the guise of searching for drugs that
the brother allegedly possessed, The
pigs, in front of witnesses from the
Black community, boldly went to the
door of the Johnson’s apartment and
illegally broke in and attacked this
innocent family while they were in
bed, Brother Clavon’s wife, who had
awakened at the sound of the swine
rushing into her bedroom, demanded
some identification from the perverted
madmen whom she saw were attacking
her husband with guns and clubs, Mrs,
Johnson, who is four months pregnant,

WE WANT DECENT
HOUSING FIT FOR
SHELTER OF
HUMAN BEINGS
Brownsville is one of the many
Black communities that have been
up Since the lare 1800's and the
buildings are so unstable that if
the wind blows hard they will fall
and the only thing that is keeping
the wind from blowing them down
are the folds and cracks which al-
low the wind to flow through ft.
These conditions are so bad, that
it's not even healthy for the rats,
roaches, and other insects, to live
in, I'm surprised they haven't tried
‘tO move on this avaricious sys-
tem sooner,
The sidewalks in Brownsville
are cracking up, and the streets
are caving in, Just about 4 month
or two ago, the street fell in, the
hole was about 30 ft, wide and
about 20 ft. deep, When we in-
vestigated, we found out that it
wis hollow. When the men came
to repair (dump some asptiak in
there) the hole, we questioned them
about it and they said some jive
about the water ate the sand and
cement away. Another incident Is
when the street fell In on Herzl
Street, about 3 - 4 days ago. k's
about to get wider and about 6 fr.
deeper. All through Brownsville
the streets are sinking in, and it
takes the city about three weeks
to repair these bad conditions thar
the people have to live in,
Believe it or not, the people
living in this community are pay-
ing $150.00 a month and many
of therm pay more than that.
For those of you who don’r be-
weve tat these conditions exist
in this country, why don’t you take
a ride down Sutter Ave. to Herzl,
up Herzl to Bast New York Ave.
Turn right and go down East New
York Ave. to Amboy and down
Amboy. Just generally check out
the conditions thar the people live
in and what we're fighting against.
Brownsville is only one of the
many old worn~<down communities
and at the same time people in
Brownsville and other commu-
nities are Living in badconditions,
dying and getting sick from those
conditions, the off the wall barrell
herded pigs that run this country
are sending idiots to the moon
and allegedly helping other coun-
tries survive, and freeing them.
But how canthey free themwhen
the people within its own coun-
try are dying and are not free.
Now in the Declaration of Inde-
pendence it states, “THAT WHEN-
EVER ANY FORM OF GOVERN-
MENT BECOMES DESTRUCTIVE
IN THESE ENDS, ITS THE RIGHT
OF THE PEOPLE TO ALTER OR
ABOLISH IT AND INSTITUTE A
NEW GOVERNMENT," So because
of the fact that in a capitalist
system there has to be classes of
people, therefore we must destroy
this system by any means and if
you had any sense you would jola
in our struggle for Liberation, Let’s
deal with Brownsville, and the
many communities like it,

DRUGS AND THE BLACK COMMUNITY
OF WINSTON SALEM
The ruling class pigs’ appa-
ratus for oppressing the people
becomes less and less effective,
because of the uncompromising
desire of the poor and oppres-
sed people to gain their libera-
thon (by any means necessary).
We seo, therefore, an influx
of drugs being sent into the com-
munities of the poor and oppres-
sed throughout this racist op-
pressive system, which we have
seen is losing 4 genocidal war
in Indochina and is rapidly in-
creasing its alms and objectives
in another ‘was, that war being
the total genocide of Black peo-
ple here in America. All through-
our this sadistic, capitalistic na-
tion from Black community to
Black community, we are seeing
thag the youth as well as the
older generation of our people are
belng systematically driven into
4 condition so dehumanizing that
anything that will take them as
far from reality as possible, be-
comes their only outlook, This es-
cape from reality by the usage
of drugs, leads to the Inevitable--
the user’s death,
This genocidal attempe by the
ruling class pigs has affected ev-
ery Black community (as well as
some white) in epidemic propor-
tions. Ia most cases, Blick peo-
ple are the ones who are suf-
fering most, because of their in-
ability to be able to afford the
high cost of drugs. This evenr-
ually leads to robbery by the user
and his eventual incarceration,
In what once was a Winston-
Salem far detached from the
serlous drug problems that ov-
ery major city of most other
states were experiencing, you can
now stand on virtually any corner
and watch as drugs are being
distributed from the Gealer to the
pusher, In the more impoverished
areas, the sight of a junkie nod-
ding on a stoop or corner is be-
coming common-place,
In New York, 48 an example
of the genocidal effects of drugs
upon our youth, over 700 Black
people have died since January
1, 1970, in which the overwhel-
ming majority have been under
twenty-five years old, as com-
pared to 900 deaths ateributed
to drug usage the whole year
of 1969.
Drugs taken on 4 daily basis
render a person totally incap-
able of controlling his thoughts
or actions, and in most cases
eventually lead to the death of
the user,
Crime becomes the worry of
the day, as the junkie is forced
to steal (to support his costly
chemical habit commonly known
as a Jones), The community gets
uptight, because the junkie Lives
with us, therefore, he is forced
to steal from us. More pigs are
sem into the community under
the disguise of the need to help
combat the soaring crime rate
in the community, but in real-
ity they are here to murder and
brutalize as many people in the
community as ts piggishly pos-
sible. Jive rehabilitation pro-
grams set up by jive politicians
do nothing but operate 48 pac-
ification programs to keep the
community unaware as to who is
putting drugs in the commun,
Neither do these programs help
remove the conditions that the
junkie is crying to escape,
The Black Panther Party re-
cognizes that only through the
combined efforts of the Black
community can we combat the
plague. Any program to deal with
the problems of our community
should be run by the commani-
ty. We must combine and double
our efforts to stamp out this
plague, and we will.

