, two
measures which repeal sections
of the Bill of Rights. The Organ-
ized Crime Control Acts sets a
five year statute of limitations on
the Fourth Amendment guarantees
against unreasonable searches and
seizures. It erodes the Fifth
Amendment by compelling persons
to give incriminating testimony
with no immunity from trial for
offenses so revealed, It allows jud-
ges to give additional 90 year jail
Sentences on the basis of illegally
obtained evidence and with po find-
ing of guilt beyond a reasonable
dGoult Further indifference to the
Senate when it passed the Con-
trolled Dangerous Substances Act
with its infamous ‘'no-knock"’ pro-
vistons,
The examples set by the fed-
eral government have encouraged
local officials to believe that they
can violate the rights of the poor
am unpopular with impunity, Teo
Black Muslims were shot by police
officers im Alabarna after their
society purchased a large tract of
land there. Countless unknown
members of minority groups are
dally subjected to lawlessarrests,
police brutality and lengthy incar-
ceration because they do not know
or cannot enforce their constitu-
tional rights
We call upon our lawmakers and
all agencies of the government
to respect the human and con-
stitutional rights of all members
of society. An orderly society,
with freedom and justice for all,
will mot be attained until and un-
less the right of each individual
to live ia human dignity, to be
free from racial diseriminatioa,
and to express his political views
without persecution is recognized
and enforced. We reaffirm our sup-
port of those, like the members
of the Chicago ‘“‘Conspiracy &’
and the Black Panther Party, who
courageously assert their consti-
tutional rights in the face of un-
lawful and oppressive govern-
memal interference. We express
our solidarity with those who are
persecuted by the government for
their attempts to change our racist,
oppressive society because we re-
cognize that no person is free
while his brother is in chains
WORDS ALONE WILL
NOT CHANGE CONDITIONS
For the past ten months art-
icles, flyers, leaflets, posters and
buttons have been circulated
throughout the communities in New
York state demanding the release
of the N Y. 21, White-mother coun-
try radicals have participated in
rallies and speaking engagements
concerning the release of these
revolutionary brothers and sisters
or the reduction of their ball.
For ten months thirteen brothers
and sisters have been incarcerated
on obviously trumped up charges--
while those ‘‘free-slaves’’ aim-
lessly wandered throughout this
unrestricted concentration camp,
crying ‘‘Free the N.Y, 21"'. Peo-
ple even remoely aware of the
fascist repression Black people in
particular and other peoples in
general are subjected to in this
country verbally supported the
freedom of these political pri-
soners.
In realizing that this is a mad-
dog, brutal society, we shouldalso
realize that the rhetoric--revolu-
tionary rhetoric included--will be
to po avail if we limit ourselves
to just that because this system
has, ever since capitalism was
first instituted as an economic sys-
tem, been deliberately adversive
to the needs and demands of the
masses of working class people

colloquial contents of language but
rather in the repressive Condition -
ing activities of the oppressor sys-

Hampton and Mark Clark, Its hit
the fan for Rapheal Viera of
the Y.L.O, Its hit the fan for
Preacherman of the Patriot Party,
And its hit the fan for the N.Y.

volutionary sisters of babylon, to
all the beautiful sisters in ba-

Let me tell you a Little bit about
the revolutionary sisters of the
work,
We must start with sister Erica
Huggins, for sister Erica has set
an example that all oppressed wo-
men of the work can relate to.
On January 17, 199, sister Erica
lost her very revolutionary husband
when members of the Cukral Na-
tionalise U.S, Organization mur-
dered him (John Jerome Huggins)
and Alprentice Bunmchy Carter.
In May of the same year, sister
. Erica was jailed in Conn, for the
alleged murder of a panther
brother, Alex Rackley, Since that
time she has been subjected to
torture that is extremly horrible
and seascless; her daughter Mai
whom was ouly three months old,
was separated from her. The
Sister is very well educated and
has worked hard in the struggle
for liberation, We should look
closely at what she did and we
should also see what is being done
to her. Sister Erica held up the
banner that John died to save, She
also was the acting Deputy Minister
of Defense for the Conn, Chapter.
This sister was truly on her job
and we must try to learn from
her example.
Sister Erica is not alone in our
Struggle for liberation, sisters of
the New York 21, and the Conn, 8,
have struggled for liberation of
the masses. These sisters are
presently being subjected to forms
of torture unimaginable. Two of
the sisters are pregnant, two in