Newark, New Jersey--population
70% Black - NIGGERTOWN, is
in 4 constant state of rage. Nig-
gers in the Cemral Ward, South
Ward, East and West Wards and
&@ noticeable population in the
racist (Anthony J. Imperiale-Cihry
Boss", territory) North Ward, Nig-
gers who remember July 197.
During the five days of July 12
through the 17th, there was a re-
bellion--what has to be realized
is that this was no riot, this was
4 revolt against overt racism, a-
gainst pigs wantonly beating, mur-
dering and torturing Black people;
@ revolt against unfit housing, low
welfare allotments, city bankrupe-
cy and high taxes. During these
live days, racist local pigs, as
well as the national guard, ran
amuck In the Black community--
murdering, brutalizing and wound-
ing thousands of people, people
whose only ‘‘crime’’ was to stand
in their window or on their por-
ches to see what was going on.
Racist national guard troops shot
up untouched stores (owned by
Black people), shot up Hayes
Homes and orher projects, running
up the stairs yelling ‘‘Kill all the
niggers, we are going to have to
kill them anyway.”’
This operation is the same as,
the massacre actions used against
the people in Songmy and Mylac
and villages of Cambodia, Latin
America and Africa--it was an
invasion of Black people's ter-
ritory--it was @ declaration of
war, and the crimes those gestapo
SS troops committed must be con-
sidered War Crimes,
Immediately after this action,
dope--a multitude of dope was
Poured into the community. Black
people gor hung upon drugs. Young
kids wandered the streets boking
for ‘scag’ and older people drank
themselves into oblivion: they had
witnessed 80 much, and were vic-
tims of torture, brutality and mur-
der in its highest form, People
were mad; they were mad at the
pigs and mad at Whites that formed
into vigilante groups with Mafloso
Imperiale at their head. Black peo-
ple let it be known thar those tac-
tics didn't scare them and let those
Whites know that ifthey dare come
riding through the community that
they had better be prepared NOT
to leave, Black people hadreached
a level where our National Sal-
vation from racist KKK-type in-
vasions meant more
to us than
being afraid of the force of the pigs.
After five days, the pigs with-
drew, They withdrew because the
atrocities they had committed had
forced our people to realize that
Counter-Attack was the only way
to survive; they (he pigs) grew
afraid of niggers realizing that
guns in defense of our lives and
families against the (paper tiger)
might of the occupation troops and
their racist, murderous activities
was what had to come --guerrillas
who knew thelr neighborhoods like
they know the backs of their hands,
who could attack and withdraw into
unknown homes and be shelrered,
looked after and protected by a
people joined in 4 united effort
to rid themselves of gestepo
troops. They (he pigs) are still
afraid, and they will continue to
be afraid, because they are on
unfamiliar ground, surrounded by
angry Black people, people who are
fighting for liberation, The lop-
sided statistics of that ‘‘thearreof
war’’ stands out in our minds--
24 dead, hundreds brutalized and
thousamés arrested--AND 2 ene-
mies dead,
Now in 1970, the federal gov-
ernment grants money—green
Paper to pay for the darnage done,
which exposes the Capitalists"
heart, and shows us that they still
belleve that Black lives can be
paid for with their currency. We
want to know how can money take
the place of broken bodies, mur-
dered people, broken arms, legs;
how can money pay for the
damage done toour babies’ minds?
How can they pay? With the
abolishment of the local pig force
in its present form--WE NEED
COMMUNITY CONTROL OF PO-
LICE--with the power of a unired
people this can be brought about.
No pacification program, in-
cluding 4 ‘'Black Mayor’’, because

After seeing the actions of the
pigs against the people of the
Puerto Rican cornmunity and see-
ing the low level of resistance

ters of the Puerto Rican com-

I've seen in Jersey City, N.J.,

On Wednesday, the tenth of June,
the people of the Puerto Rican
community protested the harass-
ment of a brother home from Viet-
nam,
The pigs aggravated the speak-
ers at the rally and provoked the
people. The people then fought back
with what they had available: bor-
ues, stones, etc. The pigs then
pulled owt guns and baseball bats

LONNIE McLUCAS
Lonnie McLucas, one of the
Black Panther New Haven 9, will
0 to trial for the murder of Alex
Rackley, This means the state has
succeeded in its attempt to prevent
@ joint trial of the 9, There may
now be af many as five trials in
New Haven instead of the one joint
trial, the Panthers have been fight-
ing for. The prosecution, insepa-
rating McLucas and speeding up
the proceedings against him, hopes
to push through one quickie trial
in this case, get a conviction on
the books, and then use it against
the other defendants who come to
trial later.
McLucas was Area Captain of the
Black Panther Party at the time
of his arrest in May, 1969, Ile
is one of 9 Party memibers, in-
cluding National Chairman Bobby
Seale and Deputy Chairman Ericka
Huggins, who have been charged
Alex Rackley, who the police claim
was an informer. The Panthers
have stated repeatedly that Rackley
was a member in good standing
of the Party who was murdered
by George Sams, 4 psychotic po-
lice agent.
‘The strategy being followed by
by State's attorney Arnold Markle,
backed up by Superior Court Judge
Harold Mulvey, is simple: they
want to divide and conquer whe Ge~-
fendants as part of a larger at-
tempt to destroy the Black Pan-
ther Party. They hope to isolate
the defendants, put increased pres-
sure on them, try each separately,
and eventually break the morale
of the Panthers and their sup-
porters with a continuous stream
of trials.
Of course Markle and Mulvey
have lors of legalistic excuses for
justifying this course of action.
In order to try Lonmniie McLucas
separately, despite the fact tharhis
case has been handled along with
the others for the past year, Mar-
kle filed 4 motion to sever. He
argued this motion in court on
Friday, May 22nd--exactly one
year after the first arrests in
this case were made, Lawyers for
all) 9 defedants were in court
to fight Markle’s move.

a.m, Lonnie McLucas’s jurors
have been selected. The railroad
is about to begin. One of the tactics
of the fascists and the New Haven
court, in particular, ds to divide
and conquer. They have succeeded
in separating the defendants in this
case legally. They must realize
that the New Haven 9 will not
and cannot be humanly or polit-
ically separated, They feel they

The hearing took place In the
tiny courtroom that the Srate still
insists on using despite the fact
wat there are never enough seats
for the people who want to witness
the proceedings, down the hall. So
once again, the spectator section
was filled to capacity, the six de-
fense lawyers were crowded
around a small table, and the press
overflowed into the jury box, The
layout of this closet-sized court-
room is such that the spectators
cannot even see most of the pro-
ceedings. When the lawyers stood
to speak on Friday, they were prac-
tically on top of State’s Attorney
Markle, who looked ill at case over
the whole affair.
When the proceedings started,
Attorney Theodore Koskoff ob-
jected to the fact that his client,
McLucas, was not even present
for what was obviously a crucial
moment in his case. It is the re-
sponsib‘ity of the Seate’s Attorney
to see thar the defendants are pre-
sem when thelr cases are being
argued in court, but Markle ap-
parently chose to ignore this obli-
gation, brothers and sisters in the
Party had brought him some clo-
thing and other personal belongings
that Lonnie had requested, ex-
pecting to be able to give them
to him, but this was made impos-
sible by Markle’s action. It all
added up to one thing: Markle con-

had to be gone through, but he was
80 confident that Judge Mulvey
would rule in his favor thar he did
not even make the effort to have
Lonnale present, or, for that matter,
to answer the arguments of the
defense lawyers demanding a joint