Conn. One sister Francis Carter-
had delivered a baby boy named
Che Alprentice Carter. After birth
of this new warrior be was taken
away by the fascist racist state of
Conn. by saying that this beautiful
Sister was an unfit mother. At the
time she was arrested she was
serving the people, free breakfast
for school children, free clothing
and most of all free medical care,
The state has calledthis sister unfit
for trying to help the poor and
oppressed people in that state, We
Say right-on to the sister and thar
it is the state who is unfit, The
sisters mentioned above has shown
us the strength that is necessary
to carry out this struggle in a
racist fascist nation such as this,
These women are the examples of
the fact that we must struggle to
free all oppressed people of the
world.
We must also Jook at examples
of 4 revolutionary woman as set
by the Palestinian women. Their
husbands would leave the families
and be engaged in armed struggic
with the guerrilla forces. Whea the
husbands died they would send their
sons, for these women realized that
the struggle for oppressed peoples
Uberation must be carried on, When
they had no more sons to send they
would send thelr daughters and
finally if necessary the women
went themselves. They would band
together and go on reconnaissance
missions planning and destroying
large amounts of the enemies e-
qiipmen.. A sister was sent out
to get food for the troops, when
she returned, Uf the troops had
moved, the sister get out to find
the troops, and after several days
of searching when she located the
troops, all of the food she had
carried was there for them. She
would live on herbs during her
search, for she knew the impor-
tance of the fighting men having
food and she was strong enough to

Sisters you must become aware
of the power and abilities you have
and guide them in the way of our
struggle for liberation of all poor
and oppressed peoples.
Frantz Fannoo, author of a
“Dying Colonalism"’, dedicared a
whole chapter to the role of sis-
ters in the struggle. He talks about
the fact that the oppressors in
Algiers would embarrass the
sisters and their families by un-
veiling them, The sisters during
the struggle began to unveil them-
selves therefore showing the op-
ressors that they had determined
their own destiny, These sisters
would during the course of the
Struggle replace thelr veils in or-
der to carry tools for liberation
and to assist in revolutionary mis-
sions,
Sisters, being a whole part inthe
revolution, you must know chat your
part is basically the same as the
brothers and rhat is liberation for —
all oppressed people by any means
necessary, This year I'm sure is

Greeting Comrades,
Whenever we read the mass
media news coverage of the cur-
rent events locally and nationally,
we have to read between the Lines
and distinguish the truth from the
false-hood, The news is slanted
SO when the masses make revo-
lutionary steps or actions against
the oppressor {t has to be recog-
nized as strategic methods of re-
Sisting the pig power structure,
and not as the news media would
have us believing,
I Say this mainly because while
being incarcerared the racist pigs
have denied us our legal reading
rights, They try to pacify us by
allowing us to read lies and ir-
relevant propaganda about our
communities, which has been pro-
jected by the systematic mass
news media, We want to read
something that’s relevant to us as
poor oppressed people struggling
here in America, Tricky Pig
Dickte Nixon's vacations or the
imagionary moon and space car-
toons aren‘t related to the people,
We want something to read that
exposes the true nature of this de-
cadent American society and
something that’s directed towards
the freedom of all poor oppressed
people.
This is also manifested on the
streets by people whose reading
materia] is limited or who have
failed to be reached by revolu-
tionary papers or materials, They

evils we must fight, the greedy

sonal contradictions, circumstan-

fested in those that control the

Distinguishing the truth from
the false-hood in the news media

cleurly see whh revolutionary
thoughts that the masses of the
pedple are resisting and inten-
sifying. The examples set by the
Ulack Panther Party in New Yors,
New Haven, Connecticut, and the
deaths, murders and sacrifices in
Los Angeles and Chicago, and the
entire Slack Panther Party every-
where in particular and all the
people in general haven't gone
unnoticed, The people have seen
the fascist pigs’ violence andter-
ror tactic meted out against the
Vanguard and the people them-
selves. The people have proven
beyond a shadow of a doubt that
they aren't terrorized by the pigs’
violence. The people are re-
sisting.

Once again the totalitarian, re-
pressive and piggish nature of this
institution has exposed itself, so
that all could see it for what ftis--
rampant fascism like all other pigs
in America, The N.Y.C. Correction
pigs have intensified their pursuit
of privilege and power, in detri-
ment to the necds of the people.
To attain this various end that
are subjecting the prisoners, who
are at thelr mercy, to further viola-
tions of their human rights, by de-
nylng them even the minimalrights
that are due to them. Not only are
they harassing the inmates and de-
nying them the so-called **due pro-
cess of law”, by keoping them from
fulfilling their court dates, they are
subjecting their visitors to unne-
cessary delays and indignities; they
also interfere with prisoner's cor-
respondence and their recreation,
Yesterday the pigs bad abitrarily
kept everyone the 8th floor
locked In during the afternoon re-
creation period, supposedly be-
cause of a ‘‘shortage of pigs’’,
the inmates of the ‘cc’ and ‘*d"
Sides refused to lock in after the
evening meal. In a disciplined and
orderly manner they picked up their
trays, turned in the spoons and re-
mained seated at the tables, peace-
fully conversing, playing cards and
dominoes,
The pig in charge of the floor