Markle's argument for a
separate trial for McLucas, be-
lieve it or mot, was that he wanted
to assure the Panthers’ right to
a fair crial? He said in arguing
the motion, “I'm in the unusual
position of trying to allow fora
fair tria].’’ He claimed that he bad
evidence, confessions and state-
ments that he could use against
Lonnie, but which would be pre-
judicial tf used in a joins trial
of all 9 defendants,
opening the door to convictions
in the other cases. We believe chat
the judges and prosecutors have
only one jury--the people. The peo-
ple know that this is a political
trial, @ political railroad, They
know that the Black Panther Party
is not guilty. it is fascism that is
guilty, that has conspired against
the Party and all progressive peo-

desperately to murder our Chair-

Lonnte’s lawyer, Koskoff, was
the first to argue against Mar-
kle’s motion, He stated that sep-
arate trials “will result in an un-
constitutiona] denial of a fair
trial,"’ He went on to say that
separate trials might be in order
if the defense was asking for them,
but since they weren't, the State
had no business saying chat ie
would be fatrer to have separate
trials. In fact, Koskoff argued,
it was separate trials that would
be unfairly prejudicial, First of
all, be polnted out, the person
tried first (in this case, Lonnie)
would mot have the benefit of the
*estimony of his alleged co-con-
spirators. They would not be like-
ly to testify before their own
trials took place, but would take
the Sth Amendment instead, Per-
haps even more important, sep-
arate trials would mean that all
the sensational “evidence’’ from
the first trials would be publi-
cized, and wouk! make fair trials
for the later defendants evenmore
impossible.
There were other cogent argu-
nents «against separate trials.
Koskoff pointed out that multiple
trials would greatly increase de-
fense costs, since every lawyer will
have to be at each rrial, will have
to buy five times as many trans-
crits, and so on. Finally, Kos-
koff pointed out that 4 joint trial,
Markle's arguments not withstand-
ing, was called for under Connec-
ucut law, He stated that “‘it Is
the policy of this court to try this
kind of case jointly,” and thar fur-
thermore, Connecticut law hokts
thag justice Is better served when
defendams charged with the same
erime dre tried together.
The lawyers for the other de-
fendants rose in succession to
“make tt clear that thelr clients:
also wished a joing trial, and felt
that justice woukd be better served
in that fashion. Catherine Rora-
back, lawyer for Ericka Huggins,
Frances Carter, and Margaret
Hudgins (Peggy), pointed out thar
if there were separate trials, the
State would have the power to grant
@ partial immunity to some of the
Gefendants. This would force them
to testify against each other, or
be held In contermpt, as has hap-
pened already to onc of her clients,
Frances Carter.
Secor Melville, lawyer for Pan-
ther member Rose Smith, endorsed
the previous arguments, andadded
two arguments of his own. He stared
thet the problem of prejudicial
press coverage wis @ real one,
since “‘the ones who have
outnumbered the press corps at
these bearings have been the po-
lice,” He alse made clear that
even thourl: the charges against
his client are peripheral, he de-
sires a wim rial, These argu-
ments were further endorsed by
Edward Flynn, the lawyer for
George Edwards, who stated ther
there was no possible public inter-
est in having separate trials.
Finally, David Rosen, the local
attorney for Bobby Seale, rose to
chotics, George Sams and Sean
Dubommet. Both cases have exam-
ples of brutal torture. Especially
in the case of the women prison-
ers in New Haven and Joan Bird
in New York. In all of the attacks
against the Party, one thing has
always been presem, the denial
of all constitutional rights and all
human rights. For example, the
denial of reasonable bail and in-
tolerable jail conditions were ram~-
pant in both New Haven and in New
York.
So it is clear that the state
is preparing to move against the

tegy. These meetings are very hard
to arrange, since the Panthers are
being held in four jails ar dif.

ings take place also make them dif-

meeting stipulates that ‘‘the de-
fendants shall be seated at a table
approximately two feet apart, and
facing windows on the west side
of the courtroom,” so that they

request permission to use the barh-
room, and only one may leave at
atime, and must be accompanied
by @ guard, This kind of grade

ever, affected the defendants in
any way, andthey managedto carry
out 4 fruitful meeting.
It was on Monday night--after
the meeting of the defendants was
over--that Mulvey announced that
he was granting the motion for a
separate trial for McLucas, begin-
ning in two weeks (June 9),
The prosecutor, the judge, and
Police would like to pretend in
public that this is "just another
murder trial", The Scate of Con-
necticut vs. Loanle McLucas, Doc-
ket #15672. But they aren't fooling
anyone, The case has been handled
from the very start by the police
and the press as the crial of the
Black Panthers. Even in the hal-
lowed document room of the court-
house, the boxes {n which the mo-
tlons for this case are officially
filed are labelled “Black Pan-
thers". And of course the Pan-
thers andtheir supporters know
that this is, indeed, a political
trial, designed to crush the Pan-
thers, and that as such it has lit-
tle to do with murder, conspiracy,
or anything of the kind, As Tom
Hayden pointed out in his speech
om the New Haven Green in sup-
port of the New Haven 9, ‘The
facts are 4s irrelevant in this case
in Connecticut as facts are irre-

basically irrelevant, and that the
proceedings in court are just so
much hogwash, they should not in
any way be taken to mean that the
proceedings should be ignored. k

being committed in court. And it
is important to show our Panther
sisters andbrothers that we sup-
port them constantly, especially
whlle they are being held In the
confines of a judicial system that
knows no justice.
Lonnie McLucas faces a very
tough trial, He is one of three
people the police have charged with
actually murdering Alex Rackley.
One of the three, George Sams,
has been shown to be a psychotic
and a police agent, and can be
expected to say whatever the pro-
secution wants him to. The other
person, Warren Kimbrough, gave
in to pressure put on him (es-
pecially by his brother who is 4
pig officer in Florida) and bar-
gained a plea of second-degree
murder, It is not known what his
testimony against Lonnie will be,
and how much he will be willing
to repeat che stories the pigs and
prosecution make up, But in any
case, his plea will make Lonnie’s
tria] that much more difficult.
The outlook for the coming
months inside the courtroom is
unclear at this point. Lonnie’s law-
yers will fight the effort to push
him into a sped-up and separate
trial, but it looks likely chat a
separate trial for him will in fact
begin. After that, it appears that
the prosecution will push for four
additional tials; one for Ericka
lluggins, Rose Smith, and Marga-
ret Hudgins, one for George Ed-
wards, one for Bobby Seale, andone
for Landon Williams and Rory
Hithe (who still have not been ex-
tradicted from Colorado), in that
order. With the exception of Lona-
nie’s trial, this is all quite in-
definite, but it is conceivable that
the rials, which would probably
take place one at a time, will last

On June 14, 1970, Mrs. June
Delly was beaten brutally by Balti-
more gestapo fascist pigs. For 2
long time Mrs. Delly had spoken
to her neighbor concerning the
neighbor's dog. The dog would
emer Mrs. Delly’s yard and. defi-
cate all over her yard, On June
14, 1970, tt appeared thar the neigh-
bor had given the dog a laxative,
because her yard was really
messed up. She couldn't use it for
anything, not even for hanging out
clothes: because of the odor thar
filled the air. Mrs, Delly contacted
her neighbor again andaskedher if
she would do something about the
dog because she would like very
much to be able to use her back
yard,
After talking, her neighbor's
busband came out and attacked
Mrs. Delly, fully aware that she
had been in bed sick for a week.
After the attack by the so-called
neighbor, Mrs. Delly wen and sat
outside on her front steps; that's
when she noticed the neighbors
had called the pigs. The fascist
pig, badge number 769 approached
her and stated that she was under
arrest.
After a few minutes had passed,
one more pig arrived, then five
more came and began to beat Mrs.
Delly brutally. The woman who
lives next door is 4 White woman;
the pigs didn’t say anything toher,
which proves one again that the
ilkimore fascist pigs are racist
to the core.
Mrs. Delly has even offered to
pay for the cost, if the neighbor
woukd take the dog to an animal
hospital and have & cured of what-
ever is wrong with k. She also
called the city officials to have
something done about this dog.
However, there has been no re-
sponse mace other than the pigs
coming out to arrest Mrs. Delly
for asking her neighbor to do some-
thing about ber dog, that has been
messing up her yard for days.
The beating and macing of Mrs.
Delly was uncalled for. This wo-
man could just barely walk when

Brooks, who is a Registered
Nurse, employed by Kate Bitting
Reynolds Memorial Hospital,

was crying so, that she could
hardly talk, She wanted to get
over to the emergency room of

nurse here.’’ So I questioned the
people in the office. | waned to

see their private doctors at the

Yesterday, while Bob Hope, Billy
Graham and other super racists
sat eulogizing about racist Amer-
ica, with loud bands, fire crackers
and patriotic songs, Black people
were singing and speaking about
the freedom we long to have, All
of a sudden, two police in a white
unmarked car came and decided
the people were making too much
noise on the "‘4th of July’’. So
they called for reinforcements,
which came and lined up and down
the streets.
All of the people went into the
office after seeing this but were
immediately followed by the poe
lice. With the community locked
in our office the police began kick-
ing and knocking in the door with
axes and hammers to show their
patriotism.
Seeing this, Someone in the com-
munity threw 4 brick at the door
where the pigs were chopping the
door down, At this, one pig said:
“Someone threw a brick; we've got
an alibi; we can really get‘em
now.
Finally, the show really began.
These fascist fools with wrecking
hammers and axes in their hands
started chasing children, women
and men all over the house like
mad slave catchers.
They ran upstairs with thelr
hands on their guns and nightsticks
in position for action, It took Ss
or 6 pigs for every 1 brother,
They handcuffed the brothers,
threw them on the floor and began
their mad terrorist act of beating,
stomping and kicking.
After about 20 minutes of cor-
ruption, they dragged everyoneout
and put them In the pig wagons.
Most Grastic of all, these low-
lifed punk dogs brutalized and ha-
rassed the children and babies a-
round, whose ages range from
about 16 months to § years.
Immediately afterwards, the
pigs ran through the office stealing
and destroying tape recorders, ra-
dios and record players, cab-
inets, mattresses, chairs, rugs,
clothes and food, Also, those ma-
fioso criminals stole $900.00from
the Free Greakfast, and Free
Health Clinic funds and fled.

pigs snuck up on the brother and
knocked him unconscious and
dragged him off to a dingy cell.

OPEN LETTER TO THE PEOPLE
To some of our people in the
community and some of our com-
rades-in-arms, there still seems
to be some question in minds re-
garding our decision not to have
a **shoot-out’’ when the pigs broke
through our doors on July 4th.
First of all, some of our peo-
ple that weren't on the scene are
wondering if we violated our prin-
ciples by not wiping out the first
of those gang ters that crashed
through our door. Then some of
our cone sdes who weren't at the
Scene are questioning the order
that was given to “‘hold our fire
until we're fired upon."’
Both of these poims could be
cleared up by reminding all con-
cerned about one of our main prin-
ciples. ‘If anyone attacks us and
if the conditions are favour able for
battle, we will certainly act in
self-defense to wipe him out reso-
lutely, thoroughly, wholly andcom-
pletely (we do not strike rashly,
bout when we do strike, we must
win)’ We must never be cowed
by the bluster of reactionaries. In
other words, no matter how much
confusion these cowardly dogs cre-
ate, they will never stop the Black
Panther Party from serving our
people. We're more concerned 4-
bout the welfare of our people than
about anything else. And because
we were unable to get all of the
community people through the back
door, we decided not to fire until
we were fired upoa, These are the
people we are here to serve, s0
how could we justify initiating a
‘shoot-out’ (and getting them all
killed) just to prove that we're
Panthers. We realize that the
only way we'll stop these pigs
from coming into our community,
brutalizing and murdering our peo-
ple, is to kill them, We don’t
bite any bones about that. ‘We'll
kill anybody that stands in the way
of our freedom,"’ because we don’t
have any other choice but to do
thar. And pigs are making that
quite clear to our people every
day.
And because they were able to
take four of our weapons and beat
us after we didn't shoot, they still
can't stop us. How can they? Pan-
thers don’t drop out of the sky,
and they don’t grow out of the
ground. No, Parahers come out of
the conditions our people are sub-
jected to. And the conditions that
caused some of our community
people to get crapped In our center
wondering whether they'll live or
dle are the same conditions that
caused our courageous leader and