opened the cell doors, He left and
tried to get the other sides to lock
in, when he returned, after calling
downstairs for the ‘beat up squad’,

heads they would bust if given the
opportunity! They entered the ‘‘d’*

to the side, lo and behold,
the first person to enter the tier
was an inmate; 4 mtorlous physho-

verted informer, named Taylor, the

Warden Randazzo hypocritically
mace a speech on how much they
had our welfare in mind and how
much they were trying to do for
us, and that they had reached the
mayor and the governor, that they
would do what they could to reme-
dy the situation and a Jot of other
bull. During all this, abour 50 mad
pigs with clubs were just itching
to get into action on our heads,
To cap it off, he had his stooge

thing was going to change and that

On the morning of December
1, 1969, counsel for defendant was
informed by the Deputy District
Attorney that he was ready topro-
ceed with preliminary.
When the case was called, the
People again moved for cootin-
vance, themotion was denied, and
the People introduced the testi-
mony of one witness, ANN GO-
FORTH, who could not identify the
defendant or any of the partict-
pants in a fight which she had

before, The witness was quite
Unsure of where this incident had
occurred; whether or not the parti-
cipants were ‘playing’ ornot, who
had started the affray, or in what
way the female participants could be
distinguished from wach other

J. We want an end to the robbery by the CAPITALIST of our Black
Community.
We believe that this racist government has robbed us and now we are
demanding the overdue debt of forty acres and two mules. Forty acres
and two mules was promised 100 years ago as restitution for slave labor
and mass murder of black people. We will accept the payment in currency
which will be distributed to our many communities. The Germans are now
aiding the Jews in Israel for the genocide of the Jewish people. The Ger-
mans murdered six million Jews. The American racist has taken part in
the slaughter of over fifty million black people; therefore. we feel that this
iS a modest demand that we make.
4, We want decent housing, fit for shelter of human beings.
We believe that if the white landlords will not give decent housing to
our black community, then the housing and the land should be made into
cooperatives so that our community, with government aid, can build and
make decent housing for its people
5. We want education for our people that exposes the true nature of this
decadent American society. We want education that teaches us our true
history and our role in the present-day society.
We believe in an educational system that will give to our people a know!l-
edge of self. If a man does not have knowledge of himself and his position
in society and the world, then he has little chance to relate to anything
else.
6. We want all black men to be exempt from military service.
We believe that Black people. should not be forced to fight in the mifi-
tary service to defend a racist government that does not protect us. We
will not fight and kill other people of color in the world who, like black
people, are being victimized by the white racist government of America.
We will protect ourselves from the force and violence of the racist police
and the racist military, by whatever means necessary.
7. We want an immediate end to POLICE BRUTALITY and MURDER
of black people.
We believe we can end police brutality in our black community by or-
ganizing black self-defense groups that are dedicated to defending our
black community from racist police oppression and brutality. The Second
Amendment to the Constitution of the United States gives a right to bear
arms. We therefore believe that all black people should arm themselves
for self-defense
8. We want freedom for all black men held in federal, state, county
and city prisons and jails.
We believe that all black people should be released from the many
jails and prisons because thoy have not received a fair and impartial trial.
9. We want all black people when brought to trial to be tried in court by
a jury of their peer group or people from their black communities, as
defined by the Constitution of the United States.
We believe that the courts should follow the United States Constitution
so that black people will receive fair trials. The 14th Amendment of the
US. Constitution gives a manda right to be tried by his peer group. A peer
is a person from a similar economic, social, religious, geographical, en-
vironmental, historical and racial background. To do this the court will be
forced to select a jury from the black community from which the black
defendant came. We have been, and are being tried by all-white juries
that have no understanding of the “average reasoning nian” of the black
community.
10. We want land, bread, housing, education, clothing, justice and peace.
And as our major political objective, a United Nations-supervised plebis-
cite to be held throughout the black colony in which only black colonial
subjects will be allowed to participate, for the purpose of determining the
will of black people as to their national destiny.
When, in the course of human events, it becomes necessary for one
people to dissolve the political bands which have connected them with
another, and to assume, among the powers of the earth, the separate and
equal station to which the laws of nature and naturg’s God entitle them, a
decent respect to the opinions of mankind requires that they should declare
the causes which impel them to the separation
We hold these truths to be self-evident, that all men are created equal;
that they are endowed by their Creator with certain unalienable rights;
that among these are life, liberty, and the pursuit of happiness. That, to
secure these rights, governments are instituted among men, deriving their