A mother, Mrs, Vastie Jones
who had hurried home to take milk
to her baby , was beaten in the
face by pigs maravding as po-
lice officers.
Nauseous and bemorraging af-
ter Ciows inflicted, Mrs . Jones
was arrested for various traffic
violations.
On Tuesday morning Mrs. Jones
of 425 W. S7th Place had driven
to the store on S&th and Prai-
ries to buy some milk for Tony
the youngest of her ten children.
She double parked the car for a-
bout two minutes, ran in the
store and got some milk. When
she returned and was about to
drive away, she was confronted
with a racist pig, Larry Race,
tadge No 14260, 2nd District,
who said, ‘what the hell are you
doing double parked /Give me your
license; you're going to get a
ticket". Mrs. Jones tried to ox-
plain to this dog that she had
to get some milk for her baby,
and that she knew it was wrong
But it was an emergency, because
there was no milk In the house,
The pig didn’t want to hear that
and told her to shut up because
she had too much mouth. Once
again she tried to explain that
it was an emergency and he sald:
“I'm taking you to jail smart
aleck,"’ Wel) Mrs. Jones panicked
she knew she had to get the milk
home before she went anywhere.
So she proceeded to do just that.
When she arrived in front of
her house, she hollered for her
soo Larry, to come outside and
get the milk and her purse, which
contained her hushasds’ check,
Before he came out the pigs had
come, snatched her out of the
car and had begun to beat her in
the face with their fists. She
made it to the horn and began to
low itand yell, This brought about
100 people from the community cut
to see what was happening and to
demand that the pigs stop brutali-
zing the sister.
One of the officers became fear-
ful and called a 10:01 ( officer in
distress call), Immediately four
paddy wagons came, four squad
cars and 4 detectives came,
blocked off the area and tried
to force the people in their homes
sO they wouldn’t witness the bru-
tality against Mrs. Jones. The pigs
pot Mrs, Jones in a car and took
her to the Racine pig pen. Mrs.
Jones had not long had a baby and
during the ride she began to bem-
orrage, ..esponsible for this hem-
orraging, the pigs laughed at ber,
telling her that she was a trouble
maker who had tried to start a
riot.
After getting her to the station,
they chained her to a wall, while
a pig proceeded to write her 12
tickets and fill out various papers.
This took three hours All this
time Mrs, Jones complained of
dizziness, nausea, hemorraging,
and asked to be taken to the hos-
pital. Finally they took her to Mi-
chael Reese Hospital, where she
was hal{- examined, given some
pills and released. Her husband
came and balled her out from the
Ih street station at 5.00 p.m.
She passed out so she dosen't know
how she got there.
Mrs. Jones is the latest victim
of police brutality inthis com-
munity. Probably if the people had
not come out to see about Mrs.
Jones, she would have been beaten
more severly or even murdered
We must organize self-defense
groups to protect and prevent such
wholesale onslaughts on the Black
community. If fascist repression
continues, we must arm ourselves

Statement of the Case
March 20, 199, appellant and
seven other persons were indicted
for violating the federal arti-riot
Statute, 18 U.S.C, Sec. 2101, and
for conspiracy to violate that sta-
tute, 18 U.S.C, Sec. 371. The in-
dictments charged that violations
hac occurred at the time of the
1968 Democratic National Conven-
tion in Chicago. (Record on Ap-
peal, Item No. 2) United States v.
Dellinger, 69 CR 180. April 9,
1%9, defendants were arraigned
before the United States District
Court for the northern District
of Ulinols. Trial was set for Sep-
tember 24, 1959 (Record on Ap-
peal, Item No. 7), and was never
thereafter continued.
Appellant moved prior co trial
for a continuance on the ground
that his chosen attorney, Charles
R. Garry, could not attend a Sep-
tember 24 trial but these motions
were denied and tria] began or
the date scheduled, Appellant again
moved at the beginning of trial
for & continuance so that he could
be represented by Garry, and re-
quested alternatively that he be al-
lowed to represent himself, spe-
cifically firing his attorneys of
record other than Garry. The court
denied appellant a continuance, and
the right to represent himself.
Trial proceeded without any de-
fense being presented on appel-
lant’s behalf.
November 5, 1969, acting under
Rule 42 (a) of the Federal Rules
of Criminal Procedure, che trial
court summarily adjudged appel-
Jant guilty of 16 acts of conremp,
all arising out of his objections
to Garry's absence and his at-
tempts to represent himself during
trial. The court then imposed 16
consecutive three-month terms, a
total] of four years, Simultaneously
the court on its own motion de-
clared a mistrial as to appellant
and severed his wial from that of
his co-defendants (1) (TR 5409-

ARGUMENT
introduction
One initial poimt is basic to an
understanding of the issues raised
by this appeal, The occurrences
in the district court during the trial
of United States v. Dellinger, for
which appellant was convicted on
16 specifications of conternpe and
Sentenced to an astounding four
years in prison, are the subject
of a serious factual dispute. That
dispute relates, not to the steno-
graphically reported verbal ex-
changes which comprise the
record, but to their basic inter-
pretation.
Pur simply, the district court
took the view, and made the formal
finding, that appellant Bobby Seale
engaged in a course of conduct
deliberately designed to obstruct
and defeat the administration of
justice and to ‘‘sabotage the func-
tioning of the Federal Judicial Sys-
tem.”’ (TR S411, 5413) In the rrial
court’s opinion, appellant was
guilty not simply of the 16 spe-
cified incidents that disturbed his
trial. He was guilty of something
fax more sinister and serlous-~-
an unspecified general specifica-
tion of contempt of the sort re-
versed by the court of Appeals
for the Second Circuit in United
States v. Sacher,

We the more than 200 unsen-
tenced inmates again bring to
your attention a living condition
problem that we constantly have
been subjected to for an unrea-
sonable long period of time. Be-
ing the right to eat in the dining
hall and being forced to cat in
crowded dirty cells, subjected to
having to eat food which Is al-
ways 1) dirty, 2) brought in with
the back of plates on top of
the plates, 3) cold, insufficient
and hard to digest. As you know
this serving of food in our cell's
block for a year has caused the
presence and breeding of large
numbers of rats, mice, flies,
and gnats, large water bugs and
other unidentified vermin that we
know that have not and could not
be exterminated. Whether it is
evident, your callous disregard
of our grievances and our in-
mate complaints. You consider
us a8 something less than human
beings and therefore unworthy of
your concern. But we are nel-
ther animals or criminals. We
are flesh and blood human be-
ings, who deserve the right to be
treated as such. We find your
past behavior towards us total-
ly unjustifiable and your contin-
UOUS attitude as highly irrespon-
sible, We are sick and tired of
being forced to Uve under such

PRISON REHABILITATION
NOTHING BUT A MYTH
History shows that the destiny of
a people or @ nation can be found
in its prisons. Prisons serve no
practical purpose other than to
Punish people. Unlike those who
would mislead us in believing that
prisons serve the purpose of reha-
habilitation, any person who has
been in jail knows char rehabili-
tation is nothing but a myth which
is woven by the establishment in
order to prevent people from rec-
ognizing the fact that prisons are
cruel and savage institutions. Whe-
ther your punishment comes in
the form of the cotton-field prison-
type punishment or whether ft
comes in the type of punishment
similar ro the California Penal,
Institutions where you are con-.
stamly harassed by petty insults,
petty rules and petty officers. In
the final analysis the customs will
be the same: punishmers.
The establishment's reply to this
is that inmates are given trades
and skills in order to make them
operable in the American system.
But this is not true. The only skills
acquired by an inmate in any insti-
tution are the skills of making
street signs, the skills of making
jail bunks, the skills of making
jail jeans or jail shirts. k is
obvious to each and every inmate
who wins that he loses in the deal;
‘The facts of the situation are iron-
feally clear. In order for an in-
mate to become good In, shall we
Say carpemry, he would have to
build a house, The unions won't
allow it. For an inmate to be-
come good in electronics,he wouk!
have to wire, which the unions
won't allow,
So we come back to the same
thing. Inmates are trapped by thes
system, They cannot learn valid
skills. They cannot produce in or-
der to benefit society and humanity.
They can only accept punishment.
When confronted with the facts of
the system the inmate can do one of
two things. He can either accept

for the guards or he can reject
ft, It can be rejected in many
different ways. Some reject it in
trying to find new skills--cheating
amd stealing. Some reject it in

But all in all, rejection is still
there and ft is stil) rebellion
against a system which has re-
duced them to a level lower than
any other buman being in the so-
clety. Whether you accepe it or
reject it, one thing is clear to
both sides, You're bot: being
pushed. Pushed more and more
toward the gun towers and the
fence, Under these conditions the
Black man’s cyes come open to
what roaches and rats are all
about in his community. Whar gen-
ocide is all about in his com-
munity. And he also understands
* that the destiny of his people hangs
in the balance of their willing-
ness to struggle. Prisons and in-
stirutions with no purpose than fo
break the will of good strong hu-
man beings. There is one good
purpose that the prisons serve.*
And that is, that it opens one’s
eyes to what freedom really is,
kk opens one’s ears to what jus-
tice really is. it opens one’s feel-
ings to what equality really is,
And that none of these exist.
The Soledad Brothers are living
examples of the destiny that the
penal Institution has in store for
anyone who dares stand up and fight
for these basic human rights, k
is a vicious circle, The more will
and strength shown by them, the
more the institution becomes no
more than a weapon to wipe out
thar will and strength. More and
more, the prisons are becoming
concentration camps for political
ease because the people--
Bluck people, Brown people, White
people--are headed down arevolu-
tionary course.

THE PRISONS AND JAILS ARE
FILLED WITH POLITICAL PRISONERS
The prisons and jails of Ameri-
ca are filled with political pris-
oners, People who are there prim-
arlly because they have little or
no money. In New York, when
you are arrested, you are suppos-
edly entitled to an attorney from
the Legal Aid Society. These law-
yers, for various reasons, most
of them selfish, never live up to
thelr responsibilities as servants
of the peoplel They take no in-
terest in your guilt or innocence,
they care Little about redious re-
search, they are imerested In do-
ing as little as possible for their
paychecks. Most have political
ambitions, almost all are pigs.
Because of this, over eighty
percent of the prison population,
are people who have been duped
into taking pleas which give them
seven years instead of fifteen.
host prisoners have not even had
a trial. They are afraid to go be-
fore a judge or jury because they
know the lawyer will not defend
them or challenge the lies of the
pigs, or the illegal jury. They
know they cannot rely on the
biind lady of ‘‘justice’’ to see
the flim flam.
Here is an example. This sis-
ter who was jailing with me, was
accused of armed robbery and
semtence for conviction is 7 to
IS years, The sister had no mon-
ey to hire a good lawyer (that
is the criteria for justice
in America) so she got a legal
aid, He told her to lay in jail
for a few months and he would
get her out. She saw the dude
three times in six months. Her
bail was $7,500, which she, of
course, couldn’t afford, So she
layed Inthe pigpen for six
months, She wentto court and the
judge told ber it was 4 serious

special consultant, Dr. Arnold
Herr Hutschnecker, has deviseda
plan to place six to eight year old
Black youth in concentration
camps to see that future Black

tactics that were used In Hitler’s

Now comes this petition from
the people of Baltimore, exercis-
ing the rights of the people as
guaranteed by the Constitution of
th United States, to question the
illegal imprisonment of inmates
now being held without benefit of
constitutional rights or human
rights in the Baltimore City Jail.
We present this petition as a body
from which the strength of this
government is derived. Being lay-
men, we ask conference to discuss
and remedy the neglect of human
rights, and council to argue and
remedy the neglect of consti-
tutional rights, before further i]-
legal trials be resumed,
Now comes the list of motions:
ql) That each and every inmate
be immedistely given reasonable
bail, according to his station. Such
erroneous judgment in the giving
of exceedingly high bails or no
ball, forced on welfare because of
State errors of imposing high bail
on the fathers of chiktren andhus-
bands, State errors constitute
more crime because of exceeding -
ly high bail by forcing hungry chil-
dren to steal, making prostitutes
of mothers in their effort to pro-
vide. This is a direct breach of
the constitutional amendnent that
States: ‘‘All men are innocent,
until proven guilty.”
@) We contend thar the right to
be represented by counsel! at pre-
liminary hearings has been denied
all, or, the majority of men now
incarcerated in pena) institutions
throughout the state. By not being
represemed, the accused is left
at the mercy of erroneous and
improper judgment by lower court
judges who Usten to one sided
arguments, setting exremely high
bails and binding the accused over
to face higher courts because of
him being a pauper. As in the case
of Henry Coleman and Otis Ste-
phens vs Supreme Court of Ala-
bama, in which the ruling was
handed down by the Honorable Jus-

The acts that prove discrimina-
tion, since the trial was to com-
mence March 23, 1970, are as

March 6, 1970: I received a
Jetter from Ledr. Marian threar-
ening me with a disciplinary ac-
tion if I refused to submit to
a psychiatric examination. The
examination was set for March
23, 1970, the same day thar the
tria] was due to commence.
March 23, 1970; Trial began.
Judge Oliver Carter made the
decision to consider only the ques -
tion of whether | was unlawfully
demoted in the late fall of 1953,
from a trainee position, to which
l was assigned, which led directly
to a GS-4 position, Without being
given notice of said proposed de~
motion, either at the time or
until said demotion had been se-
cretly accomplished in the files
of said government agency, (NAS,
ALAMEDA, CA,) or until a for-
mal complaint of racial discrim-
ination was filed and proceeded
to administrative hearing. The
trial was In violation of my con-
stitutional right, to limit access
to the courts, for redress of ra-
cial discrimination in federalem-

strative record; especially when
claim is made that 4 continuous
course of aracially discriminative
combuct has taken place over 4
period of six years, and where
voluminous hearings were held, at
the angency level. No relief bas
been granted, and portions .‘ the

councel at the preliminary hear-
ing is essential to protect the in-
digemt accused against an erro-

This alone is a mockery of the
glorified assumption that every
man is innocent until proven
guilty.
@) We contend that the proper
way to make up to society by
those accused is to work for so-
celery. Each man who has sever
been given an opportunky, cue to
his record, to become an asset
to the community, has been dealt
with inhurnanity by the community.
Who knows crime better than the
ex-criminal? The answer to crime
may be in the perpetrators. Some
of our best policemen may be those
who are accused. The people feel
that this should be acted upon im-
mediately.
(4) We contend that the warden of
Bakimore City Jail to be removed
or reeducated to coincide with hu-
man rights that are grossly ne-
glected to men now incarcerated
in the Baltimore City Jail. Why
should the double jeopardy of pun-
ishment be imposed on men who
are brought directly off the street
only to be placed on “‘lockup"’
telrs, and denied the right of ex-
ercise which is vital, when they
have not broken any instituttonal
rules? Visits are Limited to one
day during the working week ac-
cording to sections, thus hamper-
ing the concerned relatives or
friends from making visits because
of the must of having to appear on
prospective jobs. Keeping in mind
those who are illiterate, that can
only communicate through speak-
ing to those who are trying to
help them prepare proper court
defense, Regardless to contraband
precaution, why are visits held in
hot tle rooms, through thick
glass, speaking through inadequate
phones? We the tax payers, de-
mand that the warden and officers
of the city jail earn thelr money
by producing lounges for visits,
and the frisking of each inmate
after the visiting hour.
©) We contend thar mail should

I was seeking review of the con-
tinual course of racially discrim-
inatory conduct, which was the
subject of complaints and admin-
istrative proceedings within the
agency and the CivilService Com-
mission, and to have these acts
of reprisals set aside andredres-
sed.

Judge Oliver sent the jury to the
jury room. He seemed to think
that we may have a chance of
winning a unanimous verdict. He
said if we did, he would ruke

April 2, 1970; Trial ended--
hanged jury. Nine to three in our
favor.
April 3, 1970: Returned to work.
Intimidation and harassment
worse than ever. k became neces -
sary to seek help from the Black
community.
May 8, 1970: Several represen-
tatives of the Black community
care to Nas, Alameda, Ca., Mrs.
Helen Dennis, Mr. Lenois Wake-
fieki, Urban League, etc., Mr,
Elliston Brown-Black Caucas, Big
Brothers, etc,, Mrs. Bobble Wat-
son, Mrs, Don Dugan, Black Mo-
thers United for Action, Black
Caveas, etc,, Rev. Ron Swisher,
Black Alamo Clergy, Joint Strat~
egy Action Committee, Black Cau-
be checked for contraband, but not
censored, This alone supports our
contentions of a corrupt andunfair
system. It is the fear that news
of mistreatment may be brought
to the public that this by-law is
enforced. This act protiubits in-
mates from discussing intimate
details of his case with attorneys
and family, which may result in
improper defense to prove his in-
mocence, If letters can be sealed
to state attorneys, why can’t let-
ters be sealed to defense
attorneys? = *
(©) We contend that the accused
suffer from insufficient dicts, and
deplorable health conditions. Men
are forced to eat In an area that
the warden finds feasible to walk
his dogs. They are forced to wade
water before having to dine of
stale foods infested with insects,
roaches and staleness, Why are
those accused forced to eat in areas
where they sleep and deficate?
(7) We contend wat improper
medical care exists in the Bal-
timore City Jail, thet family phy-
sicians should be allowed within
court order to examine the inmate
who can afford it, he is still in-
nocent until proven guilty, but Ge-
nied the right to good health. We
comtend that proof exists that ‘'ex-
cruciating pain'’ does not consti-
tute anemergency, but rather when
the victim has been rendered com-
pletely helpless, will medical aid
be given.
We pray that these contentions
will be remedied, as we the people
and taxpayers of the community ask
and taxpayers of the community
out for constitutional and human
rights to be extended, For the
districts of the community arere-
presented by the people’s choice,
and buman rights can no longer go
unnoticed or remedied, We commit

fred with Capt. Holbrook, who
gave authorization for representa-
tion from the Black community
organizations. He told me to re-
turn to work om May 26, 1970,
assuring me that working condi-
tions would be more favorable..
May 26, 1970: | returned to wrok
shortly after 9 a.m., after having
some difficulties with cransporta-
tion. When I came in, most of
the employees left. Only two em-
Ployees remained in the shipping
office. I received a telephone call
from Mr. A.D. Muzlo. He told
men to come to @ meeting at
Building 8, 3rd floor. 1 am sure
that he was well aware of an
employee’s right to representa-
tion in such a meeting, particu-
larly, when I have assiduously
sought to have a complain of
racis) discrimination for over six
years. I told Mr. Muzlo that I
would try to reach my represen-
atives, to see if they were avall-
able without notice. | frantically
tried to reach the prepresenta-
tives by telephone. The ones |
talked to were shocked at the
course of events. To top it off,
Mr. Muzto changed his mind and

STEALING A CAR
On the evening of July 12, at
about 9.00, a young brother, Ron-
ny Parker, age 16, was shot by
the San Francisco Pig Department.
It happened in West Point, where
right now ‘‘development’’ 1s tak-
ing place. I walked up to the hill
where the brother was shot in
the hip and the construction trac-
tors were covering up the area
in which he was shot, It is said
that the brother was shot for
stealing a car. The same reason
that Alvert Joe Linthcome was
shot a year ago. A life for a
car only shows that the pigs are
out to protect property, not lives.
The chase took place from
Third Street up to the hilltop
on Kiska and back down to West-
Point Rd He was shot at the
ending of Harbor Road. Ronny
jumped out of the car and start-

The Chase started off with only
two cars, bat by the time the in-
cident was over, there were seven
cars and one station wagon, all

on it right now, we are trying
find out who did it.’ But the
people are not dumb. Mrs. Moore
who also lives in Westpolnt saw
the incident: ‘‘ The boy jumped out
of the car and started running,
the police shot three times, first
hitting him im the leg,"’ she said.
“He grabbed his leg and kept
trying to get away, and they shot
him again,’ There was only one
person who got close to see,
because the pigs ran everyone else
away, pushing them back. The pigs
didn't want the people to see the
dam thoy had done tothis

On Thursday night, June 18th,
Franklin ‘’Gino'’ Moyler of tbe
Black colony was gunned down
by a white pig who goes by the
name of Ronald Watson. Gino was
on Massachusetts Avenue where
what rightly belonged to the peo-
ple was being returned. Gino got
in 4 Volkswagon and went to 4tl
Street, where he was chased to
New Jersey Avemuc, A tripk-
chinned pig came rushing at Gino
with his gun out and tried to
grab the car keys.
Before you knew it, Gino was
Shot twice. He shot back ar this
wil@nan in a blue uniform and
they both fell. When the ambu-
lance came, Gino was leit dying
on the sidewalk, while the pigs
rushed their accomplice to the
hospital. As pig Ronald Watson
lay in the hospital, we say may
the pain of 1000 deaths greet you

Having profound concern for
the brother's death and suspect-
ing discrepancies in the pig news
media, the Washington Chapter of
the Black Panther Party found it
necessary to investigate. The Par-
ty contacted Mrs, Evelyn Moyler,
the widow of our beloved and
slain brother. From speaking
with her, we discovered that Gino
believed in the total liberation of
his poor and oppressed people and
understood clearly the workings
of fascist, racist American p=
pression. Her dark chin slightly
treinbling and her saddened eyes
wet from tears, Mrs. Moyler said
of her murdered husband, ‘Gino
would always speak of the dif-
ferent programs thar the Slack
Panther Party was engaged in and
the need for Black People to de-
fend and fight for what is theirs,”

On July 3, 1970, the slumlord
of % Summit Avenue (Ira Sonn)
tried to enforce what is common
practice in the Black colony, by
trying to act as judge, jury and

grams that the National Black

ple of how to serve the people.
In Winston-Salem, the N.C.C,P,
has a Free Breakfast for Chiki-
ren where, during the schoo!
months we serve a hot break-
fast aonsisting of a variety of
foods every morning. We have
for the people, a Free Lunch
Program, where we serve lunch
to the youth of the commun-
ity every day during the sum-
mer months. We have Libera-
tion School for the youth and
community political education for
the older brothers and sisters
where they each learn about the
Party, this decadent society, and
what must be done in order for

of slaw or potato salad, or some-

for the past 16 years, the United
States has stopped at no wicked
and flagrant manoeuvres to sabo-
tage the independence and neutra-
lity of the Kingdom of Cambodia,
aiming at turning that country into
a US, new-type colony and mili-
tary base. After many failures, the
United States helped the Lon Nol--
Strik Matak clique to stage the
March 18, 1970 coup d’ Etat against
Samdech Norodom Sihanouk, Head
of State of Cambodia, And when
those American puppets were al-
most untenable in the face of the

directions of the 7-million Khmer

DESCRIPTION OF METHODS--
IN DETAIL
El "Pau de Arara” is a bar of
steel or wood, which varies In
Size, The heavier it is the more
weight the prisoner must sustain.
The wrist and ankles of the vic-
tim are tied, The bar is then
passed through the knees and arms.

WHY DOES IT EXIST?
The torture exists because it
is the fastest method, the easi-
est work, ir doesn’t take much
brains and it is the most effec-
tive way to ottain information,
It is the fastest method and most
of the time speediness is what
is needed to repress revolutionary
movements.
TIME is the element that can-
not be wasted, They cannot afford
to waste time looking for personal
daa on @ person, So many times
when a person is imprisoned those
interrogating are taking a chance
because usually 10 out of 20 might

ber that could advance the repres-

It is an easier process after a
certain length of time. It becomes
a habit, It takes much more intel-
ligence to find a specific method
of questioning without really ex-
hausting oneself, When a prison-

for days at a time, but if they
are beaten brutally from the very
beginning and then given 4 chance
to talk, they might be a little bir
more responsive, kt is by far the
most cruel and brutalmethod, The
importance of this is that those
questioning get self-satisfaction
and gratification from brutalizing
those who are in favor of the rev-
olution, The majorky of them pre-

to use on prisoners.
The methods used for torturing
are pot very complex, ingenious or

The palmeta is a beating but

on the buttocks. The description
of the ‘‘Palmeta’’ varies from
place to place. kt can be made

stecl, plastic with holes or with-
out,
Beating on the hands, feet, or

and blood come off together.
The palmeta is used for beating
the hands when the person is stand-
ing on cans with sharp edges,

tical repression. It has its own
culture, values, learnings, and

A major in theArmy by the
name of Waldir is in charge of
the Band-Raiding Operations at
San Pablo. This operation is con-
fined to three groups that work
at twenty-four hour intervals, They
divide into minor groups in charge
of investigations, captures, and In-
terrogations. Each group bas 4

We believe that the courts should follow the United States Constitution

that have no understanding of the “average reasoning man" of the black

And as our major political objective, a United Nations-supervised plebis-
cite to be held throughout the black colony in which only black colonial
subjects will be allowed to participate, for the purpose of determining the
will of black people as to their national destiny.

people to dissolve the political bands which have connected them with
another, and to assume, among the powers of the earth, the separate and
